Labour ministry exempts Vedanta Coal block in Odisha from certain provisions of Contract Labour Act for three years

In a notification dated April 29, the ministry said this exemption has been given by the Centre in exercise of the powers conferred by section 31 of the Contract Labour (Regulation and Abolition) Act, 1970 after consultation with the Central Advisory Contract Labour Board.
'The central government hereby exempts the coal block allotted to M/s Vedanta Limited namely Jamkhani Coal Mines, Bileimunda, District Sundargarh (Odisha) from the applicability of government notification dated 21st June, 1988 in respect of employment of contract labour in the works specified in the Schedule to the said notification for the period of three years with effect from the date of publication of this notification,' it said.
The government, however, said this exemption will be subject to the condition that the interest of the workmen engaged in the above mentioned works shall be protected and that such workmen be paid wages and other benefits as per the recommendations of the high-powered committee appointed by the Coal India and the rates notified by the
Coal India Limited
from time to time.
'Further, the Central Advisory Contract Labour Board shall have the right to inspect the establishment to ensure and check whether such wages and benefits are given to such workers in establishment while the management of Vedanta shall ensure that whenever there is a change of contract, existing contract workmen who are working may be given preference in employment by the incoming contractor, subject to satisfactory performance of duties,' it said.
'The workmen working in jobs ancillary or incidental to coal mining works shall get wages as determined by Coal India and the contractor, as well as the principal employer, shall ensure payment of the said wages, which increases in every six months, and also other benefits,' it added.
As per the notification, the management will have to ensure that the contract workers shall be covered under the provisions of the Payment of the Gratuity Act, 1972 and shall be paid bonus and leave with wages as per the provisions of the Mines Act, 1952.

By: Donald Sairem IMPHAL: In a landmark judgment delivered on Tuesday, the Manipur high court allowed the change of name and gender in the academic records of the transwoman Dr Beoncy Laishram, following a petition filed by her. The court directed the authorities concerned to issue fresh education certificates reflecting the petitioner's new name and gender — 'Beoncy Laishram' and 'female' — within one month. She is not just Manipur's first and only transwoman doctor, she is also northeast's first transgender doctor. Dr Beoncy had approached the HC after her Feb 2024 request to update her name and gender on academic and official documents was denied by the authorities. Her birth name was 'Boboi Laishram' and gender listed as 'male'. Dr Beoncy, a biological male before undergoing gender reassignment surgery in Oct, 2019, had applied to the district magistrate of Imphal West for a transgender certificate. The DM issued both the certificate and a transgender identity card under her new name and gender. Her Aadhaar, Voter ID, and PAN card were subsequently updated to reflect the changes. Despite these updates, her requests to the Board of Secondary Education Manipur (BOSEM), Council of Higher Secondary Education Manipur (COHSEM), Manipur University (MU), and Manipur Medical Council to amend her academic records were not accepted. Senior counsel Jayna Kothari, representing Dr Beoncy, cited Sections 5, 6, and 7 of the Transgender Persons (Protection of Rights) Act, 2019 – the provisions which empower transgender people to apply for identity certificates and mandate that revised gender and name be reflected in all official documents, including birth and educational certificates. After hearing arguments from both sides, the court ordered BOSEM, COHSEM, MU, and the Manipur Medical Council to issue updated certificates under Dr Beoncy's new identity. The court further directed that the provisions of Sections 6 and 7 of the Act shall be incorporated into all existing laws, rules, and regulations of establishments within Manipur, as defined under Section 2(b) of the Act. The chief secretary of Manipur was instructed to issue necessary directives to all the establishments in this regard. Until formal incorporation is completed, these provisions shall be deemed to be read into all existing frameworks under Section 20 of the Act, the court ruled. Speaking to TOI, petitioner Dr Beoncy expressed immense joy over the HC's judgment. "It is a relief. I have been thinking of completing PG as well to advance my career and specialising in surgery or gynaecology someday. But I was scared I'd be made to stay in a boys' hostel just because my academic records say I'm a male, even though I've undergone reassignment surgery. The judgment has given me reassurance and done me justice," she said. She also hoped the judgment would raise awareness about the rights of transgender people, who often face marginalisation and systemic barriers. BENGALURU: The Karnataka Assembly on Tuesday passed the Greater Bengaluru Governance (Amendment) Bill, 2025, to clarify that the newly formed Greater Bengaluru Authority (GBA) would not interfere with the functioning of the proposed five new corporations. Deputy Chief Minister DK Shivakumar, who also holds the Bengaluru Development portfolio, said that though the Greater Bengaluru Governance Act was passed, some people filed a PIL in the court. 'Hence, this amendment has been brought, stressing to clarify the point that the Greater Bengaluru Authority would not interfere in the functioning of the corporations,' Shivakumar said. According to the existing Act, GBA shall exercise such authority and discharge such functions as per the provisions of this Act, including with respect to the corporations created, he said. 'We have removed it... we will not interfere. Corporations are separate. We don't want to interfere in their functioning,' Shivakumar added. Discussing the matter, Dasarahalli MLA Muniraju (BJP) lamented that his constituency will be divided between the proposed Bengaluru City North Corporation and Bengaluru City West Corporation.
