Show cause notice to MCH doctor a routine procedure, says Minister Veena George
The Director of Medical Education (DME) had on Thursday issued a show cause notice to Haris Chirackal, asking why action should not be taken against him for criticising the government in violation of the Kerala Government Servants' Conduct Rules,1960, causing disgrace to the government.
Through a Facebook post on June 27, Dr Chirakkal had expressed his resentment against the non-availability of an equipment accessory for an important surgery in his department at the medical college.
The post was widely discussed in the public domain and several such inadequacies at various government hospitals in the state were highlighted by the media.
The minister said a four-member expert panel was constituted to examine the doctor's action and based on its report, the DME had sought an explanation from the doctor. 'It is a routine official procedure," she said.
George said the expert panel had found that Dr Chirakkal had violated service rules by going public about the issue and not approaching higher-ups in the department.
The panel had also reported that part of an equipment at the Urology department was found missing and recommended a separate enquiry into the matter.
Besides this, the panel also suggested that the purchasing power of superintendents of medical college hospitals, who are also Hospital Development Committee (HDC) secretaries, be increased, George said.
Sharply reacting to the action against the doctor who complained about lack of facilities at the MCH, Leader of the Opposition in Kerala Assembly V D Satheesan said on Friday that the state is being ruled by a few people who will not shy away from doing whatever they want.
'The government is even trying to trap the doctor in a theft case now," he alleged.
Dr Chirakkal told reporters that he would give a reply to the notice within seven days as directed by the DME. PTI MVG MVG ROH

Fortis Healthcare Q1 net profit jumps 57 pc to Rs 260 cr
Agency: PTI Last Updated: New Delhi, Aug 6 (PTI) Fortis Healthcare on Wednesday posted a 57 per cent increase in profit after tax at Rs 260 crore in the June quarter of FY26. The healthcare provider reported a profit after tax (PAT) of Rs 166 crore in the April-June quarter of last fiscal. Revenue increased to Rs 2,167 crore during the period under review as compared to Rs 1,859 crore in the year-ago quarter, Fortis Healthcare said in a statement. The company also consummated the acquisition of Shrimann Superspecialty Hospital in Jalandhar, further strengthening presence in Punjab region with around 1,000 beds, it said. 'In the diagnostics business, we have witnessed a strong recovery in both revenues and EBITDA margins, which is reflective of the brand building initiatives undertaken over the last few quarters. Type 1 diabetes is an autoimmune disease that halts insulin production, leading to elevated blood sugar levels. In the absence of insulin, the body resorts to breaking down fat for energy, causing a dangerous increase in blood sugar and ketoacids, a condition known as diabetic ketoacidosis (DKA), typically treated with insulin. The study highlights the importance of leptin, a hormone produced by fat cells, in regulating hunger and energy balance via the hypothalamus in the brain. It has found that when insulin levels drop, leptin levels also decrease, misleading the brain into thinking there is an energy deficit despite the presence of glucose and fat. This miscommunication prompts the brain to increase sugar and ketone production, resulting in DKA, the study suggested. In 2011, Dr. Michael Schwartz, a professor at Washington University in the US, and his team conducted an experiment where leptin was injected into the brains of type 1 diabetic mice and rats. Initially, there were no significant changes, but after four days, it was found that the animals' blood glucose and ketone levels normalised without insulin. This breakthrough suggested that the brain alone might regulate blood sugar levels, challenging the conventional belief that type 1 diabetes solely stems from a lack of insulin. The study highlighted that not only did the sugar level drop, but it also stayed balanced—indicating the brain can regulate blood sugar on its own. The scientific community initially met this discovery with scepticism. However, recent studies and analyses have strengthened the hypothesis that the brain plays a crucial role in managing type 1 diabetes. Dr. Schwartz now aims to seek approval from the US FDA for human trials to explore if leptin can yield similar results in humans. Digital University VC appointment: Kerala cabinet approves draft ordinance
Thiruvananthapuram, Aug 6 (PTI) The Kerala government on Wednesday approved a draft ordinance to amend the provisions of the Kerala Digital Sciences, Innovation and Technology Act, 2021, in connection with the appointment of the Vice Chancellor of the Digital University Kerala. A cabinet meeting chaired by Chief Minister Pinarayi Vijayan gave the nod to the draft ordinance amidst an ongoing tussle between the LDF government and Governor Rajendra Vishwanath Arlekar over the appointment of vice chancellors in various universities in the state. Ministers P Rajeev and R Bindhu visited Arlekar on Sunday and held discussions with him to resolve the deadlock over the appointment of VCs, days after the Supreme Court directed both parties to settle the dispute amicably. According to the Chief Minister's Office (CMO), the draft ordinance was approved by the cabinet to amend the Act in accordance with the UGC rules and recent court orders. It was also decided to recommend the Governor for promulgation of the ordinance, the CMO said in a statement. Among other decisions, the cabinet meeting also approved the second phase of the medical insurance scheme (Medisep) for state government employees and pensioners. The basic insurance cover will be increased from Rs 3 lakh to Rs 5 lakh, it said. Over 2,100 procedures for 41 specialty treatments will be included in the basic treatment package, the statement added.
