Karnataka government's pro-poor schemes in sync with the vision of Ambedkar, Jagjivan Ram, says Minister

Minister for Food, Civil Supplies and Consumer Affairs K.H. Muniyappa said here on Friday that the five guarantee schemes of the Karnataka government were in sync with the vision of B.R. Ambedkar and Babu Jagjivan Ram, and that the government was serving the cause of social justice.
He was speaking at a seminar on 'Contributions of Babu Jagjivan Ram' conducted by the Karnataka State Open University (KSOU). Resource persons and speakers paid tribute to Jagjivan Ram's commitment to social justice and empowerment of the socially oppressed classes.
Mr. Muniyappa said that Jagjivan Ram gave a voice to the oppressed section of the society, and like Ambedkar, used caste as a tool for social justice. This, he said, has to be contrasted with the present times where some forces use caste as a political weapon.
He referred to the SC/ST Sub-Plan Act, 2013, introduced by the Congress government in the State, and pointed out that it mandates that a portion of the State's allocable budget be earmarked for Scheduled Castes (SCs) and Scheduled Tribes (STs) in proportion to their population. This, the Minister said, helps in the upliftment of the Dalits as envisaged by Ambedkar and Jagjivan Ram.
Paying tributes to Jagjivan Ram and his contribution in various capacities, Mr. Muniyappa said that the former stood for social equality and equal rights for the oppressed classes. The contribution of Jagjivan Ram as the Minister for Food and Agriculture, and the policies initiated by him which culminated in the Green Revolution, was also highlighted by him.
On the prevailing situation with respect to the oppressed communities, the Minister said that although Dalit students receive reservation in schools and colleges, they continue to face social exploitation or discrimination.
In universities and academic institutions, Dalit scholars struggle to receive equal recognition, while caste-based violence, atrocities, and land rights violations against Dalits still persist in some regions, he added.
The Minister described Babu Jagjivan Ram as the model for a society which prioritised the development of all communities, especially the Scheduled Castes and Scheduled Tribes and it was in the fitness of things that the Government of Karnataka has established Babu Jagjivan Ram study centres in nine universities across the State, including the KSOU in Mysuru.
Through these centres, seminars, conferences, and other programmes are being organised to create social, educational, and economic awareness among the marginalised communities.
Minister for Social Welfare H.C. Mahadevappa inaugurated the seminar, and KSOU Vice-Chancellor Sharanappa V. Halse, Registrar Naveen Kumar, Director of Babu Jagjivan Ram Research Centre Sharanamma, and others, were present.

'Humble tribute on the death anniversary of former Delhi Chief Minister Sheila Dikshitji,' Ms. Gupta wrote on X. In a post on the social media platform, Mr. Kejriwal said, 'On the death anniversary of Delhi's former Chief Minister Sheila Dikshit, I pay my homage to her.' Mr. Yadav, along with several Congress leaders and workers, paid floral tributes to Dikshit at the Delhi Pradesh Congress Committee office. Attacking the BJP and AAP on the occasion, he said the welfare schemes introduced by Dikshit for slum dwellers, street vendors, Dalits, minorities, and the marginalised have nearly been shut down by the former AAP government and the present BJP regime. 'Delhi had witnessed massive development when the Congress government, headed by Dikshit, was in power for 15 years and came to be known as the golden era of Delhi. The Delhi metro, flyovers, underpasses, CNG fleet of public transport, including DTC (Delhi Transport Corporation), well-paved roads, modern hospitals, new universities, colleges, and schools, and green cover changed the face of the Capital,' he said. Mr. Yadav said the people of Delhi still remember Dikshit for the 'unprecedented development works carried out' during her tenure as the CM.

The Election Commission of India (ECI) is unlikely to change its position on the non-inclusion of Aadhaar and ration card before the Supreme Court for the Bihar Special Intensive Revision but is expected to tread cautiously on the issue and cite court pronouncements and government orders on the two not being proof of citizenship, ET has learnt. The ECI is also expected to inform the SC that the period for enumeration in Bihar is not too short, as is being contended, and is in keeping with past intensive revision exercises, ET has poll panel is expected to file an affidavit before the SC this week regarding the SIR in Bihar. The apex court will hear the matter on July 28. Therefore, enlisting the EPIC card as a separate document of proof would not serve the desired purpose. Live Events Aadhaar has been a matter of raging debate, with the ECI's several efforts in the past on making the Aadhaar-EPIC linkage mandatory hitting legal roadblocks. The current enumeration form in Bihar also allows users to voluntarily disclose the Aadhaar number, as does Form 6 for registration of new voters. In May 2025, the Delhi Police also said it would not accept Aadhaar or ration card as citizenship proofs, given misuse by illegal foreign immigrants. The ration card, similarly, is mainly considered a document to facilitate the public distribution system and not a citizenship proof. The March 20, 2015 gazette notification by the Ministry of Consumer Affairs, Food & Public Distribution said, "Ration card shall not be used as a document of identity or proof of residence". Further, on May 14, 2016, the Ministry of External Affairs informed Parliament that it had decided "not to accept ration cards as a document for identity or proof of residence for the purpose of granting passports with effect from 01.04.2016". SIR window 'too short' The one-month window for house-to-house verification and enumeration form submission in Bihar SIR - June 25 to July 25 - has caused much concern. The ECI, however, is expected to contend that even in the past, including in the 2003 intensive revision in Bihar, the enumeration exercise was conducted over a period of 30-33 days, according to people in the know. Similarly, in the 2004 intensive revision across seven north-eastern states, house-to-house enumeration was done from August 2 till September 3. On the other hand, the time for "pre revision" activity is decidedly shorter in the ongoing SIR in Bihar compared to the one-month period in 2004. The SIR instructions issued by the ECI on June 24 did not mention any pre-revision activity schedule. Officials told ET that this period could be compressed considerably now given the availability of superior technology.

Dalit youths allege illegal detention and custodial torture by cops in MP

Bhopal: Four Dalit youths accused police in Madhya Pradesh's Chhatarpur district of illegal detention and custodial torture. The youths alleged they were stripped, beaten for four days, and had chilli powder rubbed into their private parts to force a confession in a theft case. The victims, residents of the Kanjadpur Dharampura area, stated they were returning from a housewarming ceremony on July 15 when they stopped to urinate by the roadside. A Dial-100 police vehicle allegedly picked them up without explanation. One youth, who is disabled, was released, while the remaining four were taken to the police station, hung upside down, beaten with belts, and tortured. Police had previously claimed to have arrested five individuals for stealing transformer oil. The incident prompted protests by Bhim Army workers and the victims' families, who marched to the SP office demanding action under the SC/ST Act and the suspension of the accused policemen. A sit-in was held outside the SP office, where authorities responded by locking the gates and cutting power to the premises. DIG Lalit Shakyawar later visited the site and assured that a medical examination would be conducted and action taken after investigation. Three of the victims have since undergone medical tests. "We have asked a senior officer to investigate the matter. CCTV footage from inside the police station is being examined," said Chhatarpur SP Agam Jain. Families also alleged that one of the five detained youths is missing and feared he may have died in custody. A victim's father-in-law further accused the police of threatening him with arrest and eviction from govt land if the protest continued. Former Congress MLA Neeraj Dixit also visited the protest site and demanded justice. A heavy police force from multiple stations was deployed. Investigations are currently underway.
