He added: 'On that issue, Rachel and I are in lockstep, and have been for years. She's great colleague. She's a friend of mine and I'll be working with her for a very long time to come. But like all human beings, we're also personal. 'There are moments that catch us off guard and if you're in front of a camera for large periods of your life, unfortunately, that could be caught on camera in a way, if it had been anybody else at work, it would have not really been noticed.' The prime minister said the chancellor's tears were 'nothing to do with politics, nothing to do with the ups and downs of this week, or her relationship with anybody in the Labour Party, it's purely personal'. Sir Keir Starmer said people could be caught 'off guard' by their emotions, but not everyone had to do so in the public eye. He said Reeves was an 'excellent chancellor' and they were both 'absolutely committed to our fiscal rules'. He said: 'What I would say is — and you'll understand this — in politics, you're on show the whole time, there's no hiding place. But we are humans in the end and sometimes personal things are obviously on our minds and, in this case, that was the situation.' Sir Keir Starmer said Rachel Reeves was 'fine' following the tearful episode in the Commons. The prime minister told Virgin Radio: 'She's fine. She's good … I had a long chat with her last night. She's very resilient and strong is Rachel. She's driven through lots of change in the Labour Party. We've had to change the Labour Party, fought an election together. 'I've seen her resilience firsthand. I admire it. She's a really powerful woman, and she's also very widely respected. Thousands more GPs and fewer hospital consultants will be trained in an effort to shift healthcare closer to home, the government is set to announce in a speech this morning. Two-hundred new 'neighbourhood health centres' will offer scans, outpatient appointments, mental health therapy and a host of services without the need to go to hospital — under proposals to be outlined in the government's ten-year plan for the NHS. Starmer said the plan would 'fundamentally rewire' the health service, making hospitals a last resort instead of the 'default' for care. He has previously said the NHS must 'reform or die'. The prime minister is due to speak at a 'health setting' in London at 10.30am. Wes Streeting, the health secretary, told Times Radio that the chancellor is 'here to stay' despite her emotions at PMQs on Wednesday. He said: 'I have been in touch with Rachel since PMQs yesterday. Look, we're all human, and sometimes we have things going on in our lives. I think lots of people listening will think of those times where something's been going on personally, and you don't become a different person when you walk through the door at work.' The lengthy process of changing a student-loan forgiveness program for millions of public servants is underway. President Donald Trump signed an executive order in March aimed at limiting the Public Service Loan Forgiveness program, created in 2007 to forgive student debt for government and nonprofit workers after 10 years of qualifying payments. While it's unclear which specific organizations — and how many borrowers — could lose PSLF eligibility, the executive order signaled that organizations facilitating transgender healthcare or engaging in disability discrimination, which the administration defined as "anti-American" activities, could be on the line. That question dominated the discussion during negotiation sessions that took place on June 30 through July 2, during which representatives of the Department of Education met with a range of stakeholders to help craft new language for PSLF. A draft of the department's proposal to change PSLF, circulated among negotiators, shed more light on how the administration seeks to change the debt relief program. Specifically, the proposal includes revising the definition of a qualifying employer "to ensure that organizations that engage in activities that have a substantial illegal purpose" are not eligible for PSLF. Those illegal purposes, per the proposal, include discrimination, like a violation of the federal disabilities act; violations of federal immigration law; what the department characterizes as "chemical castration or mutilation," like the use of puberty blockers or hormones to help a transgender person transition; and acts of terrorism. The education secretary would determine if an employer has engaged in any of those activities on or after July 1, 2026. If the secretary finds any violations, payments a borrower made toward PSLF while working for the ineligible employer would not count. Some of the negotiators on the committee expressed concerns with making changes to the PSLF eligibility criteria. "I don't see where the secretary has the authority to remove the employer eligibility definition," Betsy Mayotte, the president of The Institute of Student Loan Advisors and a representative of student-loan borrowers, said during a session. She added that "these jobs are essential to the communities that they serve. So the intent of Congress was not to narrow the eligibility. It was to make it as expansive as possible under the statute that they wrote." Jacob Lallo, a general attorney with the Department of Education, said that "there is broad rulemaking power for the secretary to promulgate regulations that interpret statutes. That is a long-standing part of American agency and administrative law." While negotiations have concluded, the committee ultimately did not reach consensus, and any changes will take time to become finalized. As the Department of Education works on the final text to amend PSLF, there will be more opportunities for public comment. "I'm proud that the committee members representing institutions of higher education, veterans, taxpayers, borrowers, and the business community have helped fulfill one of President Trump's promises to ensure that PSLF does not subsidize organizations that are breaking the law," Acting Under Secretary of Education James Bergeron said in a statement. 'Borrowers organized entire careers around this promise' Some negotiators raised the alarm on establishing new definitions in areas that are not directly related to student loans, like the clause seeking to include the use of puberty blockers as an example of chemical castration. "I don't think that the folks assembled to be part of this rulemaking were assembled for their medical expertise," Abby Shafroth, a representative from the Student Loan Borrower Assistance Project, said. "I think we're here with student loan expertise, and so I would feel very uncomfortable setting a new legal definition for these medical terms." Negotiators on behalf of the Department of Education maintained that the intent of limiting PSLF is not to completely overhaul the program; it's to ensure that those participating in the program have employers who are delivering a public service to the American public. The proposal would also allow employers that the secretary determines to be ineligible for PSLF to respond to and challenge the department's findings before a final decision. Trump's original executive order said that PSLF has previously "misdirected tax dollars into activist organizations that not only fail to serve the public interest, but actually harm our national security and American values, sometimes through criminal means." It did not provide specific examples of those activities, leaving some borrowers who rely on the program on edge. One borrower advocate, who spoke during the public comment period of negotiations, said that "people are paralyzed by anxiety because rules keep shifting." "Borrowers organized entire careers around this promise, and now they live in constant fear of the next change," she said. "The currently proposed barriers will do little to stop wrongdoing, but will create enormous administrative burden." Borrowers who rely on the program previously told Business Insider that any change to the program puts the relief they are depending on at risk. "I'm so close to the finish line," Jeff Hughes, a public service worker enrolled in PSLF, said. "I really hope that the program continues as is because we need some more good people out there doing good work."

KUALA LUMPUR, July 3 (Xinhua) -- Despite softening car sales in Malaysia, analysts foresee electric vehicles (EVs) continuing to gain traction in the country. MIDF Research said in a report on Wednesday that electrification continues to gain momentum in Malaysia, as while overall total industry volume (TIV) is softening, government data as of May showed that the EV segment remains a bright spot, up 58.5 percent year-on-year for the year to date (January to May) and 69.3 percent year-on-year in May, with 4,152 units registered. It noted that local brand Proton is on track to begin local assembly of the 7 at its new Tanjung Malim EV plant by year-end, while Perodua is preparing to launch its first EV (a B-segment hatchback) in the fourth quarter of 2025. It also noted that EV charging infrastructure is expanding, with over 4,000 chargers now installed, though still short of the 10,000-unit year-end target. TA Securities also said in its recent report that the EV momentum is expected to continue, with more models set to arrive in the second half of 2025 and into 2026, offering consumers greater accessibility and choice. Currently, consumers have access to more than 40 EV models, reflecting a rapidly expanding portfolio. TA Securities said that Chinese automakers such as BYD, Chery, Xpeng, and Geely continue to expand their footprint by offering feature-rich models at competitive prices. At the same time, premium brands like BMW, Mercedes-Benz, and Porsche are stepping up efforts to introduce their electric lineups, aiming to capture early ground in the luxury EV segment. Overall, the research house sees that the second-half automotive sales may see a temporary boost, particularly in EVs, as consumers look to secure current tax exemptions before they expire at the end of December 2025. This pull-forward demand could benefit brands with competitive EV offerings. However, it concurred that uncertainties surrounding the potential introduction of EV road tax may lead some buyers to hold off. It opined that the removal of the 100,000 ringgit (23,767 U.S. dollars) price floor for imported EVs, which is also set to end in December 2025, is expected to attract more low-cost foreign models, intensifying price competition and squeezing margins. "While a short-term uplift is possible, the broader outlook remains cautious due to policy risks, affordability concerns, and heightened market competition," said the research house. Maybank Investment Bank also said in its recent report that EV-related investments began gaining traction in the first half of 2025 in Malaysia as the current exemptions on import and excise duties for completely knocked down (CBU) EVs, as well as restrictions on importing CBU EVs priced below 100,000 ringgit, are set to expire at end-2025. MIDF Research said in a report on Wednesday that electrification continues to gain momentum in Malaysia, as while overall total industry volume (TIV) is softening, government data as of May showed that the EV segment remains a bright spot, up 58.5 percent year-on-year for the year to date (January to May) and 69.3 percent year-on-year in May, with 4,152 units registered. It noted that local brand Proton is on track to begin local assembly of the 7 at its new Tanjung Malim EV plant by year-end, while Perodua is preparing to launch its first EV (a B-segment hatchback) in the fourth quarter of 2025. It also noted that EV charging infrastructure is expanding, with over 4,000 chargers now installed, though still short of the 10,000-unit year-end target. TA Securities also said in its recent report that the EV momentum is expected to continue, with more models set to arrive in the second half of 2025 and into 2026, offering consumers greater accessibility and choice. Currently, consumers have access to more than 40 EV models, reflecting a rapidly expanding portfolio. TA Securities said that Chinese automakers such as BYD, Chery, Xpeng, and Geely continue to expand their footprint by offering feature-rich models at competitive prices. At the same time, premium brands like BMW, Mercedes-Benz, and Porsche are stepping up efforts to introduce their electric lineups, aiming to capture early ground in the luxury EV segment. However, it concurred that uncertainties surrounding the potential introduction of EV road tax may lead some buyers to hold off. It opined that the removal of the 100,000 ringgit (23,767 U.S. dollars) price floor for imported EVs, which is also set to end in December 2025, is expected to attract more low-cost foreign models, intensifying price competition and squeezing margins. "While a short-term uplift is possible, the broader outlook remains cautious due to policy risks, affordability concerns, and heightened market competition," said the research house. The lengthy process of changing a student-loan forgiveness program for millions of public servants is underway. President Donald Trump signed an executive order in March aimed at limiting the Public Service Loan Forgiveness program, created in 2007 to forgive student debt for government and nonprofit workers after 10 years of qualifying payments. While it's unclear which specific organizations — and how many borrowers — could lose PSLF eligibility, the executive order signaled that organizations facilitating transgender healthcare or engaging in disability discrimination, which the administration defined as "anti-American" activities, could be on the line. That question dominated the discussion during negotiation sessions that took place on June 30 through July 2, during which representatives of the Department of Education met with a range of stakeholders to help craft new language for PSLF. A draft of the department's proposal to change PSLF, circulated among negotiators, shed more light on how the administration seeks to change the debt relief program. Specifically, the proposal includes revising the definition of a qualifying employer "to ensure that organizations that engage in activities that have a substantial illegal purpose" are not eligible for PSLF. Those illegal purposes, per the proposal, include discrimination, like a violation of the federal disabilities act; violations of federal immigration law; what the department characterizes as "chemical castration or mutilation," like the use of puberty blockers or hormones to help a transgender person transition; and acts of terrorism. The education secretary would determine if an employer has engaged in any of those activities on or after July 1, 2026. If the secretary finds any violations, payments a borrower made toward PSLF while working for the ineligible employer would not count. Some of the negotiators on the committee expressed concerns with making changes to the PSLF eligibility criteria. "I don't see where the secretary has the authority to remove the employer eligibility definition," Betsy Mayotte, the president of The Institute of Student Loan Advisors and a representative of student-loan borrowers, said during a session. She added that "these jobs are essential to the communities that they serve. So the intent of Congress was not to narrow the eligibility. It was to make it as expansive as possible under the statute that they wrote." Jacob Lallo, a general attorney with the Department of Education, said that "there is broad rulemaking power for the secretary to promulgate regulations that interpret statutes. That is a long-standing part of American agency and administrative law." While negotiations have concluded, the committee ultimately did not reach consensus, and any changes will take time to become finalized. As the Department of Education works on the final text to amend PSLF, there will be more opportunities for public comment. "I'm proud that the committee members representing institutions of higher education, veterans, taxpayers, borrowers, and the business community have helped fulfill one of President Trump's promises to ensure that PSLF does not subsidize organizations that are breaking the law," Acting Under Secretary of Education James Bergeron said in a statement. 'Borrowers organized entire careers around this promise' Some negotiators raised the alarm on establishing new definitions in areas that are not directly related to student loans, like the clause seeking to include the use of puberty blockers as an example of chemical castration. "I don't think that the folks assembled to be part of this rulemaking were assembled for their medical expertise," Abby Shafroth, a representative from the Student Loan Borrower Assistance Project, said. "I think we're here with student loan expertise, and so I would feel very uncomfortable setting a new legal definition for these medical terms." Negotiators on behalf of the Department of Education maintained that the intent of limiting PSLF is not to completely overhaul the program; it's to ensure that those participating in the program have employers who are delivering a public service to the American public. The proposal would also allow employers that the secretary determines to be ineligible for PSLF to respond to and challenge the department's findings before a final decision. Trump's original executive order said that PSLF has previously "misdirected tax dollars into activist organizations that not only fail to serve the public interest, but actually harm our national security and American values, sometimes through criminal means." It did not provide specific examples of those activities, leaving some borrowers who rely on the program on edge. One borrower advocate, who spoke during the public comment period of negotiations, said that "people are paralyzed by anxiety because rules keep shifting." "Borrowers organized entire careers around this promise, and now they live in constant fear of the next change," she said. "The currently proposed barriers will do little to stop wrongdoing, but will create enormous administrative burden." Borrowers who rely on the program previously told Business Insider that any change to the program puts the relief they are depending on at risk. "I'm so close to the finish line," Jeff Hughes, a public service worker enrolled in PSLF, said. "I really hope that the program continues as is because we need some more good people out there doing good work."

Inspector Drew Milne of the British Columbia Conservation Officer Service likened it to finding a needle in a haystack — the haystack being a 137-hectare park on Vancouver Island, and the needle being a 1.5-metre-long boa constrictor. But searchers for the snake had a reliable witness, and cool conditions last week in the area suggested it was unlikely the cold-blooded reptile could have slithered far from where it was seen in Miracle Beach Provincial Park, about 250 kilometres northwest of Victoria. 'We narrowed down a location where we felt it probably would have been based upon our understanding of the snake, its behaviour, and the location,' said Milne, describing how the snake was found last Thursday. 'We found it within seconds. I had just grabbed that snake and was pulling it out of the bush.' Bizarrely, it's the second search for a boa constrictor on Vancouver Island in the past month, after a 1.8-metre boa named Bailey was reported missing at Tofino's Chesterman Beach in early June. It was found a few days later in the owner's kayak. The unusual cases have prompted a warning from Sara Dubois, the British Columbia SPCA's senior director for animal welfare science, who said owning an exotic pet came with special responsibilities. She said the Miracle Beach snake might have escaped its owner but there was the 'horrible' possibility that someone might have dumped the animal deliberately. 'The snake doesn't deserve that, and these animals should never be pets,' said Dubois, adding that it's hard to rehome them and the SPCA does not recommend exotic snakes as pets. 'They're wild animals in other countries, so to breed them in captivity and sell them, as this special kind of unique pet, unfortunately, doesn't always end very well.' Dubois said buyers might not realize a boa constrictor can live 30 years, and they require special vet care and equipment. 'So, they just might have been an impulse buy, or just decided, 'hey, this is not fun anymore,' and they just decided to dump it,' said Dubois. Milne, who served in the Canadian Armed Forces for six years before joining the B.C. Conservation Officer Service, said he wasn't scared catching the boa, but he hoped that searching for snakes on the island 'is not a trend.' Boa constrictors are categorized as restricted controlled alien species in B.C., meaning that while ownership doesn't require a permit, release is prohibited under any circumstances. If the snake is longer than three metres, ownership and the movement of the animal require permits. Milne, who is in charge of the West Coast region at the B.C. Conservation Officer Service, said officers are investigating whether the Miracle Beach animal was dumped or got loose accidentally before it was spotted by someone staying at the park's campground on June 25. 'The individual is quite educated in the field of biology, and realized that that's not a normal species that should be found on Vancouver Island or in a provincial park,' Milne said. Park staff and conservation officers temporarily closed the park the next day and turned visitors away to conduct a 'hasty search.' Once located, the boa was put in a crate and taken to Comox Valley SPCA. The reptile is now up for adoption after no one came forward to claim it.
