Senate submits manifestation to SC on Sara's impeachment
According to Atty. Regie Tongol, spokesperson of the Senate Impeachment Court, the manifestation was submitted yesterday through the Office of the Legal Counsel.
In the manifestation, the Senate "respectfully informed the Court that it currently lacks sufficient knowledge or access to the specific information requested."
Last week, the Supreme Court asked the House and the Senate to submit information regarding the following:
The status of the first three impeachment complaints filed against Duterte
The exact dates these were endorsed,
Whether the House Secretary General possesses discretion on when to transmit these to the Speaker of the House of Representatives
Provide the basis and authority of the House Secretary General to refuse the transmittal of the complaints.
The SC requirement comes after the SC En Banc consolidated the petition filed by Duterte against the validity and constitutionality of the fourth impeachment complaint against her and the petition filed by lawyer Israelito Torreon and others seeking to declare the articles of impeachment null and void.
The SC also asked the Senate to provide which committee prepared the draft of the articles of impeachment and when it was completed and whether Duterte was given the opportunity to be heard on the evidence shared with the members of the House.
The Senate, in its manifestation, maintained that "constitutional boundaries of each branch and the limits of what information the Senate can provide especially when it has no official access to these matters and when these matters are similarly being asked from the House to provide in its Order dated June 11, 2025."
The Senate, sitting as an impeachment court in June, voted to return to the House of Representatives the articles of impeachment against Vice Duterte without dismissing or terminating them until such time that:
The House of Representatives certify to the non violation of Article XI, Section 3, paragraph 5 of the Constitution, which provides that 'No impeachment proceedings shall be initiated against the same official more than once within one year; include the circumstances on the filing of the first three impeachment complaints"; and
The House of Representatives of the 20th Congress communicates to the Senate that it is willing and ready to pursue the impeachment complaint against the Vice President.
To recall, three impeachment complaints were filed against Duterte in December 2024, all of which were connected with the alleged misuse of confidential funds.
It was the fourth impeachment complaint that was endorsed by over one-third of lawmakers from the House of Representatives, and was later transmitted to the Senate. —VAL, GMA Integrated News

Senate bill eyes abolition of travel tax
A bill filed in the Senate is seeking to abolish the travel tax which has been described as "outdated" by the author. 'It is high time to give travelers a break and allow for tourism to flourish by removing one of the barriers to travel," said Senator Alan Peter Cayetano, who authored Senate Bill No. 424. The travel tax, imposed under Presidential Decree No. 1183, was signed nearly five decades ago. Cayetano said that this no longer aligns with current economic and regional goals. 'All Filipinos, especially senior citizens and persons with disabilities, must be able to travel freely, without any form of hindrance... By abolishing the travel tax, we inch closer towards realizing the freedom of movement that our fundamental law envisions for every citizen,' said Cayetano. Cayetano cited studies explaining that while the government may lose P4 billion in revenue as a result of the measure, the country's economy would earn around P299 billion through increased tourism and spending. House submits addt'l info on VP Sara impeachment to SC
The House of Representatives has submitted additional information on the impeachment of Vice President Sara Duterte to the Supreme Court, House spokesperson Atty. Princess Abante said in a statement released on Saturday. 'The House of Representatives, through its counsel, the Office of the Solicitor General, filed Friday its compliance to the Supreme Court's directive to provide information on the impeachment proceedings against Vice President Sara Duterte,' Abante said. Abante added that the Office of the Solicitor General (OSG), serving as the House's legal counsel, has electronically filed the required compliance through the Philippine Judiciary Portal and served all parties. Further, a physical copy is set to be formally submitted to the high tribunal on Monday. The SC previously required the Senate of the Philippines and the House of Representatives to comment and submit information regarding the impeachment trial of Vice President Sara Duterte. That's after the SC En Banc consolidated the petition filed by Duterte against the validity and constitutionality of the fourth impeachment complaint against her and the petition filed by lawyer Israelito Torreon and others seeking to declare the articles of impeachment null and void. The High Court required the House to submit information regarding the status of the first three impeachment complaints filed against Duterte, the exact dates these were endorsed, and whether the secretary general possesses discretion on when to transmit these to the speaker of the House of Representatives. Aside from this, the Court also asked the House to provide the basis and authority of the secretary general to refuse the transmittal of the complaints. The House maintained that all four impeachment complaints were processed in "full accordance with constitutional mandates." Due process The House spokesperson said the three initial impeachment complaints were included in the Order of Business within the 10-session-day period prescribed by the Constitution. 'The fourth complaint, signed and verified by more than one-third of House Members, effectively constituted the Articles of Impeachment and was transmitted directly to the Senate, rendering the earlier complaints moot and subject to archiving,' Abante said. The Articles of Impeachment was endorsed by 215 House members and approved by the plenary last February, accusing Duterte of graft and corruption, bribery, betrayal of public trust, among other crimes. It was the fourth impeachment complaint that was endorsed by over one-third of lawmakers from the House of Representatives, and was later transmitted to the Senate. 'We reiterate that the Vice President's right to due process is fully preserved through the impeachment trial itself—where she will have the opportunity to defend herself and present evidence,' she said. The lower chamber's filing, Abante said, demonstrates its exclusive authority over internal deliberative matters, based on the principle of separation of powers and the legislature's status as a co-equal branch of government. 'There is no constitutional requirement detailing how individual members must review the complaint before signing, nor is there any basis for questioning their certification under oath that they studied and understood the charges and supporting documents,' she said.
