A three-member inquiry committee constituted by the Southern Railway to probe into the closure of a kitchen run by a catering contractor of the Indian Railway Catering and Tourism Corporation (IRCTC) at Elamkulam here will not limit the investigation to the present case, but will look at the larger issues and make recommendations.
A high-level committee comprising Divisional Commercial Manager, Thiruvananthapuram; Health Officer, Thiruvananthapuram; and Area Manager, IRCTC; was constituted on the day the Health wing of the Kochi Corporation sealed the catering unit, Brindavan Food Products, following the seizure of large quantities of stale food and discovering the unhygienic state of its kitchen.
The decision to slap a fine of ₹1 lakh on the unit was taken at the preliminary meeting of the committee, which also asked the IRCTC to take stern action. The committee will look into the quality of food being served on trains and recommend corrective measures, wherever necessary, sources said.
Inspection on Saturday
The Kochi city Corporation has been informed of the proposed visit of the committee to inspect the catering unit on Saturday.
The catering unit will have to comply with all requirements before resuming operations, according to sources. 'Initially, they will have to secure a no objection certificate from the Pollution Control Board and then apply for licences from the Corporation and the Food Safety and Standards Authority of India (FSSAI). The unit will have to ensure necessary waste disposal and management facilities, clean drinking water and health cards for its kitchen workers. The unit didn't have the Corporation licence. It had a registration from the FSSAI, but its scale of operation warranted a licence from the authority,' said Corporation sources.
Multiple notices
The firm has been under the Corporation Health wing's scanner for a few months following complaints from people and has been served multiple notices. The Health wing on Thursday submitted a report to the Corporation Secretary on the action taken against the unit. The action was taken under the Kerala Municipality Act Section 447 (licensing for the use of places within the municipal area for various purposes) and 340A (prohibited waste disposal).
The stale food seized from the unit was sent to Brahmapuram for disposal.

K. Ambika Devi, a volunteer involved in dog rescue, criticised mass sheltering as a solution. 'Relocating large number of dogs will create stress, increase infection risks, and may lead to unnecessary killings. The government's failure to control (stray dog) population is the real issue. Strict ABC (Animal Birth Control) measures and vaccination drives are more sustainable. While the city has ABC centres, rural areas lack such facilities,' she said. Shashi Ghulati, founder-convenor of INTACH Coimbatore (1986–2007), urged public figures to contribute to shelters, warning that mere statements of concern are ineffective. V. Balakrishnan, Cruelty Coordinator of the Society for the Prevention of Cruelty to Animals (SPCA), suggested promoting adoption drives and encouraging local breeds. He emphasised working with dog rescuers and community feeders to monitor ABC surgeries and expand anti-rabies vaccination. Coordination between civic bodies, NGOs, and volunteers is essential to manage the stray dog population effectively. K. Kathirmathiyon, secretary of Coimbatore Consumer Cause, highlighted the need to prioritise human life alongside animal welfare. Citing Article 21 of the Constitution, which guarantees the right to life and personal safety, he stressed that human lives must be protected while managing stray dogs. 'If a death happens due to a dog bite, can animal lovers console the family? The ABC centres run by local bodies have largely been ineffective and should be reassessed. Alternative strategies are needed to control the population efficiently,' he said. The Corporation data shows the city has around 1,11,000 stray dogs, with about 28,000 sterilised and 15,000 vaccinated against rabies. Coimbatore Medical College Hospital alone handled 25,235 dog bite cases in 2023, 19,673 in 2024, and 5,032 cases until April 2025. Corporation Commissioner M. Sivaguru Prabakaran said the Supreme Court directive is not being implemented as there are no official orders. On the local body's initiative, new ABC centres are planned, and existing facilities at Vellalore will be expanded. He said that population control requires sustained effort rather than sudden measures. A senior official from the Animal Husbandry Department said that expanding ABC centres and vaccination coverage will help address the issue. Four new ABC centres are planned in rural areas of Coimbatore, where such facilities are currently lacking.

The final report of the survey conducted in the city under the Kozhikode Corporation's 'Samanvaya' project will be published within two months. Welfare Standing Committee chairperson P. Divakaran said on Saturday (August 16) that the second phase of the survey, aimed at plugging any loopholes, is already under way. Meanwhile, benefits based on the survey findings will be made available to the beneficiaries within a few weeks, he added. The Samanvaya project involves streamlined programmes that will benefit senior citizens, differently abled people and bedridden patients. The plan is to coordinate the efforts of various departments, organisations, people's representatives, and the public to ensure that support reaches the right people. In the first phase, 543 specially trained anganwadi workers conducted the survey, which examined the social and economic conditions of city residents. The data included details of the care they currently receive, family ties, friendships, education, health status, lifestyle, and existing challenges. A total of 56,878 people were identified as beneficiaries in the first phase of the survey, the draft report of which was recently approved by the Corporation Council. Of them, 50,180 are senior citizens, 1,388 are bedridden (including 29 under the age of 18), 1,150 suffer from serious illnesses, and 4,160 are differently abled. Under the project, the Corporation plans to provide a range of services at the beneficiaries' doorstep, including healthcare, medicines, cooked food, drinking water, employment, and pensions. Beneficiaries have also requested equipment such as wheelchairs, diapers, spectacles, commode chairs, artificial limbs, airbeds, cochlear implant surgeries, walkers, and glucometers, along with vehicle facilities during emergencies. 'We have decided to organise occasional outings for those interested. Forty people from the same ward will be taken on a KSRTC bus at a time,' Mr. Divakaran said. So far, the Corporation has held three camps to distribute equipment to beneficiaries. A palliative care unit has also been formed to serve bedridden patients, with plans to establish two more units, he added.

In response to growing concerns from residents over the increasing number of stray dogs on city streets, the Tiruchi Corporation has drawn up a comprehensive action plan to tackle the problem. It proposes to curb the rising number of stray dog-related events, including reports of aggressive behaviour, attacks on residents, and public health concerns. According to official source, the Corporation, through its animal birth control programme, has sterilised as 24,577 street dogs between April 2023 and July 2025, with an ear notch made to indicate the animal had undergone the procedure. Anti-rabies vaccines and antiparasitic drugs have been administered to the animals. A recent city-wide survey estimated the number of stray dogs at 43,767. Officials said the ABC programme would be intensified and the rate of increase in the number would come down in the next few months due to the sterilisation programme. The aim is to sterilize at least 90% of the stray dogs within the next 12 months. All sterilised dogs were to be vaccinated against rabies before being released back to their original locations as mandated by law. As it is necessary to administer the vaccine to the dogs once every two years to protect them from the rabies virus, the civic body is identifying the sterilised dogs and administering booster doses. So far, 7,459 stray dogs have received booster shots. 'We are embarking on identifying unsterilised dogs and intensifying the sterilisation drive. Simultaneously, steps are being taken to expedite the process of administering booster doses,' said M. Vijay Chandran, City Health Officer. Of the Corporation's four dog-catching vehicles, two have been deployed to address public complaints while the remaining two are operating in peripheral zones such as Kattur, Srirangam, and Vayalur Road, where the menace is high, especially due to the increase in roadside eateries. In addition, the Corporation plans to conduct orientation and public awareness campaigns on large campuses such as BHEL, Railways, educational institutions, and residential townships. These campaigns will focus on responsible food distribution, waste disposal, and cohabitation practices to prevent the congregation of stray dogs. Meanwhile, the city's first animal rescue and rehabilitation centre at Konakkarai shelters 32 injured and vulnerable street dogs. A team of five workers manages the centre and the dogs are treated by a veterinarian.
