FATF Report Bolsters India's Stance On Terror Groups In Pakistan, Their Hawala Funding Channels

The Financial Action Task Force's (FATF) new report, which defines state-sponsored terrorism for the first time, could make things worse for Pakistan and bolster India's case on why Islamabad should be added to the grey list.
The Department of Revenue, which comes under the Finance Ministry, has, so far, sent three letters to the FATF explaining why Pakistan should be on the grey list.
Being put on the grey list means the country cannot control money-laundering and terror-financing operations and is put under increased monitoring by FATF, an inter-governmental body. It restricts access to the international trade and financial system. The country can face difficulty in getting loans from multilateral organisations like International Monetary Fund (IMF) and the World Bank.
Being on the FATF grey list is a warning to the countries to take corrective measures, failing which they will be moved to the stringent 'FATF Black List'.
Pakistan-based terror outfits such as the LeT, JeM, and Tehrik-e-Taliban Pakistan (TTP) remain global threat, as per the FATF. The report also highlights the funding patterns of LeT and JeM, which are among the UNSC-designated terror groups operating with transnational networks. The TTP continues to exploit porous borders and tribal zones for fundraising and arms movement, it states.
The FATF report has flagged state-sponsorship of terrorism as a continuing global threat — implicitly indicts rogue support systems.
The report states that Pakistan-linked terror groups exploit informal cash systems such as hawala, charities and digital platforms to move funds. The terror outfits use social media, crypto, and front NGOs to bypass scrutiny, states the report, warning of tech-enabled jihad financing.
LeT & JeM abuse shell companies and nonprofits to raise funds, FATF cautions global financial institutions.
The FATF has highlighted how Pakistani terror groups generate revenue via natural resource trafficking, extortion, and arms smuggling, which India, too, has been stating.
Hawala and unlicensed remittance services are extensively used by Pakistan-based and affiliated networks to transfer funds across borders undetected.
There is also use of cash-based informal economies, especially in border and rural areas, which facilitate fundraising for groups such as the LeT and JeM. Terrorist groups also exploit non-profit organisations for fundraising and propaganda, including in Kashmir-linked charity fronts.
FATF notes increased use of virtual assets (cryptocurrencies) by networks associated with South Asian terror outfits for covert transactions.
FATF report will help mount international pressure
As FATF urges for stricter enforcement on countries tolerating or sponsoring terrorism, the Finance Ministry and government hope that international pressure will mount. Sources say that India will raise Pakistan's continued harbouring of UN-sanctioned groups on global forums.
While the report stops short of naming states, multiple delegations and open-source inputs have linked certain national governments to providing financial/logistic support to terror groups — with Pakistan implied in various assessments.

Groups not designated by the UN but supported by states can operate freely in alternate jurisdictions and store or raise funds more easily. As per the government and also insinuated in this report, the methods are used for Pakistan-linked terror financing.
Although Pakistan was removed from the grey list in 2022, India has warned that it's important that international finance institutions must keep close watch on Pakistan.

A terror recruitment and financing module operated by Jaish-e-Mohammed (JeM) commander Abdullah Ghazi, alias Shaukat Ali, from Rawalpindi, Pakistan, has been busted. Ten individuals have been detained for questioning. The Counter-Intelligence Kashmir (CIK) traced suspicious technical signatures through a specific encrypted messaging application widely used by terrorists and their handlers for coordinating, financing, and executing terror activities during today's raids. The investigation revealed that Ghazi was in continuous contact with local Kashmiri youth, attempting to radicalise them for recruitment into JeM and Lashkar-e-Taiba (LeT). Raids were conducted at 10 locations with a focus on disrupting a terrorist sleeper cell and recruitment module. Sleeper cells consist of individuals who blend into society, often without the knowledge of family or friends and engage in covert activities such as target killings, grenade attacks, or distributing terrorist propaganda. During the raids, several documents and digital devices, including mobile phones, were seized, providing critical evidence to unravel the terror network. Ten suspects were detained for allegedly using encrypted apps to coordinate with handlers across the border. The operation highlighted a shift in terror strategy toward 'Cyber Jihad,' where Pakistan-based operatives use encrypted apps, proxy numbers (including Indian ones), and virtual identities to radicalize youth. The process involves identifying vulnerable individuals on public platforms, then shifting to encrypted apps for mission assignments such as surveillance, arms transport, target selection and luring them with promises of financial rewards and religious justification. This is the fifth major digital terror module dismantled by CIK, following similar operations against Pakistan-based terrorist handlers. With declining local recruitment, Pakistan-based terror groups like JeM and LeT have increasingly relied on digital platforms for radicalising and recruiting Kashmiri youth into terror organisations.

New Delhi: US President Donald Trump's vague statement about five jets being downed during Operation Sindoor has led to a political face-off in India, with Leader of the Opposition Rahul Gandhi calling for an explanation from Prime Minister Narendra Modi and the BJP alleging that he has a "traitor's mentality". In remarks made at a private dinner on Friday, Trump said five jets were shot down during Operation Sindoor, which was India's response to the Pahalgam terror attack in April, but did not specify whether the planes were Indian or Pakistani. "In fact, planes were being shot out of the air. Five, five, four or five, but I think five jets were shot down actually," Trump said. Operation Sindoor began with India striking terrorist infrastructure in nine locations in Pakistan, including the headquarters of the Jaish-e-Mohammed in Bahawalpur and Lashkar-e-Taiba in Muridke, and Islamabad began claiming soon after that it had shot down several Indian jets, including three Rafales, which are the most advanced fighters in the Indian Air Force. India has said there were losses, but has not given an exact number, maintaining what was more important was why they had happened. "What is important is that, not the jet being down, but why they were being down," India's Chief of Defence Staff General Anil Chauhan had said, categorically denying Pakistan's claim that six jets had been shot down. "The good part is that we are able to understand the tactical mistake which we made, remedy it, rectify it, and then implement it again after two days and flew all our jets again, targeting at long range," General Chauhan had said. Taking to Twitter on Saturday, Rahul Gandhi posted the video of Trump's remarks and wrote in Hindi, "Modi ji, what is the truth behind the five jets? "Rahul Gandhi's mentality is that of a traitor. In his statement, Trump neither took the name of India nor said that those five planes belonged to India. Then why did the prince of Congress accept him as belonging to India? Why did he not accept him as belonging to Pakistan? Does he sympathise more with Pakistan than his own country?" Mr Malviya asked in a post on X in Hindi. "The truth is that Pakistan has not yet recovered from Operation Sindoor... but Rahul Gandhi is in pain! Whenever the country's army teaches a lesson to the enemy, Congress gets irritated. Anti-India sentiment is no longer a habit of Congress, it has become its identity. Rahul Gandhi should make it clear - is he an Indian or a spokesperson of Pakistan?" he said.

New Delhi, Jul 19 (PTI) India Cements Ltd (ICL), now part of the Aditya Birla Group, on Saturday reported a consolidated net loss of ₹ 132.90 crore for the first quarter ended June 2025. It had reported a net profit of ₹ 58.47 crore a year ago, according to a BSE filing by ICL, now a subsidiary of UltraTech Cement. Its revenue from operations was marginally down at ₹ 1,024.74 crore in the June quarter of FY26. This was ₹ 1,026.76 crore in the corresponding quarter of the last fiscal. The total expenses of ICL declined 12.43 per cent to ₹ 1,042.19 crore in the first quarter of FY26. ICL's total income, which includes other income, in the June quarter was marginally down at ₹ 1,033.85 crore. UltraTech, the country's leading cement maker, acquired the promoter's stake in the South-based cement maker. Consequently, ICL became a subsidiary of UltraTech Cement, with effect from December 24, 2024. "PAT before onetime exceptional items was a negative ₹ 9.13 crore compared to negative ₹ 182.21 crore over the same period last year," said an earnings statement by the company. It has refinanced its debt, resulting in a significant reduction in finance costs to ₹ 26.58 crore from ₹ 82.36 crore in the corresponding quarter of the previous year. According to ICL, it is "deriving benefits of synergy" with its holding company, UltraTech, which will improve its efficiency. "The company is planning a capital expenditure programme over the next 2 years for improving efficiency and reducing operating costs, increasing the share of renewable power and improving safety standards," said ICL. It further added that its profitability is expected to improve further as the benefit of this capex programme starts flowing together with synergies from economies of scale, wider distribution network and stronger balance sheet.
