Russia's Medvedev says preemptive strikes against the West could be needed, TASS reports
Medvedev, deputy chairman of Russia's Security Council, cast himself as a liberal moderniser when he was president from 2008-2012, but has since emerged as an anti-Western Kremlin hawk. Diplomats say his remarks give an indication of thinking among some within the political elite.
"What is happening today is a proxy war, but in essence it is a full-scale war (launches of Western missiles, satellite intelligence, etc), sanctions packages, loud statements about the militarisation of Europe.
"It's another attempt to destroy the 'historical anomaly' hated by the West - Russia, our country," TASS cited Medvedev - who accused the West of trying to undermine Moscow for centuries - as saying.
"We need to act accordingly. To respond in full. And if necessary, launch preemptive strikes," Medvedev was quoted as saying, adding that many in the West had treachery in their blood and an outdated view of their own superiority.
The U.S.-led NATO military alliance casts Russia as a major threat and politicians across Western Europe have said that Russia, which in 2022 sent tens of thousands of troops into Ukraine, could one day attack a member of NATO.
Medvedev dismissed claims that Russia could one day attack NATO or Europe as complete rubbish, noting that President Vladimir Putin had repeatedly rejected such assertions too.
"The statements of Western politicians on this topic are complete nonsense. I would add that this nonsense is being deliberately thrown into the information space in order to destabilise an already difficult situation. This is another flank of the West's open war against us," he said.
Russia and the United States are by far the world's biggest nuclear powers, with about 87% of all nuclear weapons, followed by China, France, Britain, India, Pakistan, Israel and North Korea, according to the Federation of American Scientists.

DUBAI, July 20 (Reuters) - Iran, Britain, France and Germany will hold nuclear talks in Istanbul on Friday, an Iranian Foreign Ministry spokesperson said early on Monday, following warnings by the three European countries that failure to resume negotiations would lead to international sanctions being reimposed on Iran. "The meeting between Iran, Britain, France and Germany will take place at the deputy foreign minister level," Esmaeil Baghaei was quoted by Iranian state media as saying. The talks scheduled for Friday come after foreign ministers of the E3 nations, as those European countries are known, as well as the European Union's foreign policy chief, held their first call on Thursday with Iranian Foreign Minister Abbas Araqchi since Israel and the U.S. attacked Iranian nuclear facilities a month ago. The three European countries, along with China and Russia, are the remaining parties to a 2015 nuclear deal reached with Iran - from which the United States withdrew in 2018 - that lifted sanctions on the Middle Eastern country in return for restrictions on its nuclear programme. The E3 have said they would restore U.N. sanctions on Tehran via the "snapback mechanism" by the end of August if nuclear talks that were ongoing between Iran and the U.S. before the Israel-Iran air war do not resume or fail to produce concrete results. "If EU/E3 want to have a role, they should act responsibly, and put aside the worn-out policies of threat and pressure, including the 'snap-back' for which they lack absolutely [any] moral and legal ground," Araqchi said earlier in the week. The snapback mechanism can be used to restore U.N. sanctions before the U.N. Security Council resolution enshrining the deal expires on October 18. Prior to the Israel-Iran war, Tehran and Washington held five rounds of nuclear talks mediated by Oman but faced major stumbling blocks such as uranium enrichment in Iran, which Western powers want to bring down to zero to minimise any risk of weaponisation. Tehran maintains its nuclear programme is solely meant for civilian purposes.

THE names of SAS troops were published online for a decade in another major Ministry of Defence security blunder – sparking a major inquiry. Defence Secretary John Healey and Army boss Sir Roly Walker were said to be furious over how details of special forces soldiers recruited from the Grenadier Guards were made publicly accessible through an Army in-house magazine. 2 The publication contained a roll call of the names and deployments of its most senior officers including some attached to the UK special forces directorate, who are deployed to the most dangerous combat zones around the world. Last year's edition included the names of ten men in the regiment and the code 'MAB' – a reference to the UK Special Forces' headquarters. It comes after a Ministry of Defence official circulated a spreadsheet containing the names of SAS members and MI6 operatives, along with the details of thousands of Afghans who applied for relocation to the UK. Ministers have since relocated thousands of Afghans to Britain at a cost of up to £7billion. The information was kept a secret for 18 months through a superinjunction used by the MoD – the first time one had been used by the Government against the press. The latest document is produced by the Grenadier Guards regimental association, a charitable enterprise consisting of former service members. General Sir Roly Walker told The Sunday Times: 'As a result of this incident, I have directed an immediate review into our data-sharing arrangements with our regimental and corps associations, to ensure appropriate guidance and safeguards are in place to best support the vital work they do.'

SNP's £20million spending spree to promote diversity
The SNP 'squandered' almost £20million on ' woke ' ideology while slashing public services, the Tories have claimed. The Nationalist government is accused of years of 'waste' on diversity, equality and inclusion (DEI) officials and training courses across the public sector. Scotland's crisis-hit NHS was the biggest spender on the personnel and programmes, despite struggling to recover since the Covid pandemic and record waiting lists. Health boards have splashed £8.9million on DEI training since 2019, including £624,000 at NHS Fife, which was taken to a tribunal by nurse Sandie Peggie after she had to share a changing room with a trans doctor. Councils, universities, the Scottish Prison Service (SPS) and Scottish Government departments spent a further £11million between them on DEI. Total annual costs doubled from £2.1million to £4.3million over the period. The SPS's DEI spend of £751,934 included £9,180 to the controversial LGBTQ rights group Stonewall and more than £725,000 on diversity staff wages. An unidentified slice of the spending was for 'awareness/celebration sessions'. Scottish Conservative deputy leader Rachael Hamilton said: 'This is yet another example of the SNP prioritising ideological projects over the issues that people actually care about. It's no wonder Scots are fed up with Left-wing politicians at Holyrood.' Official figures obtained by the Tories show a total spend of £19,987,747 on DEI between 2019-20 and 2024-25. Of that, £2,480,032 was spent by Scotland's councils; £1,012,806 by the justice system; £8,902,193 by the NHS; £5,899,247 by universities; and £1,693,469 by central government. The largest health board, NHS Greater Glasgow & Clyde, spent £4.25million between 2019 and 2025, followed by NHS Ayrshire & Arran's £1.3million and NHS Grampian's £1million. NHS Ayrshire & Arran said £780,000 of its spending was on 'translation and interpretation'. But NHS Grampian said it only spent £27,500 on the same issue, while laying out £125,000 on 'professional fees - other'. The highest spending local authority was Aberdeen City Council at £620,640, followed by Angus on £432,000, then Dumfries & Galloway on £348,000 and North Ayrshire on £324,000. Aberdeen said that around half its spending was on 'translation services', but Angus said all of its went on the 'salary for the Equality, Diversity and Inclusion Senior Practitioner'. Most of North Ayrshire's spending was on an 'Equalities Inclusion Officer'. Almost all of the £117,391 spent on DEI by Scotland's largest council, Glasgow City, was attributed to 'Purchase of services including training'. Edinburgh Napier University, which spent £2.97million, said all its staff were 'required to attend annual mandatory EDI training and additional role specific training'. The next biggest university DEI spender, Dundee, which recently suffered a financial crisis, spent £1.06million, most of it on pay and about £110,000 on 'training'. Robert Gordon University spent £2,535 on 'celebrating Black History Month and Pride'. The Scottish Police Authority, which controls Police Scotland's budget, spent more than £24,000 learning about 'neurodiversity in the workplace'. A Scottish Government spokesman said: 'Diversity, equality and inclusion roles exist to ensure fairness, tackle discrimination and help build a Scotland where everyone can thrive. This government is proud to stand up for a more equal society.'
