
CM announces new measures to speed up development works
One of the measures is to implement the Delhi Schedule of Rates (DSR), 2023 for all construction works, replacing the earlier DSR, 2016.
The DSR is a document published by the Central Public Works Department containing standardised rates for various construction items and services.
'With the implementation of DSR, 2023, construction companies will be paid according to the updated rates for construction material and labour. The change is expected to attract larger companies to actively participate in development works,' the Chief Minister said.
Another measure is to allow legislators to use their funds to carry out development works in their constituencies through the Municipal Corporation of Delhi.
'Earlier, projects could only be executed through the Irrigation and Flood Control Department or the Delhi State Industrial and Infrastructure Development Corporation. This often caused delays in completing smaller projects, as the two departments prioritised large-scale works,' Ms. Gupta said.
She added that the Planning Department will release 50% of the total project cost in advance and the remaining 50% will be disbursed upon completion of the project.
'Payments will be made to the department or agency concerned based on the project's progress, utilisation certificates, and completion certificates,' said the Chief Minister.
Vision of 'Viksit Dilli'
These measures will ensure rapid execution of development works, ease the burden on implementing agencies, and provide financial relief to construction companies, steering the Capital swiftly towards the vision of a 'Viksit Dilli (Developed Delhi)', Ms. Gupta said.
She remarked that slow pace of construction had impacted the city's infrastructure adversely.
'From the day we assumed office, our priority has been to revive and accelerate development works. During our review, it became evident that certain procedural changes could significantly speed up the execution of projects,' said the Chief Minister.
Detailed consultations
Ms. Gupta said consultations were held with senior officials, public representatives, and contractors in the infrastructure domain to identify and address issues. 'The feedback led to the formulation of new measures and amendments to existing rules governing construction projects,' she said.
The announcements come a day after the Centre sanctioned a ₹821.26-crore loan to Delhi to accelerate infrastructure development across critical public service sectors, including health, education, and housing.

Delhi govt directs PWD to seek fresh Cabinet nod for Barapullah Phase-3 cost overruns
New Delhi: The Delhi government has directed the Public Works Department (PWD) to prepare a fresh, comprehensive proposal for Cabinet approval to accommodate cost overruns in the long-delayed Barapullah Phase-3 project, officials said on Wednesday. Sanctioned in 2015 and initially estimated at Rs 1,260.63 crore, the project has already used Rs 1,238.68 crore and is expected to exceed its original budget, hence a fresh approval will be required after taking into account all the pending liabilities. At a meeting of the expenditure and finance committee held on July 28, Chief Minister Rekha Gupta approved this proposal along with a proposal for payment of arbitration award. "The PWD shall prepare a comprehensive proposal for the Cabinet by taking into account all the pending liabilities, including therein arbitration awards, etc., for seeking the approval of the lieutenant governor for the revised project cost, as the project was earlier sanctioned with the approval of the L-G," the minutes of the meeting read. The government is also planning to take the opinion of the law department with regard to the arbitration award in the project and then take a final decision. "The PWD shall take the opinion of the law department as to whether the case of the grant of the arbitration award was fit for approval and whether an appeal can be filed now," officials said. According to the government, the elevated road scheduled for completion in October 2017 was repeatedly delayed, and eventually the matter went into arbitration. "The arbitration ruling favoured the contractor with an award of Rs 120 crore plus interest, plus GST, totalling up to Rs 175 crore. When the payment was withheld, the company approached the Delhi High Court to enforce the award," the minutes read. According to officials, the project is currently around 87 per cent complete. For the financial year 2025–26, Rs 150 crore has been allocated, of which Rs 86.43 crore had been spent by June. The chief minister has also been informed that currently the project is 87 percent complete, and due to the hindrance of tree-felling permission pending with the forest department, the work is stalled.
