Govt reserves 84.4% of teaching posts for locals
Patna: The state cabinet on Tuesday approved a govt proposal to reserve 84.4% of schoolteacher posts for candidates who are residents of the state. These appointments will be made through the upcoming teachers' recruitment examination (TRE)-4 and TRE-5, scheduled for 2025 and 2026, respectively, additional chief secretary (ACS) of the cabinet secretariat department, S Siddharth, said following the cabinet meeting. The decision has been made possible through an amendment to the existing 2023 rules, which have now been replaced by the Bihar State School Teacher (Appointment, Transfer, Disciplinary Proceedings and Service Conditions) (Amendment) Rules, 2025. The cabinet approved the amended rules on Tuesday and the same day, the education department issued a formal notification signed by ACS Siddharth. The new rules will come into effect from the date of their publication in the official gazette. "The proposal regarding giving preference to the native residents of the state in teachers' recruitment examinations was cleared by the cabinet on Tuesday," Siddharth said. The amendment follows CM Nitish Kumar's announcement on Monday that his govt would give preference to domiciles of Bihar in state recruitment. In line with the revised rules and in accordance with mandatory norms, 50% of posts will be allocated as per the reservation policy for scheduled castes (SC), scheduled tribes (ST), backward castes (BC) and extremely backward castes (EBC). An additional 10% will be reserved for candidates from economically weaker sections (EWS) from general category, bringing the total reserved category quota to 60%. The remaining 40% of posts fall under the unreserved category. Of these, out of the total number of seats, 35% will be allocated to women teacher aspirants from Bihar and 40% will be set aside for candidates who are also Bihar residents and have passed both Matriculation and Intermediate examinations within the state. "Overall, 84.4% of seats will be filled by residents of Bihar. Only 15.6% of the total unreserved seats will be filled by candidates who are either from outside Bihar or from within Bihar but don't qualify under the new domicile-based preferences," Siddharth said. He added, "To go by the trends, only 2% of seats are filled by candidates who are not from Bihar. Hence, 98% of the seats would be finally filled by candidates who are residents of Bihar."
