
From crowd size to lack of CCTV to anti-sabotage check: Bengaluru police's 10 points of objection to holding RCB event at Vidhana Soudha
A few hours before the Bengaluru stampede that claimed 11 lives during Royal Challengers Bengaluru's IPL victory celebrations, the city police had objected to felicitating the champions at the Vidhana Soudha citing multiple reasons. However, the Karnataka government went ahead with the programme ignoring the red flags.
M N Karibasavana Gowda, DCP (Vidhana Soudha security), red-flagged the dangers in a June 4, 2025, letter written to the government secretary to the Department of Personnel and Administrative Reforms (DPAR). In 10 points, Gowda mentioned concerns including security, time to arrange vital installations, and threats to them.
Gowda's response came after the DPAR sought his opinion on holding the felicitation event on the grand steps of the Vidhana Soudha to honour the Royal Challengers Bengaluru (RCB) players.
1) RCB has a huge fan following across the country. If the event on the grand steps is organised, lakhs of cricket fans will come to the Vidhana Soudha. There will be a problem as there is a shortage of officials or staff for bandobast.
2) We request that the distribution of passes, online or offline, for the public to attend the felicitation at Vidhana Soudha be stopped.
3) At the June 4 event, scheduled for 4 pm, it is highly likely that the secretariat officials or staff would bring their family members. We request you to declare a half-day holiday for the officials or staff and also to direct them not to attend the event or bring their families to the event.
4) Vidhana Soudha is a vital installation. We have requested that CCTV cameras be installed in front and around the Vidhana Soudha, but the cameras have not been installed. With lakhs of fans arriving at the Vidhana Soudha, CCTV cameras are necessary. But without CCTV cameras, it will pose a threat to the security system.
5) As the programme is being held on the Vidhana Soudha's grand steps, we want a no-objection certificate to be issued by the Public Works Department (PWD). Also, the organisers must be informed that the police should be allowed to conduct security checks at least two hours before the event.
6) With electric equipment used during the event, the concerned engineer must issue a fitness certificate. Also, we request a written communication be sent to the assistant executive engineer and the PWD (electrical).
7) The organisers must allow the anti-sabotage check squad at least two hours before the event.
8) As the RCB fan following is huge, police personnel from outside the city will be required. It will require time.
9) The law and order and the traffic police will have to coordinate to conduct such a huge event and there is not enough time.
10) There are chances of using drones during such events and anti-drone systems are required.
At the end of the letter, the DCP wrote, the Vidhana Soudha is a heritage building and a vital installation. Keeping security in view, we need time to conduct time to conduct the event. Despite this, we will abide by the government's decision.

My calculation was that in the last over our target should be 24 runs in 6 balls. I got only 13 from Bhuvi's over though, so the final over runs needed was 30," said Shashank. "Mentally, my mind was ready to get a first ball yorker from Hazelwood. So I had positioned myself but I never anticipated a full toss one, that too on my thigh pad. Now I feel, if I would have connected it, even if I got it on the handle of the bat, I would have got maximum, because the fine-leg was near. I was hoping for a wide from him but it never came. Will develop cricket grounds in all districts: ACA president Sivanath
The Andhra Cricket Association (ACA) is working with the State government to develop cricket grounds in all the districts, said ACA president and Vijayawada MP Kesineni Sivanath. Participating in the ACA's 72nd Annual General Body Meeting in Vijayawada on June 8, Sunday, Mr. Sivanath said at present, the ACA is developing cricket grounds in Nellore and Kurnool on its own land. In addition to this, the ACA is focusing on bringing talented players into the limelight, he added. The Andhra Premier League is being organised to give a platform to the talented cricketers identified from across the State. 'We will ensure that only the best-performing players get to play in the Indian Premier League (IPL),' the MP said. This was the first annual meeting since Mr. Kesineni Sivanath assumed charge as ACA President. He expressed happiness over the successful conduct of the annual meeting. Listing the achievements, Mr. Sivanath said the ACA, apex body, elected eight months ago, has since striven hard to develop cricket in the State. 'The ACA-VDCA International stadium was modernised in just 45 days. Out of four IPL matches allotted to the venue, two matches were successfully held. Additionally, the stadium is set to host five matches of the Women's World Cup,' he said. The MP added that there is a need to better the infrastructure for hosting cricket matches. The Visakhapatnam stadium will be further modernised so more international matches can be held, he said. ACA apex body members, District Cricket Association representatives, and international players participated in the meeting.

On June 4, along with the ceremony to felicitate RCB on clinching their maiden Indian Premier League (IPL) title, a celebration was also held at the Chinnaswamy Stadium, where a large number of fans thronged, leading to stampede, in which 11 people died and 56 were injured. "Actually at 3:50 pm, deaths were reported at the hospital. I got to know only at 5:45 pm. Until then, I did not know about the stampede and deaths," news agency PTI quoted Siddaramaiah as saying. He was speaking to reporters during a visit to Mysuru. The chief minister also clarified that the ceremony at the Vidhana Soudha was by the Karnataka State Cricket Association (KSCA), and that he attended the programme only as an invitee. "The KSCA secretary and treasurer met and invited me. It was not organised by us. They had, and I was invited. They told me that the governor would also come. So, I had gone. The letter warned against organising the function hastily, and highlighted that the force did not have an adequate number of personnel to provide security for a ceremony where a large number of people would gather, at short notice. This in response to the DPAR seeking the DCP's opinion on holding the felicitation event on the grand stairs of the Vidhana Soudha to honour the RCB players. "RCB has a fan following across the country. Organising the event in a hurry on the grand stairs of Vidhana Soudha will lead to lakhs of cricket fans arriving there. This will lead to problems in 'bandobast' (arrangement) since there is a shortage of officers/personnel," the DCP's letter read. The officer further said if the event is organised, passes for visitors to Vidhana Soudha should be completely stopped. Also, as there were chances of the secretariat staff getting their family members for the event, he suggested an order aimed at ensuring this doesn't happen. The officer also sought a holiday in the afternoon for secretariat staff to ensure that they too don't come there. The DCP also called for installation of more CCTV cameras in the vicinity of Vidhana Soudha - which is a vital installation - and nearby places in view of the large gatherings expected.
