Damning evidence against KCR and ex-ministers: Ghose panel report on KLIS to be tabled in spl Assembly session

Hyderabad: Chief Minister A Revanth Reddy, who chaired a meeting of the Cabinet at the Secretariat on Monday and accepted the report of the PC Ghose Commission, which had probed allegations of massive corruption and improper execution of the Kaleshwaram Lift Irrigation Scheme (KLIS), said matter-of-factly that the state government would table the report at a special session of the Assembly soon and, after 'seeking the opinion of every member' in the House' take action based on the findings of the panel.
According to official sources who were privy to a power-point presentation made by State Irrigation Minister N Uttam Kumar Reddy on the summary of the judicial commission's report during the cabinet meeting, the Commission has found former chief minister K Chandrasekhar Rao responsible for the alleged irregularities in the construction of the project.
The Commission has observed in its report that Rao was directly and indirectly responsible for the irregularities in the project, right from its planning and construction to operation and maintenance of the barrages which are part of the project, sources said.
The Commission pointed fingers also at former irrigation minister T Harish Rao, a nephew of KCR. A committee of experts had advised against taking up the Kaleshwaram project, but the BRS regime had "intentionally suppressed" the report, they said. The sources said the officials had prepared a 60-page summary of the report, which runs into 665 pages.
The summary mentioned the names of KCR 32 times, Harish Rao 19 times and former minister Eatala Rajender five times. Rajender is now a BJP Lok Sabha member.
The report found Rajender, who was finance minister during the BRS regime, to be negligent, the sources said.
Briefing the press after the Cabinet meeting, the Chief Minister, apparently enthused by the damning evidence against former chief minister K Chandrasekhar Rao and ex-ministers, said that since the report was prepared by an independent judicial commission, the question of resorting to politics of vengeance did not arise. Going by the findings of the Commission highlighted in the report, the government will initiate action against those who were involved in the 'embezzlement of public money in the construction of the Kaleshwaram project.'

Commission Chairperson Alexander Thomas directed District Police Chief (Kochi City) to assign an officer not less than the rank of an Assistant Commissioner of Police (ACP) to probe the accident to bring the guilty to book and extent maximum punishment. He urged the authorities to remain alert, function efficiently, and take stringent measures to ensure that no more lives are lost on roads due to speeding private buses. The Commission sought a report from the ACP after looking into aspects like whether a case had been registered against the driver concerned and whether the same bus had been involved in accidents before. Apart from the registration of criminal cases, actions that can be taken under the Motor Vehicles Act against drivers causing such accidents should be submitted to the Commission. The Commission should also be informed about the details of cases registered by the police in connection with accidents caused by private buses due to overspeeding and reckless driving, and the precautionary measures taken by the police. The Regional Transport Officer (RTO) should submit a separate report. Steps should be taken by the District Collector, RTO, and the Transport Commissioner for the protection of commuters and pedestrians. Last month, the Commission had taken a suo motu case after a first-year graduate student, Govind P. Shenoy, 18, was fatally knocked down by a speeding private bus at Ernakulam North. In that case, the Ernakulam Town North police had booked the driver with the non-bailable charge of culpable homicide amounting to murder.

He made these remarks after attending a live screening of the PowerPoint presentation delivered by former minister T. Harish Rao on the Kaleshwaram issue. The session was organized on Tuesday at the BRS District Office in Gadwal, where Basu Hanumanthu Naidu, along with party leaders and cadres, watched Harish Rao's presentation—broadcast from the Telangana Bhavan, Hyderabad—on an LED screen. The presentation addressed what the BRS party claims are false allegations made by the Congress government about corruption in the Kaleshwaram Project. Speaking on the occasion, Basu Hanumanthu Naidu stated that Harish Rao 'broke the lies into pieces' with factual clarity. He accused the Congress of proving the saying 'one lie leads to a thousand lies.' Referring to Congress' earlier claims of ₹1 lakh crore corruption in the Kaleshwaram project, he criticized them for fabricating new lies to back their initial baseless claims after coming into power. 'No matter how many commissions you set up, how many investigations you conduct, or how many hundreds of pages you publish in your reports, the BRS party is ready to face all of it,' he asserted. He added that what the Congress government failed to achieve in 60 years, KCR accomplished in just three years by completing the Kaleshwaram Project and bringing water to drought-hit fields. 'No amount of fake documentation can erase this truth,' he emphasized. Hyderabad, Aug 5 (PTI) The BRS on Tuesday alleged that the Congress government in Telangana is attempting to 'trouble" its president K Chandrasekhar Rao and other party leaders under the pretext of judicial inquiries into the Kaleshwaram irrigation project and other initiatives. BRS MLA T Harish Rao criticised the state government for releasing a 60-page summary of the judicial commission's report on the Kaleshwaram project, describing it as 'false" and 'politically motivated." Reacting to the commission's findings—which held KCR accountable for alleged irregularities in the multi-crore project—Harish Rao questioned the authenticity of the summary and whether it accurately reflects the commission's full 650-page report. 'The government says it will table the report in the Assembly. Once that happens, we will present the facts before the people," he told reporters at the BRS party office, where he made a detailed presentation titled 'Congress conspiracies on Kaleshwaram'. He further alleged that the summary gives an impression of a 'one-sided" judicial commission report and accused the Congress of misusing inquiry commissions to target the BRS leadership. Responding to observations on KCR's direct involvement in project design and execution, Harish Rao claimed, 'It is the chief minister's responsibility to review key projects. How can that be called political interference?" He accused the Revanth Reddy-led government of launching a series of 'politically motivated inquiries to divert public attention from its failures". These include probes into power projects, the Kaleshwaram project, and the Formula-E race. Harish Rao, who is KCR's nephew, maintained that the Kaleshwaram project was developed with all necessary permissions and regulatory clearances. He also recalled that judicial commissions set up in the past—including against leaders like Indira Gandhi and N Chandrababu Naidu—had not held up under judicial scrutiny. The judicial commission, appointed by the Congress government, reportedly found the former chief minister 'directly and vicariously" responsible for irregularities in the Kaleshwaram Lift Irrigation Project. The state cabinet, which met on Monday at the Secretariat, discussed and accepted the commission's findings. Chief Minister Revanth Reddy said the government would soon convene a session of the Assembly to hold a thorough debate and decide the future course of action. The Kaleshwaram Lift Irrigation Project, located on the Godavari River in Bhupalpally district, is a multi-purpose irrigation initiative. Damage to its barrages—constructed during the previous BRS regime—emerged as a key issue in the 2023 Assembly elections. In 2024, the Congress government ordered a probe into alleged irregularities surrounding the Bhadradri and Yadadri power projects, also initiated under the BRS administration. The state's Anti-Corruption Bureau filed a case against BRS leader K T Rama Rao, accusing him of sanctioning payments—mostly in foreign currency and without approvals—for hosting the Formula E race in Hyderabad in February 2023, during the BRS rule. Rama Rao held the Municipal Administration portfolio in the BRS government.
