Odisha Real Estate Regulatory Authority (ORERA) reforms to add to buyers' interests

BHUBANESWAR: Besides the Apartment Ownership Act, the recent reforms brought by Odisha Real Estate Regulatory Authority (ORERA) have the potential to protect homebuyers' interests, along with bringing changes in the authority's operational framework amid a growing real estate market.
One of the key reforms has been the integration of local enforcement wings with ORERA, substantially enhancing its ability to execute orders effectively.
And the reforms extend beyond mere structural changes. District collectors are now required to include RERA provisions as a permanent agenda in their monthly reviews and report illegal constructions.
Additionally, the housing and urban development department will work in tandem with revenue and disaster management department to ensure proper execution of penalties under the Orissa Public Demands Recovery Act, 1962.
'Strengthening the authority is our primary focus. We need to work with the state machinery to ensure ORERA's effectiveness. Some of the key recommendations have been endorsed by the state govt recently and we are working on more such reforms to make the authority stronger.
Awareness of the public is key to all of these,' Asit Kumar Mohapatra, ORERA chairperson who was appointed this May, said.
Real estate analyst Malay Mishra sees these changes having far-reaching implications, particularly in terms of order execution. 'We hope that the departments and ORERA work in tandem to achieve functionality of the authority,' he said.

New Delhi: Residents of Delhi Development Authority's Golf View Apartments in Sector 19B, Dwarka, have expressed concerns about maintenance after taking possession of their upscale flats. The luxury housing project had offered high-income group flats, super HIG flats and penthouses via an e-auction last year. The residents are now complaining of visible dampness on the walls, both in the flats and in the common areas, due to what they claim is poor construction quality. Besides maintenance, the absence of designated parking spaces, for which DDA had levied special charges, also causes frequent disputes among residents. "DDA still appears not to have got fire clearance nor made ventilation arrangements," said a resident. "Many house owners are finding it difficult to secure parking and are consequently parking their vehicles on colony roads. DDA has still not opened the basement parking, forcing people to park their vehicles in common areas. If you miss parking your car in a particular spot, that space is occupied by somebody else, leading to frequent arguments. What is the point of developing such a huge complex when the parking facility is not made fully operational?" There are 1,100 families living there and each household has 2-3 vehicles. Some residents complained of leakages in the basement in K Block as well as debris strewn in several places along the pillars, which too haven't been fully completed. But it seems the quality of material used for pasting these tiles wasn't good and the sandstone has started detaching from the walls," complained another resident at C Block. "DDA used steel screws to affix them, but the technique hasn't helped. This is the scenario when we bought the flats for Rs 3.5 crore and above through the e-auction. " He added, "Flat buyers paid maintenance charges to DDA and ideally, these primary things should have been sorted out by now. When we moved to these high-end apartments, there were expectations of advanced facilities as assured by the officials. But till today, we are struggling even for the basic facilities." Locals also complained that there are leakages in supply pipes from overhead tanks. "We now realise this was an old project. Construction began in 2014. Iron pipes were laid for water supply when nowhere in the city are such pipes used for construction," said one resident. "Not just that, no provision for air conditioning units and electrical connections was made. RERA norms are being compromised here." The aggrieved residents claimed to have written a letter to DDA, submitting photos to press their claims. They are yet to get any relief, they said. They grumbled about DDA not delivering what it had promised to buyers. "Despite the poor construction, DDA even sold service quarters, costing up to Rs 60 lakh, through the e-auction," revealed a resident. No immediate response was received from DDA. Vijayawada: Municipal administration and urban development minister Ponguru Narayana said Andhra Pradesh is aiming to achieve Net Zero emissions by 2040. He said the govt is focusing on sustainable urban development, green buildings, and climate-resilient infrastructure. The minister was speaking at the IGBC Green Andhra Summit 2025 organised at the Novotel Hotel in Vijayawada on Thursday. Organised by the Confederation of Indian Industry (CII) and the Indian Green Building Council (IGBC), the summit brought together govt officials, urban planners, and industry representatives to discuss sustainable development and green infrastructure. Principal secretary S Suresh Kumar said the summit marks a defining moment for the state's commitment to sustainability. Greening the construction sector is an environmental imperative, and green buildings must become the norm. IGBC continues to be at the forefront of India's green movement and must now aim to double the green-certified footprint over the next two years. A Memorandum of Understanding (MoU) was signed between AP Metro Rail Corporation (APMRCL) and CII-IGBC to integrate green building standards in metro infrastructure projects. When purchasing an apartment, especially in the luxury and premium segments, homebuyers in Mumbai are now paying more for expanding amenities, even as the livable private space shrinks. The financial capital tops the list in terms of the share of common areas in high-rises. Real estate experts say developers are increasingly adding common amenities like gyms, pools, lounges, and enhanced fire-safety features to cater to rising buyer expectations. This means that for a home advertised as 1,000 sq ft, only 570 sq ft is the actual usable (carpet) area, while the remaining 430 sq ft is allocated to shared spaces, a report has said. According to the Anarock report, MMR continues to see the highest loading among the top 7 cities, with 43% in Q1 2025. The region has seen the average loading percentage grow steadily over the years, from 33% in 2019 to 39% in 2022 and 43% in Q1 2025. Most luxury and premium real estate projects often boast of expansive clubhouses with restaurants, lounges, reception areas, and other high-end amenities that enhance lifestyle appeal. However, these features also come with a hidden cost, a higher loading factor, which ultimately inflates the total price paid by homebuyers, say real estate experts. Real estate experts say developers are increasingly adding common amenities like gyms, pools, lounges, and enhanced fire-safety features to cater to rising buyer expectations. While these additions improve comfort and resale value, they also reduce the actual usable area within individual apartments. While the focus on lifestyle upgrades is growing, experts stress the importance of transparent disclosures to ensure buyers clearly understand how much private living space they're actually getting. According to a Bloomberg report, in space-constrained cities like Mumbai, developers are increasingly designing projects with smaller individual units but larger shared spaces such as pools, lawns, and gyms. These communal amenities appeal to buyers and renters willing to pay a premium for comfort, especially in a city grappling with noise, pollution, traffic congestion, and crowded streets while still staying close to work or family. A report by real estate consultancy ANAROCK highlights that the loading factor has been rising steadily across India's top cities, driven by growing demand for lifestyle-rich residential projects with modern, shared facilities. The loading factor is the difference between the super-built-up area and the carpet area of the apartment. A report released by ANAROCK, a real estate consultancy firm in June 2025 had said that the loading factor is the highest in the Mumbai Metropolitan Region (MMR) followed by Bengaluru, and Delhi NCR. 'Q1 2025 data shows that homebuyers in the top seven cities now get only 60% of the total space they pay for an actual liveable area within their apartments. The remaining 40% comprises common areas such as elevators, lobbies, staircases, clubhouses, terraces, and other amenities. Back in 2019, the average loading was around 31%,' Prashant Thakur, Regional Director and Head, Research and Advisory, ANAROCK Group, had said in June 2025.
