Draft procurement rules pit domestic telecom firms against foreign players that manufacture in India
One sticking point has been foreign telecom gear makers like Ericsson's potential qualification as Class 2 suppliers under the 2017 Make in India procurement order, which guides government organisations to accept bids from manufacturers whose products are, to varying degrees, assembled and manufactured in India.
The foreign firms are also seeking duty exemptions and relaxation for components that are either not made in India or made in a very small quantity. Since the majority of such components come in from China, domestic players have spied an opportunity to press their case in meetings in June with the DoT. The telecom department has issued de facto curbs against Chinese equipment across much of Indian telecom operators' infrastructure in the past.
A key development has been draft changes underway at the DoT to 'local content rules for the telecom sector' under the 2017 public procurement rules that encourage domestic manufacturers, Ajay Srivastava, a former senior trade official and the founder of the Delhi-based Global Trade Research Initiative said in a June memo.
'Multiple reports [from NITI Aayog and a clutch of industry associations] indicate that India's limited component ecosystem poses challenges in achieving 50–60% local content in electronic/telecom products,' the DoT said in its June 3 notice, inviting firms to comment on the proposed changes. 'Recognising this constraint, the conditions for local content qualification also requires a review.'
'Multinational corporations (MNCs) like Cisco and Ericsson are lobbying India's DoT to ease local content requirements, as they struggle to qualify as Class-I local suppliers for government telecom tenders,' Mr. Srivastava said. 'The underlying issue is that most of the work performed in India is done on an outsourcing basis for their foreign parent companies. The parent companies retain ownership of intellectual property (IP) and earn the bulk of profits. For instance, Cisco's India operations follow a low-cost-plus model, earning a profit margin of only 5–10%, while the global Cisco business enjoys margins of around 65%. In practice, design and R&D work done in India is treated as work-for-hire, with profits and IP rights controlled by the foreign headquarters.'
One senior industry executive told The Hindu that a possible solution could be 'differentiated credit systems where higher weight is given to Indian-owned IP and designs, domestic fabrication of critical components, and in-country software with IP assignment to Indian entities.' The executive asked not to be named as discussions are ongoing with the DoT.

According to a police officer, Saldanha targeted affluent victims by promising business loans worth up to Rs 500 crore and attractive real estate investment opportunities. His modus operandi involved collecting advance payments between Rs 50 lakh and Rs 4 crore under the guise of processing fees and legal clearances. After receiving the amount, Saldanha would allegedly vanish without a trace, leaving victims stranded. Financial records indicate that one of his bank accounts alone processed over Rs 40 crore in transactions within three months. The house has secret chambers hidden behind walls and cupboards, underground corridors, and concealed staircases. The property housed expensive ornamental plants valued at Rs 3-5 lakh each, premium vintage champagne collections, exotic liquors, and comprehensive surveillance systems with high-definition cameras monitoring every corner. Saldanha's strategy involved impressing potential victims across India by showcasing his wealth and claiming privileged connections to financial institutions capable of sanctioning loans up to Rs 600 crore. The police have found that Saldanha has cheating cases registered against him in Goa, Bengaluru, Mangaluru, Chitradurga, Pune, Vijayapura, Tumakuru, Kolkata, Sangli, Lucknow, Bagalkot, and other places. The police said they seized blank cheques, 667 g of gold ornaments, and a diamond ring estimated to be worth Rs 2.75 crore from the house. Additionally, they seized Indian and foreign liquor worth Rs 6,72,947 – far exceeding permissible limits – from there. A police officer said the extent of money he has accumulated from committing fraud is estimated to be Rs 200 crore and that the police were investigating further.

IndiGo begins flight operations from Hindon Airport, becomes second airline after Air India do so
Union Civil Aviation Minister Ram Mohan Naidu Kinjarapu on Sunday launched new flight routes by IndiGo Airlines from Hindon Airport in Ghaziabad, reported ANI. With this IndiGo becomes the second airline, after Air India, to mark its presence in Hindon Airport. The Air India Express started its operations four months ago from Hindon airport. Hindon Airport in NCR will now be connected to nine Indian cities—Bengaluru, Kolkata, Varanasi, Goa, Patna, Chennai, Mumbai, Ahmedabad, and Indore—through IndiGo services. "This is an (Udan) success of, Hindon, Ghaziabad, western Uttar Pradesh, and entire country. This is an Udan of the ambitions and aspirations of common Indians," ANI quoted the Union minister as saying from the Hindon Airport. Speaking to reporters, Naidu said that airlines fleet, airports, terminal capacity, and flyers have doubled in India over the past decade. "During 2024-2034, civil aviation in tier II and III cities will grow and we will have to unlock the potential. Hindon will serve as an example," the minister said. Now, flyers based out of the National Capital Region will be served by these two airports after operations from both Indira Gandhi International Airport (DEL) and Hindon Airport (HDO) have become operational. Earlier in 2019, the Hindon Airport's development work was taken up under UDAN at ₹ 50 crore, in collaboration with Indian Air Force. During his speech, Naidu said that the annual flyers from Hindon Airport was about 8,000 in 2019, which has risen to upwards of 80,000 now. The union government in Budget 2025-26 has put an additional thrust on the ever-growing domestic civil aviation sector. A modified UDAN scheme will be launched to enhance regional connectivity to 120 new destinations and carry 4 crore passengers in the next 10 years, said Naidu. Launched in 2017, the UDAN scheme focuses on improving unserved air routes in underserved regions. India's aviation industry has experienced significant growth in the past decade, and the number of operational airports in the country has since doubled. The government aims to make India a global aviation hub by 2030.

This renewed attention stems in large part from a growing sense of unease—if not disillusionment—with the United States, particularly during the Trump presidency, where abrupt policy shifts and erratic rhetoric left New Delhi confused, concerned, and confounded. Once regarded as a staunch ally of New Delhi, Donald Trump's sudden, unpredictable tilt toward Islamabad—his public praise for Pakistan's military and even his offer to mediate on Kashmir, a diplomatic red line for India—was seen as either dangerously naïve or strategically duplicitous. For a country that had embraced Trump as a potential ally and viewed the US as a strategic partner in countering growing Chinese hegemony, this U-turn was jarring. Russia remains a steadfast partner for India, despite its increasing dependence on China in the wake of Western sanctions over the ongoing Ukraine war. The Indo-Russian partnership has stood the test of time, rooted in mutual trust and decades of cooperation. China, by contrast, presents a complex duality: it is both a vital economic partner and a strategic adversary. Border tensions—including the standoffs in Doklam and Galwan—and broader concerns about China's activities in the Indian Ocean and South Asia underscore the trust deficit. China's growing alliance with Pakistan, vividly manifested during Operation Sindoor, further deepens India's apprehensions. From the West, India can leverage defence technology, economic investment, and support on global platforms. And from Russia and China, it can secure energy cooperation, regional stability dialogues, and support for a multipolar global order. This two-track diplomacy should not be viewed as indecision but as pragmatic statecraft. In this scheme of things, no one is a pariah. What matters is India's supreme national interest—a fact that the Ministry of External Affairs reminded Nato's secretary-general of this week when he threatened New Delhi with 'secondary sanctions' over its ties with Moscow. Significance of Strategic Autonomy Since Independence, strategic autonomy has been the cornerstone of India's foreign policy. Since 2014, this policy has been reoriented from 'non-alignment' to 'all-alignment', with the country's strategic autonomy intact. Whether it is forging closer ties with the US, buying arms and oil from Russia, or even standing by Israel without abandoning the Palestinian cause—India has consistently asserted its right to act independently. That tradition must continue. Groupings like the Quad or RIC should be treated as platforms for engagement, not as binding alliances. India must adopt a model of issue-based alignment—collaborating where interests converge, disengaging where they don't. New Delhi's rising global profile brings both opportunities and challenges. India must recognise that while partnerships are helpful, its rise will largely depend on its own internal strength—economic resilience, military modernisation, and political stability. The truth is that neither Washington nor Beijing truly wants New Delhi to emerge as a rival power. Both offer engagement—but often attach strategic strings. Recognising this reality is essential. STORY CONTINUES BELOW THIS AD In today's volatile global order, which is akin to a 3D chessboard of overlapping alliances and competing interests, India must therefore act like a fox rather than a hedgehog. The fox, as the old saying goes, knows many things, while the hedgehog knows one big thing. India cannot afford to get locked into any singular worldview or alliance structure. It must embrace complexity and prepare for multiple contingencies. In this scenario, India's best bet is to stay pragmatic and relentlessly focused on its own interests. The growing interest of Indians in RIC must be viewed through this lens. It is not about rejecting the US or embracing China—it's about building leverage through diversified partnerships. A Lonely but Glorious Rise This stand comes with a price. India often finds itself alone in a bloc-oriented world order. Both sides see it as suspect. Recently, following the Brics summit in Brazil, some geopolitical analysts went so far as to call India an outlier—or worse, a Trojan horse in the grouping. Conversely, the US-led West finds India's engagement with countries like Russia and Iran, as well as its presence in Brics and the SCO, problematic. STORY CONTINUES BELOW THIS AD What both sides don't realise is that it is the presence of a country like India that helps keep the volatility of the world in check—whether political or economic. It helps maintain some degree of balance in a bloc-based global order. India's journey toward great-power status may be lonely—but it can also be glorious, provided it is navigated with strategic wisdom and restraint. The world respects strength and consistency—not dependence or ideological rigidity. New Delhi must continue to walk its own path: open to all, beholden to none. In the global power game, there are no permanent friends or enemies—only permanent interests. This, however, does not mean that India's foreign policy should become unethically Nixonian in nature. For India, a civilisational state steeped in dharmic consciousness, foreign policy must be more than transactional—dictated largely through the wider lens of dharma. It is this timeless principle that must guide India's foreign policy. And in this worldview, there's always space—and scope—for both Quad and RIC.
