
Oakenholt 121 affordable homes plan backed for approval
Castle Green Homes is seeking permission to build 121 designated affordable homes on land at Quarry Farm and Leadbrook Drive in Oakenholt, near Flint.
The site, which sits outside of Flintshire's Local Development Plan (LDP), is approximately 12 acres (4.87 hectares) and is currently used for agricultural purposes, surrounded by existing residential properties on its northern, eastern and western boundaries.
Land beyond the site's southern boundary is open countryside currently in use for agricultural purposes.
The layout of the proposed development. (Image: Planning documents) The development would comprise a range of two-storey one-to-four-bedroom properties and include a variety of flats, terraced and semi-detached properties.
Flintshire Council has received a total of 55 objections from local residents - who raise concerns over the fact the site lies outside of the LDP, potential impact on flooding, increased traffic, loss of open countryside and overdevelopment.
Nevertheless, planning officials have recommended the scheme by approved by Flintshire Council's planning committee at its meeting on Wednesday (June 11).

A planning officer's report states: "The proposed development will provide 121 dwellings of which 100 per cent will be affordable housing. The scheme provides a logical extension to Flint, a Tier 1 Main Service Centre and is acceptable in principle having regards to being an affordable housing exceptions site in accordance with the LDP.
"The development will assist in meeting the identified affordable housing need for the settlement, the layout, public open space provision, biodiversity enhancements and other detailed technical considerations are considered to be acceptable and in accordance with policy.
"As such it is recommended that the application is approved."

Former Spectrum Garden Centre in Cefn-Y-Bedd is demolished
The Spectrum Garden Centre in Cefn-Y-Bedd was previously a hit among locals and visitors. But, having laid derelict for a number of years, the site has recently been branded an 'eyesore' by councillors. In October 2023, Flintshire Council's planning committee gave the green light to proposals for a mix of flats and houses at the site. That was for the development of 20 one-bedroom cottage flats, seven three-bedroom houses and three two-bedroom houses. The site comprises a range of derelict buildings of cement block construction. The Leader took a trip there last week to find that the old buildings had been demolished. Current work being carried out, according to the new planning application, involves 'construction phase lighting'. Wrexham based architectural practice Hughes O'Hanlon were appointed by GK Construction for the delivery of the social residential development for North Wales Housing Association. According to their website, they state: "Totalling 30no dwellings including one-bed apartments, two and three-bedroom houses the scheme re-purposes the site of the former Spectrum Garden Centre in Cefn Y Bedd, Flintshire. "Responsible for the technical delivery of the project, we undertook an early compliance check against Welsh Design Quality Requirements and Lifetime Homes standards. TOP STORIES "A timber-framed, fabric-first approach to sustainable design also includes air source heat pumps, solar photo-voltaic panels and rainwater harvesting. "Located adjacent to the River Cegidog, particular attention has been paid to the potential for flooding with floor levels set accordingly and with a flood basin provided within the site." Principal contractor for the project GK Construction Ltd say work could be completed by May of next year.

Japan's ruling camp to pledge cash handouts in election campaigns, local media say
TOKYO, June 10 (Reuters) - Japan's ruling coalition agreed on Tuesday to include a plan to distribute cash handouts in their election campaign pledges to help households cope with persistent inflation, media reported on Tuesday. The handout plan could add to concerns over the government's already tattered finances, as lawmakers scramble to appease voters ahead of an upper house election set for July. Prime Minister Shigeru Ishiba's Liberal Democratic Party (LDP) and its junior ruling coalition partner Komeito will discuss details of the plan, including the amount and whether to have an income threshold for recipients, according to local media. "If tax revenue rises (above projections), it has to be returned to all the people," a senior LDP lawmaker told reporters on Tuesday. The government shelved the idea of cash handouts in April as questions arose over the effectiveness of the handouts. But the plan has come back as the LDP resists growing calls from some opposition parties for tax cuts, which could weigh on the state finances more heavily.

Industrial estate with 13 business units planned in Powys
PLANS for a mini industrial estate that could boost the local economy in the south western tip of the county have been lodged with Powys council planners. The application for by Mr and Mrs Evans is to set up 13 commercial storage and light industrial yard compounds which would help 'small business development' at land off the former Haul road west of Brynygroes, in Ystradgynlais. The scheme would also see compound security fencing, access gates for each of the units. The site is near a development of 110 houses which are currently being built at Brynygroes. Planning agent Richard Banks of Evans Banks Planning Limited explained the proposal in a planning statement. Mr Banks said: 'The site is capable of delivering 13 small / modest commercial plots suitable for low-level starter and small businesses in search of a small compound to store plant and machinery or to provide storage and distribution. 'The proposals would be seen as utilising the existing haul road for all access in very much the same manner as the former opencast site would have regularly required HGV (Heavy Goods Vehicles) access to and from that development. 'Multiple daily lorry movements to the opencast site were commonplace.' Mr Banks explains that the applicants know that there is a demand in the area for these types of units. He said: 'The applicants have experienced such small business demand for modest storage and light industrial space at their facility at Woodlands Business Park at Ystradgynlais. 'A total of 210 storage containers have been placed on plots three and six at the business park, and the take-up and demand for that new storage facility has been overwhelming. 'The applicants are of the firm opinion that a uniformly laid out series of small commercial compounds at the Haul Road site would provide for small business to have a modest base at Ystradgynlais to store vehicles, plant or other commercial equipment.' Mr Banks adds that the applicants have already discussed the proposal with county planners last year and said that they 'broadly support' the principle of such development. Mr Banks said: 'The development of the site will ensure a deliverable source of future employment land for the Ystradgynlais growth area in which it lies, which has seen an under supply of commercial opportunities prior to and since the adoption of the current LDP (Local Development Plan). 'The development of the site will help to redress this imbalance.' A decision on the application is expected by July 31.
