City of Sacramento launches initiative to speed up housing development
(FOX40.COM) — The City of Sacramento announced the launch of its new initiative, 'Streamline Sacramento,' which is aimed at boosting housing production and reducing construction costs, according to officials.

The 2025 initiative led by Mayor Kevin McCarty and Councilmember Phil Pluckebaum is searching for ways to advance the development approval process, improve efficiency and increase certainty for developers.
The decision comes as the 2024 numbers for the annual Regional Housing Needs Allocation goal fell short.
Despite a goal of 5,700 units, only 2,387 housing units were issued building permits in the past year, according to the city's most recent eight-year housing strategy annual report.

'Tuesday night the city council took its first action to come from our Streamline Sacramento task force,' said Mayor Kevin McCarty. 'This task force is aimed at streamlining our permitting process so we can make Sacramento a better place to live and do business.'
Streamline Sacramento's effort include:
Submittal of building permit applications
Plan reviewing
Issuance of building permits
Inspections
Final inspection leading to the certificate of occupancy.
'While the City is always looking for ways to streamline and make our processes more efficient, the development market is also continuously changing and we want to make sure our building processes are working well for those who are investing and building in Sacramento,' said Matt Hertel, assistant director with the City's Community Development Department.
Officials also provided a list of improvements in progress, including:
Virtual inspections for minor projects to save time
Bond Opportunities for Land Development program, offered by the California Municipal Finance Authority to finance public infrastructure required for new development within the city.
Instant building permit issuance to eliminate the wait time for applicants to receive their building permit.

According to officials, Career-Connected Learning helps students make real-world connections, gain career exposure and build the critical, technical and soft skills needed for a successful future. 'We are excited for the opportunity to collaborate with San Joaquin A+ and see this grant as the next step in providing students with internship opportunities' said Breanne Aguiar, Principal of Denair High School 'This will allow us to plan and implement changes to our school curriculum at Denair High School, to ensure that students aren't just getting one-off experiences, but that their in-school learning is integrated with the career connected learning they are doing outside of the school.' Officials said that year one is the planning year, which ranges from fall 2025 to spring 2026. The phase focuses on dual enrollment program planning and articulation agreements. The second year is the implementation year, which ranges from fall 2026 to spring 2027. According to officials, dual enrollment implementation is the focus, along with planning and pilots for work-based learning. The third year is when officials said schools are prepared for the full implementation of dual enrollment courses, along with work-based learning experiences that open the path for internships. 'This grant is about creating a continuum of learning for our students,' said Kara Backman, Senior Director of School Supports and Partnerships for San Joaquin A+. 'The more progress we can make to create great dual enrollment in our schools and align those opportunities with pathways to careers our students are interested in, the more students will be prepared when they leave our schools to navigate school and find a successful career path.' According to officials, the program can have a significant impact for low-income students, Black and Latino youth and those who are the first generation in their families to attend college.
