97 percent of cigarette retailers in Pakistan never contacted by tax officials — study

KARACHI: Nearly all cigarette retailers in Pakistan have never been contacted by tax officials, according to a new public health study that blames weak enforcement and low awareness for the country's growing illicit tobacco trade.
The report, released on Friday by the nonprofit Umeed-e-Sehar, surveyed 2,000 retailers across seven major cities and found widespread gaps in knowledge about tax stamps, legal compliance and penalties for illegal sales. The nonprofit warned that these lapses are enabling the black market in cigarettes to thrive and undercutting public health policy and government revenues.
Pakistan's cigarette industry sees an estimated consumption of 80 billion sticks annually, involving over 50 local and international manufacturers. Illicit sales have long been a challenge for regulators and health advocates, but the study suggests the scale of the problem may be far greater than previously acknowledged.
'97 percent of retailers reported that FBR officials had never approached them for compliance guidance, while 86 percent were unaware of government-imposed penalties for selling illicit cigarettes,' the report said.
The study, titled 'Tax Stamps and Illicit Cigarette Sales in Pakistan: Understanding Retailers' Knowledge Gap,' also found that only 27 percent of retailers could differentiate between tax-paid and illicit cigarette packs while 73 percent did not know the correct placement and purpose of tax stamps:
'The majority of retailers, about 86 percent, identified price as the primary indicator of cigarette legality rather than checking for tax stamps, which only 12 percent of them considered.'
Nearly 59 percent of retailers estimated that between 30 to 60 percent of cigarette packs in their inventory lacked tax stamps, while 29 percent believed more than 60 percent were illicit.
The report noted that while the Federal Board of Revenue (FBR) introduced the TransAct App to help verify tax stamps, 98 percent of the surveyed retailers were unaware of its existence, and 99 percent never used it.
'Consumer promotions and advertisements promoting cheaper, untaxed cigarettes influenced 43 percent of retailers, while 31 percent cited high demand and low pricing as major factors,' the study said.
'These results show an immediate need for stricter regulatory oversight, including increased inspection frequency and harsher penalties to curb illicit trade.'
The report recommended region-specific interventions to address localized challenges in the illicit cigarette trade and enhanced collaboration between the FBR and local law enforcement agencies, along with 'targeted awareness campaigns and retailer training on tax stamps, legal requirements, and the risks of selling illicit cigarettes, supported by digital outreach and community programs.'

The explosion targeted a private vehicle in the western bypass area of Quetta, the capital of restive Balochistan province, where ethnic Baloch insurgents have been waging a low-level separatist insurgency for years. 'One man identified as Major Anwar Kakar was killed and three civilians, including a little girl, were injured in the attack,' said Deputy Superintendent of Police (DSP) Sadar Shoukat Jadoon, adding the initial investigation revealed that Major Kakar was the primary target. The banned Baloch Liberation Army (BLA) claimed responsibility for the blast, saying its 'special tactical operation unit carried out a targeted attack on an army officer in Quetta.' Balochistan, Pakistan's largest and most resource-rich province, has long grappled with a simmering insurgency by separatist groups operating in the region. Attacks targeting security forces, government officials and non-local workers have intensified in recent months, despite repeated crackdowns and security operations by the state. Earlier in the day a joint operation by police and security forces was carried out in Hangu, a district in northwestern Khyber Pakhtunkhwa province, killing nine militants after a two-hour firefight, according to a police official. Three senior officials, including the district police chief and a military officer, were wounded in the gunbattle. The raid, launched around 1 PM on the basis of actionable intelligence, was aimed at a suspected militant hideout. Hangu has long experienced sectarian and militant unrest, including deadly suicide bombings targeting civilians and places of worship. Saturday's raid was the latest in a series of operations targeting militant activity in the northwestern province. Speaking to Arab News, Hangu police spokesperson Saqib Khan said reinforcements were quickly deployed to support frontline units and block escape routes. 'During the intense exchange of fire, DPO [District Police Officer] Khalid Khan, a police inspector Nabi Khan and a senior military official sustained injuries,' he said. 'Fortunately, all three are out of danger and receiving proper medical care.' Khyber Pakhtunkhwa's Inspector General of Police Zulfiqar Hameed praised the bravery of the officers involved, saying he had spoken to the injured DPO. 'He is in high spirits and recovering well,' the IGP said in a statement. Following the operation, Chief Minister Ali Amin Gandapur commended the security forces and especially the Hangu police leadership. ML‑1, a $6.7 billion upgrade of Pakistan's 1,687-kilometer Karachi–Peshawar rail artery, is central to CPEC. The JF-17 Block-III was awarded the coveted 'Spirit of the Meet' Trophy, a rare honor given to the aircraft that best embodies the ethos and excitement of the global event. Pakistan's C-130H Hercules, painted in a custom livery themed 'Eyes in the Skies,' also received the 'Concours d'Elegance' Trophy for best-maintained and most aesthetically presented aircraft, according to Pakistan's military. The awards come just days after Pakistan deployed these aircraft to the RIAT, one of the world's most prestigious military air shows, as part of a broader push to display its airpower and modernization drive. It also played a vital role in the intense, four-day military standoff with India in May when Pakistan shot down advanced Indian fighter jets. The aircraft flew from Pakistan to Royal Air Force Base Fairford in southern England earlier this week, successfully conducting air-to-air refueling mid-flight — a maneuver the military described as evidence of the PAF's growing long-range operational capabilities. 'PAF's outstanding performance at RIAT-2025 not only cements its standing among leading global air forces but also serves as a source of immense pride for the entire Pakistani nation,' the ISPR said. Pakistan has previously won honors at RIAT in 2006, 2016, and 2018, reinforcing what the statement described as a consistent record of aviation excellence.
