Supreme Court seeks Centre's response on plea challenging blocking of 4PM News YouTube channel

The Supreme Court Monday sought the Centre's response to a plea challenging the blocking of 4PM News YouTube channel on the grounds of 'national security.' A bench of Justices B R Gavai and K V Viswanathan also issued notice on the plea by Sanjay Sharma, who runs the channel.
Appearing for Sharma, Senior Advocate Kapil Sibal said he was not issued any notice before the blocking, and he came to know about it from an intermediary. Sibal said the action is 'ex facie unconstitutional'. 'I want the blocking order to be removed. The whole channel is blocked, and for no reason,' he said.
Though the court initially indicated that it may tag it with another plea challenging the blocking rules, Sibal urged that an interim order would be necessary. 'I don't even have the blocking order. I don't know what is against me,' he said.
Justice Gavai, however, said, 'We will have to hear the other side.'
The plea contended that 'no blocking order or underlying complaint has been furnished to the petitioner, violating both statutory and constitutional safeguards', and urged the court to direct the government to produce the blocking order with reasons and records.
Sharma argued that freedom of speech and expression guaranteed to each citizen under Article 19(1)(a) embraces within its scope the freedom to disseminate information and the exchange of ideas. He added that the reason of national security given to block the channel cannot be used as a blanket excuse to shut out independent journalistic voices and that the restrictions must be justified and proportionate.

New Delhi, Jul 19 (PTI) Chief Justice of India B R Gavai and other Supreme Court judges on Saturday took part in the Van Mahotsav 2025 — a month-long campaign — by planting a tree. The CJI planted a tree in the name of his mother at the President's Body Guard Ground, Delhi Ridge, in the morning under the 'Ek Ped Ma Ke Naam' campaign. In his address, CJI Gavai referred to various verdicts of the apex court, including the T N Godavarman case of 1996, which defined 'forest" and dealt with the protection of the environment and forests. 'Development of the country has to happen, and there is no doubt about it. But the question was, development at what cost? Therefore, the Supreme Court has developed a concept of sustainable development," the CJI said. He said the present generation holds the forest in trust for the future generation and added that the Supreme Court has also played a vital role in curbing the pollution of Delhi and passed various directions in the MC Mehta case. Among the other judges who were present on the occasion were Justices Surya Kant, Vikram Nath, MM Sundresh, AG Masih, KV Viswanathan, PS Narasimha, Manmohan, Sanjay Karol and their family members. 1 2 3 Shimla: The Himachal Pradesh govt has decided to file a special leave petition in the Supreme Court against the high court's directions to axe fruit-laden trees on the encroached forest land across the state. The state govt will also approach the Supreme Court seeking a change in the definition of forest land under the Forest Conservation Act (FCA), 1980, as even barren land is also considered forest land. Since most of the land in Himachal is forest land, the state govt is not able to give relief to the monsoon disaster affected people. Sharing the information on Saturday, minister for revenue, horticulture, and tribal affairs Jagat Singh Negi said the state govt was bound to follow the court orders of removing encroachments from the forest or govt land. However, the govt felt that apple-laden trees, many of which were more than 40 years old, should not be axed. Negi reasoned that axing thousands of such trees could be environmentally disastrous, especially during the ongoing monsoon season when the state is witnessing numerous cloudbursts and flash floods. In a meeting held Friday evening, the forest department and the advocate general's office have been directed to challenge the decision in the apex court at the earliest, the minister informed. On the question of giving relief to the small farmers having less than five bighas of land, Negi said it was not easy for the state govt to implement such a policy as most of the encroached land came under the forest department and was governed by the Forest Conservation Act (FCA), 1980. This is a very stringent law, and the state govt cannot give even an inch of the land to anyone without the central govt's consent, clarified the minister. The central govt only gives land for development works like the construction of roads, he said. The minister said the state govt had already urged the central govt to amend the FCA, but the amendment had not been carried out to date. Ayodhya: Indo-Russian Rifles Private Limited (IRRPL), a joint venture company which manufactures AK-203 assault rifles in Amethi, is set to deliver the next batch of Kalashnikov AK-203 rifles to the Indian Army in the next 2-3 weeks. The company, mandated under a Rs 5,200 crore contract to supply 6,01,427 rifles to the armed forces by Oct 2032, plans to finish deliveries by Dec 2030, Maj Gen S K Sharma, CEO and MD of IRRPL, told reporters during an interaction at the factory. "Around 48,000 rifles have been delivered so far. Another 7,000 will be handed over in the next 2-3 weeks and 15,000 additional by Dec this year," Maj Gen Sharma said. IRRPL is adhering to the timeline and aims to achieve 100% indigenization by the end of this year. The AK-203 is a modern version of the Kalashnikov series, he said. The Army is replacing the decades-old INSAS rifles with the AK-203, a Russian-origin assault rifle. India signed a contract worth Rs 5,000 crore with Russia in July 2021 to produce over 6,00,000 AK-203 rifles domestically, with technology transfer from Russia. Licensed production of the rifles officially began in Jan 2023. Given the dual threats along the Line of Actual Control (LAC) with China and ongoing cross-border activities from Pakistan, rapid changes were made. The AK-203, a modernised version of the Kalashnikov series, will become the primary assault rifle for soldiers deployed along the northern and western borders, including the Line of Control and the Line of Actual Control. The rifle, also named 'Sher' in India, replaces the INSAS in service. Initially, 70,000 rifles were imported to meet urgent requirements before full-scale production began at IRRPL under Atmanirbhar Bharat and Make in India initiatives. The joint venture, set up under an intergovernmental agreement and described as the "younger brother of BrahMos" by Maj Gen Sharma, has 50.5% Indian shareholding and 49.5% Russian stake. It operates from an 8.5-acre facility in Amethi and is not a part of the erstwhile ordnance factories structure. The workflow is overseen by a board of directors comprising four representatives each from India and Russia, besides senior defence officials. Currently, the factory employs over 260 personnel, including permanent Russian experts, and aims to scale up staffing to 537, of which 90% will be locals. IRRPL has achieved 50% indigenisation and aims to deliver the first fully indigenous AK-203 by Dec 2025, after which production will ramp up to 1.5 lakh rifles annually. The company has received 100% Transfer of Technology (ToT) from Russia, with all testing now indigenised. Earlier, parts had to be sent to Russia for validation, the CEO said. Each rifle undergoes 120 processes – "every rifle goes through 120 hands", Maj Gen Sharma said – and comprises around 50 components and 180 sub-parts. It has a life of 15,000 rounds. "Every material now has an alternate source in India," he added.
