The Maharashtra Housing and Area Development Authority's (MHADA) Konkan Board has announced a lottery for 5,285 affordable flats and 77 plots near Mumbai, starting July 14. The housing units are located in areas such as Vasai, Thane, Kulgaon, and Badlapur, while the plots are available in the Sindhudurg district of the Konkan region. According to a statement from MHADA, applications with price details and location information will be available online from 1 pm on July 14. The lottery draw will be held on September 3, with an inauguration ceremony scheduled for Monday, July 14, 2025.
Schedule for the housing lottery
The last date to submit applications online is August 13, until 11:59 pm, and the deadline to pay the earnest money deposit (EMD) is August 14, by 11:59 pm.
MHADA will release the draft list of eligible applicants on August 21 by 6 pm, with the window for raising objections open until 6 pm on August 25. The final list of eligible applicants will be published on September 1, it said.
The MHADA said housing units and plots are being offered under various schemes, including 565 flats under the 20% Inclusive Housing Scheme, 3,002 flats under the 15% Integrated Urban Housing Scheme, 1,677 flats under the Konkan Board Housing Scheme and scattered flats in existing conditions, 51 flats under the Konkan Board Affordable Housing category (with 50% affordability criteria), and 77 plots under the Konkan Board Housing Scheme.

MHADA has clarified that its lottery system is fully online and transparent, with no human involvement. The authority said that it has not appointed any agents, consultants, or property dealers, and strongly warned applicants against engaging with third parties or falling for misleading offers.

MHADA lottery 2025 Mumbai
Ht.com reported in May 2025 that the MHADA is expected to announce the draw for approximately 5,000 affordable homes around Diwali 2025.
"The MHADA is planning to announce a lottery draw of about 5,000 homes this September - October," Sanjeev Jaiswal, vice president and chief executive officer of MHADA, told reporters in May 2025.
According to MHADA officials, around 5,200 affordable homes are likely to be part of the draw, which will be announced in the coming months. The schedule, pricing, and locations of the MHADA lottery 2025 for Mumbai will be announced at a later stage, as they are yet to be finalised.

The sale was executed after securing consent from 685 of the 1,100-odd workers, with the primary aim of settling pending dues. Of the total Rs62 crore owed to the workers, only Rs10 crore was disbursed in March 2019, according to Central Nagpur MLA Pravin Datke, who raised the issue in the state assembly. A decision to clear the remaining dues was taken in July 2024, during the tenure of as deputy chief minister. However, the move was stalled due to the enforcement of the election code of conduct. The cabinet finally cleared the Rs50 crore proposal on Tuesday. Datke, who has long advocated for the workers' cause, said the demand was to clear all dues pending till March 2008. Despite meetings by the textile department in March 2008 and again in 2016, necessary approvals could not be obtained from the finance department at the time.

Nashik: The Nashik Municipal Corporation and the Maharashtra Housing and Area Development Authority (Mhada) have claimed of resolving issues related to the transfer of developmental rights (TDR) to developers, aiming to facilitate the construction of affordable housing for lower-income groups and economically weaker sections (EWS). The meeting to this effect was held between NMC and Mhada officials on Tuesday evening. Confirming, Shivkumar Awalkanthe, the chief officer of Nashik board of Mhada, said, "The civic administration will give TDR for the plots handed over to us, and we will do the same for NMC." Mhada officials said builders developing plots exceeding 4,000 sqm needed to allocate 20% of the area for affordable housing, which will be taken over by Mhada, and the authority would provide funds to the developers in exchange. "We have no funds for buying land. Even if we bought land, Mhada would not be able to provide affordable housing. Therefore, it was always requested that NMC give the TDR. The civic administration and Mhada jointly held the meeting in which it was decided that the builder and Mhada would sign an agreement for handing over the plot. We would get in touch with NMC, which would issue TDR and then take over the plot," Awalkanthe said. The officials said another issue resolved during the meeting was detailed information related to the 88 developmental plots measuring over 4,000 sq meters that attracted 20% reservation for affordable housing since 2013. "They will be given to Mhada for the construction of affordable housing for the needy. Some of this information was already made available, and the remaining would be presented soon," an official said.

SC okays redevelopment of Mumbai's Motilal Nagar under C&DA model

NEW DELHI: The Supreme Court on Monday upheld the Maharashtra Housing and Area Development Authority 's ( MHADA ) decision to redevelop Mumbai 's Motilal Nagar under the Construction and Development Agency (C&DA) model, dismissing legal challenges filed by local residents' associations. A bench of Justices Vikram Nath and Sandeep Mehta rejected a special leave petition filed by three petitioners - Motilal Nagar Jankalyankari Samiti, Motilal Rahivasi Vikas Sangh, and Gaurav Arun Rane- challenging the Bombay High Court decision that had cleared the path for redevelopment of 143 acres of Motilal Nagar I, II, and III via C&DA. Solicitor General Tushar Mehta, representing the MHADA, submitted that the land belonged to the housing authority and the project had been granted "special status" by the Maharashtra government. He said that obtaining individual consent from thousands of residents could delay the long-pending redevelopment. The apex court took note of the submission that 1,600 sq ft of built-up area was being offered in lieu of 230 sq ft of existing occupancy - much higher than the standard entitlement under the Development Control and Promotion Regulations (DCPR). Earlier, the Bombay High Court had dismissed a review petition filed by Motilal Nagar Vikas Samiti, reaffirming the legality of the C&DA route for redevelopment of Motilal Nagar. The Motilal Nagar redevelopment project - executed in partnership with Estatevue Private Developers, a subsidiary of Adani Realty - aims to rehouse approximately 3,700 residents in modern apartments measuring 1,600 sq ft. The C&DA agreement also includes 987 sq ft of commercial space, and improved infrastructure. The MHADA will retain full ownership of the land, while Estatevue Private Developers handles execution of the redevelopment project. The Rs 36,000-crore project has a seven-year timeline, during which 3,372 residential units, 328 commercial units, and 1,600 tenements from an adjacent slum will be relocated. The C&DA bears the entire cost of rehabilitation, infrastructure, and amenities - free of cost to the MHADA.
