Backwardness Index: 71% BCs caught in deep backwardness

Time of India2 days ago
Hyderabad: As the proposed enhancement of reservations for Backwards Classes (BC) occupies a central place in the state's political discourse, the Backwardness Index (BCI) has revealed important insights.
The index, created by a group of experts using data sourced from the Social, Economic, Educational, Employment, Political, and Caste Survey (SEEPC), shows that 71% of the 134 BC sub-castes were close to deep backwardness on the composite BCI.
The BCI is a unique initiative designed to assess the socio-economic status of various communities in the state. The findings, to be discussed at the cabinet meeting on Monday, which are in the exclusive possession of TOI, indicate that 243 communities have been assigned scores ranging from 0 to 126, with an average score of 81.
In the composite backwardness index, a higher score (126) signifies a greater degree of backwardness, indicating significant barriers to progress, while a low score (0) reflects relative advancement and improved living conditions.
The scores of a staggering 99% of Scheduled Tribe (ST) communities, 97% of Scheduled Caste (SC) communities, and 71% of Backward Classes (BC) reflected more backwardness (above 81%), highlighting significant struggles across 42 evaluated parameters for these communities.

Notably, none of the forward castes, including forward castes within the Muslim community, have an average score below 81, indicating that they are exempt from the levels of backwardness reflected in this study.
However, sources indicate that, in practice, no caste has been able to achieve either the maximum score of 126 or a zero across the board.

Telangana has 59 sub-castes among Scheduled Castes (SC) and 33 sub-castes among Scheduled Tribes (ST).
The caste survey has revealed that non-Muslim Backward Classes (BC) make up 46.25% of the population or 1,64,09,179 individuals. Additionally, Muslim BCs account for 10.8% of the population, which corresponds to 35,76,588. When combining these two groups, the total population representing Hindu, Muslim, and Christian converts from SCs is 56.33%.
The expert committee has meticulously identified 42 essential parameters from a comprehensive survey questionnaire, which delve into crucial aspects such as literacy rates, educational attainment, and patterns of asset ownership.
These parameters are methodically arranged along a spectrum that categorises groups from 'most backward' to 'least backward,' providing a nuanced understanding of social stratification.
To deepen this analysis, several sub-indices have been developed, each targeting specific dimensions of backwardness. These include the social backwardness index, which examines community cohesion and social networks; the gender backwardness index, highlighting disparities in gender equality; the educational backwardness index, focused on access to and quality of education; the occupational backwardness index, which assesses employment opportunities and job types; and the living conditions index, evaluating factors such as housing quality and access to essential services.

Row over banking, NBFC, gas supply services can now be redressed through Lok Adalats

New Delhi: Lieutenant governor VK Saxena gave his approval on Tuesday to include banking, non-banking financial companies and gas supply services as public utilities for the "swift resolution" of disputes through permanent Lok Adalats. According to an official, a proposal to this effect was sent by Delhi govt's law department, citing an increasing volume of disputes pertaining to banking and other financial institutions and the supply of gas services in the city. The move, said officials, was expected to provide "faster, more equitable and efficient" legal redressal for a large segment of the population dealing with common service-related grievances. Three permanent Lok Adalats are currently functional in Delhi for the resolution of electricity-related disputes involving the private Discoms. Delhi State Legal Services Authority is also in the process of setting up another permanent Lok Adalat to cater to other public utility services that include transport, postal and telecom, water supply, public sanitation, health and insurance. The proposal stated that these three services were closely aligned with the characteristics of public utility services. Given the increasing volume of disputes and cases in these sectors, there was a pressing need to ensure expeditious, cost-effective and amicable resolution of such matters. Further, disputes related to these services often involved people who could not afford prolonged litigation and, therefore, the permanent Lok Adalats could provide a simplified and affordable alternative for resolving such disputes.

Did Trump just bow to Beijing? Taiwan's President Lai Ching-te snubbed as US blocks New York visit

Taiwan's President Lai Ching-te planned to stop in New York and Dallas on August 4—about 10 days before his trip to Paraguay, Guatemala, and Belize – all diplomatic allies of Taiwan. However, the Trump administration denied him permission to stop in New York after China raised objections, as per the report by Financial Times. Lai's office then said he had 'no plans to travel overseas in the near future', citing Taiwan's typhoon recovery and ongoing tariff talks with the US. But insiders say this public reason came after he was privately told by the US he couldn't visit New York. Trade talks & summit pressure The White House did not respond to media requests for comment. China and the US are currently in trade negotiations, and the Trump team reportedly froze export control plans to avoid upsetting Beijing. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like This Could Be the Best Time to Trade Gold in 5 Years IC Markets Learn More A summit between Trump and Chinese President Xi Jinping is being discussed, and Trump wants it to happen smoothly. Some US officials fear Trump may be going soft on China to make this summit happen. Trump posted on Truth Social that he might visit China, but only at Xi's invitation, which he said had been extended, as stated in the report by Financial Times. Bonnie Glaser, a Taiwan expert, said this shows Trump wants to avoid angering China while summit plans are underway. She recalled how Trump had delayed arms sales to Taiwan and got angry when a US official visited Taiwan during his first term. Glaser warned that making Taiwan 'negotiable' weakens US strength and emboldens China. Critics slam Trump's move Randy Shriver, ex-US official, called the decision a 'mistake' and said it reminded him of past times the US backed off Taiwan to please China. Nancy Pelosi, who visited Taiwan in 2022, said Trump's move sends a 'dangerous signal' and shows Beijing can bully the US. 'This is a victory for Xi,' she wrote, and warned it might show a 'dangerous change' in US policy. Background on diplomatic tensions In 2023, President Tsai Ing-wen was allowed to stop in New York during a similar trip by the Biden administration. China sees Taiwan as part of its territory and hates when Taiwanese leaders visit the US. China has called Lai a 'separatist' and 'parasite', and it often stages military drills near Taiwan after US visits. When Pelosi visited Taiwan in 2022, China responded with huge military action around the island, as per the report by Financial Times. Global pressure mounts Taiwan's Foreign Ministry insisted there was no 'cancellation or US obstruction' and said they will seek a new time for the trip. Paraguay's President, who was preparing to host Lai, is now not expecting his visit next week. Taiwan's trade officials are currently in Washington for talks, trying to avoid a 32% tariff threat. Lai's travel plan changes were also confirmed by Reuters and Financial Times. But sometimes, denied stopovers show diplomatic tensions. In 2006, President George W. Bush denied a stopover to Taiwan's then-president Chen Shui-bian due to pro-independence remarks. Lai's New York and Dallas stops would have been his first visits to mainland US since becoming president. What experts are saying Laura Rosenberger, ex-US diplomat, said putting Taiwan into negotiations sends a bad message to Beijing. She said now is the time for the US to show clear support for Taiwan, not shift goalposts under China's pressure. Taiwan's domestic politics are also tense – Lai recently survived an opposition effort to unseat lawmakers, but with low approval ratings, according to the report by Bloomberg. The Trump administration's refusal to let Taiwan's president visit New York has sparked backlash, raised fears of US-China trade compromise, and questioned America's support for Taiwan. The situation remains tense, and it's unclear if Lai will be allowed to visit late FAQs Q1. Why did the US block Taiwan President Lai Ching-te from visiting New York? Emil Bove's educational qualification and career path: How this SUNY Albany grad became Trump's pick for the US Court of Appeals

Emil Bove: Trump's Controversial Judicial Nominee Faces Scrutiny. (Getty Images) Emil Bove, a senior Justice Department official and longtime legal adviser to Donald Trump, has recently drawn national attention—not for his extensive courtroom résumé, but due to mounting controversy surrounding his nomination to the US Court of Appeals for the Third Circuit. A third whistleblower has come forward with claims that Bove misled lawmakers during his June 2025 confirmation hearing, contradicting statements he made about a Justice Department prosecution. These new allegations come on the heels of previous claims by former DOJ attorney Erez Reuveni, who accused Bove of suggesting attorneys may need to defy court orders to carry out the Trump administration's immigration agenda. Despite his legal credentials, Bove's nomination has ignited intense debate in the Senate, with over 900 former DOJ attorneys and more than 75 former judges publicly opposing his appointment. Critics argue that his close alignment with Trump, his role in dropping charges against political allies, and whistleblower accusations raise red flags about his impartiality and fitness for a lifetime judicial role. While Bove retains strong backing from GOP senators and Republican attorneys general, Democrats and civil rights groups continue to push back, citing concerns about the politicization of the judiciary. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Premium 3 & 4 BHK ( 1079 - 1829 ) from ₹72.03 Lacs* at Jessore Road Srijan Realty Learn More Early Life and Academic Foundation Emil Joseph Bove III was born in 1981 in Geneva, New York, and spent part of his childhood in Seneca Falls. He graduated as salutatorian from Mynderse Academy in 1999, where he was an active participant in soccer, basketball, and lacrosse. Bove attended the University at Albany, SUNY, graduating summa cum laude in 2003 with a Bachelor of Arts in public policy and economics. He captained the Albany Great Danes men's lacrosse team and was named the America East Conference Male Scholar-Athlete of the Year. After working as a paralegal in the Southern District of New York, he earned his J.D. from Georgetown University Law Center in 2008, where he served as editor-in-chief of the Annual Review of Criminal Procedure. Early Legal Career: Clerkships and Private Practice Following law school, Bove clerked for Judge Richard J. Sullivan of the Southern District of New York (2008–2009) and then for Judge Richard C. Wesley of the Second Circuit Court of Appeals (2009–2010). He joined Sullivan & Cromwell as an associate in 2011, gaining experience in high-stakes litigation. Rise as a Federal Prosecutor In 2012, Bove joined the US Attorney's Office for the Southern District of New York under Preet Bharara. He focused on national security and narcotics cases and rose to co-chief of the Terrorism and International Narcotics Unit in 2019. He led prosecutions against figures like César Sayoc and Ahmad Khan Rahimi. However, concerns about his aggressive legal tactics reportedly hindered a promotion in 2018. He resigned in 2021. Return to Private Practice and Role in Trump's Legal Team Bove briefly worked at Chiesa, Shahinian & Giantomasi before joining Blanche Law in 2023. Shortly thereafter, he became part of Donald Trump's legal team, representing the former president in multiple criminal cases, including the classified documents and election interference prosecutions. Senior DOJ Role and Judicial Nomination Bove was appointed principal associate deputy attorney general in November 2024 and served as acting deputy AG from January to March 2025. His DOJ tenure has included controversial decisions, such as dismissing the Eric Adams corruption case and allegedly targeting prosecutors involved in January 6 cases. In June 2025, Trump nominated him to the Third Circuit Court of Appeals—a move that has since become a flashpoint in the debate over judicial independence. TOI Education is on WhatsApp now.
