Senior government communicators say strong leadership support and internal coordination are crucial for managing reputational risks during times of crisis.
This was the key message from a panel discussion on crisis communication at the Social Media Summit for Government, the University of Johannesburg, on Tuesday.
The panel included Major General Nonkululeko Phokane, Head of Communications and Liaison at SAPS, Albi Modise, Senior Executive for Communication and Marketing at Gautrain and Cleopatra Mosana, Head of Communication at National Treasury.
The summit brought together senior communication officials from the public sector to explore how digital platforms and social media affect public trust and crisis management.

"In the midst of your social media interaction, whenever incidents happen, remember that it is one space that is not even policed," Phokane said.
"Social media space is one where every citizen becomes a journalist. And in investigations, it then becomes a call for us to be able to strike that balance from time to time".
She pointed to the Stillfontein hostage situation, where 'at least every second hour, there was a communication update,' helping to manage public perception.
Modise emphasised the importance of clear communication in protecting public confidence in services like Gautrain.
"Look, I mean, I've said to those who care to listen that the success of communicating is largely dependent on the principles you have, "Modise said.
"You can be the most erudite communicator, but if your principles don't buy into the communication area of work, you have a serious problem. When there's a crisis, we need to be clear about who handles the communication. If the principal passes on to you as a head of communications or spokesperson, half the battle is won"
Mosana added that trust and respect between communicators and leadership are key.
"We coordinate. If I have to reflect on what happened on February 19, when the nation didn't know that the budget was going to be postponed, that collaboration and coordination that we did with GCIS made a difference to everyone because of the speed with which we communicated," Mosana said.
"And key to it is that I have a trust in the principles that I'm working in. So the relationship is open. It's a very respectful relationship. And it espouses the values of the National Treasury with its honesty and transparency".

Zululand Observer reports that research released last Friday by the Human Sciences Research Council's South African Social Attitudes Survey (SASAS) shows trust levels have remained relatively low – and not once in 27 years have more than half the adult public trusted the police. This suggests the issue of police legitimacy is by no means new. From 1998 to 2010, the average level of trust in the police was relatively static, ranging between 39% and 42%. This was followed by a sharp decline between 2011 and 2013, after the Marikana massacre in August 2012. Confidence had almost returned to the 2011 level by the 2015 survey. The 2016–2020 period was characterised by modest fluctuations between 31% and 35%. The hard lockdown during the Covid-19 pandemic, which included instances of police brutality in enforcing lockdown regulations, appears to have further dented confidence, based on the 2020 survey results. In 2021, public trust in the police dipped to an all-time low of 27%, reportedly linked to the July 2021 social unrest in KZN when many criticised SAPS' poor performance. This was followed by a further 5% drop to 22% in 2022, with 2023 and 2024–25 confidence levels almost unchanged, possibly reflecting rising rates for certain crimes. Ramaphosa defends commissions as parties clash over Presidency budget
President Cyril Ramaphosa strongly defended commissions of inquiry and renewed the call for accountability as political parties debated the 2025/26 Presidency budget vote in parliament this week. The budget debate takes place at a critical time, just days before the National Assembly is expected to adopt the Appropriations Bill. The stakes are high, as the second-largest party in the government of national unity (GNU), the DA, has threatened to withhold support for budget votes involving ministers it believes should be removed from the his address, Ramaphosa reiterated his administration's commitment to tackling corruption, especially in the upper ranks of the SA Police Service (SAPS), after explosive allegations by KwaZulu-Natal police commissioner Lt-Gen Nhlanhla Mkhwanazi.'As a country committed to the rule of law, to procedural fairness and to transparency, we will ensure that the allegations made around corruption in the upper echelons of the SAPS will be fully ventilated in the commission of inquiry process,' said said the commission into alleged SAPS corruption could have a 'profound impact' and is aligned with the government's commitment to the rule of law, fairness and has come under fire from opposition parties for what many argue is an over-reliance on commissions which they say are a waste of time and money. As for your budget, we cannot support it against such woeful performance,' said Trollip. Rise Mzansi leader Songezo Zibi warned that commissions should not become a substitute for decisive action.'What frustrates South Africans is that it takes so long for those responsible to be charged, let alone to be sent to prison. It sends a message that our systems of accountability are paralysed against those who either have power or have proximity to it,' said Zibi. The IFP and Patriotic Alliance (PA) however voiced their support for the budget. 'The IFP's support for this budget vote is rooted in our commitment to strengthening the president's ability to fulfil his mandate, and this support comes with the expectation of accountability,' said IFP MP Nhlanhla MP Jasmine Petersen said her party remains firmly behind the GNU and praised the president's efforts to promote national dialogue.' 'Let this budget be the turning point where words become actions, where plans become progress and where South Africa truly becomes a nation that works for all its people,' she said. Controversial Brigadier not assigned to visible policing, but to Technical Unit
The police have refuted claims that a brigadier — allegedly currently out on bail for corruption charges and criticised for her lack of operational policing experience — was appointed to lead the Visible Policing (Vispol) unit in Pretoria's Moot district. In response to outrage over the appointment, national police spokesperson Athlenda Mathe clarified that the member was transferred to the Technology Management Service (TMS), where she will work in line with her qualifications, which include a National Diploma in Mechatronics Engineering and a BTech in Industrial Engineering. According to SAPS, she is not tasked with overseeing frontline policing operations but is filling a support role aligned with her expertise. 'The SAPS has lateral entry opportunities for individuals with specialised skills or expertise,' SAPS explained. 'These professionals are considered for positions that require specific skills other than policing, meaning policing won't be their core function because they are rendering a support function to the core mandate of SAPS. These professionals are employed based on their experience and qualifications, mainly in the support environments of the SAPS.' The police further pointed to several other examples of lateral appointments in the organisation: The Divisional Commissioner for Supply Chain Management, previously a chief director at National Treasury, joined SAPS in 2022. A 35‑year‑old Major General in the Hawks, who is a chartered accountant and certified fraud examiner, was appointed in 2021 from a parastatal and now heads forensic investigations. The SAPS CFO, with a BCom in accounting, joined at the rank of colonel 20 years ago. Lieutenant General (Dr) Bongiwe Zulu, now head of SAPS training, entered SAPS at colonel level at the age of 35 and holds two PhDs — in Education and in Criminology and Forensic Studies. This comes after the Democratic Alliance (DA) slammed the appointment as 'outrageous' and a clear example of nepotism, demanding it be reversed immediately to protect the integrity of the police service. 'We demand the immediate reversal of this indefensible decision and will use Parliament's accountability mechanisms to ensure full transparency about how such an appointment was made. 'This decision is nothing short of outrageous. The Brigadier in question was one of several senior Crime Intelligence members arrested just weeks ago on charges including fraud, corruption and abuse of SAPS secret service funds. SAPS management now claims this is a 'temporary transfer' under the Disciplinary Regulations, which allow for redeployment if a member's presence in their current post is untenable. But nothing in the regulations justifies failing to impose precautionary suspension, which exists specifically to protect investigations and institutional integrity in cases exactly like this.'
