Catching a break: Chinese gig workers find rest, support in city harbours

SHANGHAI (July 16): After a tiring journey of 600 kilometers, Liu Chunliang pulled into a logistics park and hopped out of his truck.
After taking a shower in a nearby building, he enjoyed some hearty dumplings and then had a brief nap in a rest lounge while his truck was being unloaded.
The building where Liu had the much-needed refreshment is in the Hengdi logistics park in Shanghai's Jiading District.
These facilities have transformed the logistics park from a mere transfer site for goods into a vital rest stop for long-haul drivers such as Liu.
'I make round trips between Xuzhou and Shanghai eight to ten times a month. There used to be no place for me to get some rest along the way, but now I feel at home here in the park,' said Liu.
Liu has benefited from a wider array of initiatives implemented by Jiading District to support gig workers in the area.
As the gig economy continues to grow across China, cities are responding by establishing rest lounges, offering affordable dining options, and providing skill training for gig workers who play a crucial role in keeping urban life moving.
The number of flexible workers in China exceeded 265 million in 2024, including 175 million engaged in platform-based gig work, according to an industry report by Hangzhou-based Gongmall, a digital solutions provider for the gig sector.
They typically work as car-hailing drivers, food delivery riders and long-haul drivers, among other trades.
While making life more convenient for residents, these flexible workers often scramble to find facilities to meet their basic needs – whether it is using the bathroom, recharging their mobile phones and electric bikes, or simply taking a moment to rest.

Jiading District in Shanghai has set up stopover hubs for both car-hailing drivers and food delivery riders.
One such hub, located in Zhaqiao Village, offers catering services and rental apartments. Here, car-hailing drivers can take naps in massage chairs while their cars charge outside.
The budget-friendly cafeteria even provides meals outside regular dining hours.
'For meals, I used to grab some buns or snacks in the car, eating when I could and often going hungry.
'Now, not only do I eat well, but I can also rest properly, so I don't feel drowsy after long hours of driving,' said driver Wu Yigui, who is dining in the cafeteria.
The driver from southwest China's Guizhou Province has also made this service hub his temporary home, renting a shared apartment for 650 yuan (about US$91) per month – an affordable option in the costly city of Shanghai.
Food delivery riders have their rest lounges as well. On a typical workday afternoon, Jiang Zhongqiang, a rider for the food delivery platform Ele.me, stopped outside one of these lounges in Jiading.
After replacing the battery for his electric bike, he stepped into the lounge, where he refilled his water bottle and plugged in his cell phone to charge while he enjoyed his meal.

In 2022, the Chinese government issued a guideline aimed at improving gig economy services to boost employment.
The country has been focusing on improving welfare for this increasingly significant segment of the workforce in recent years.
In June, China released guidelines aimed at safeguarding public well-being and addressing the most pressing concerns of the people.
These guidelines emphasised the need to improve the social insurance system for flexible workers.
They also called for the gradual integration of flexible workers into the housing provident fund system.
Rest stops for gig workers have proliferated in major cities across China. In Beijing's Chaoyang District alone, there are 2,912 service stations where the district's 83,000 flexible workers can recharge between tasks.
One such lounge, located in the bustling Shuangjing commercial district, operates around the clock, allowing delivery riders to access it even deep in the night.
The lounge, run by sub-district government offices, organises skill training, festival celebrations, and reading activities for gig workers to foster a sense of belonging.
These efforts extend beyond prosperous metropolises. In northwest China's Ningxia Hui Autonomous Region, 2,077 rest stations have been established for gig workers, and their locations are conveniently integrated into navigation apps for easy access.
In addition to providing free drinking water, charging and leisure facilities, and medications, the region has also organised free health check-ups for 35,000 gig workers.
Talking about the rest lounges in Jiading, Zhu Xuguang, an official with the Jiading Branch of the Shanghai Public Security Bureau, said that the rest stops have become a physical and spiritual harbor for the gig workers. – Xinhua

SINGAPORE: Escalating tensions between Israel and Iran and the tragic crash of Air India Flight AI171 have roiled the global aviation industry and clouded the operational outlook for many airlines, including major carriers like Singapore Airlines (SIA). Yet there could be a silver lining for the national airline amid the turbulence, following the closure of Singapore-based budget carrier Jetstar Asia. On June 12, an Air India plane bound for London crashed outside the perimeter of India's Ahmedabad airport, resulting in at least 271 casualties. The crash could have an impact on SIA, as it holds a 25.1 per cent stake in Air India, following the carrier's merger with Vistara, another Indian airline, in November 2024. Before the merger, Vistara was jointly owned by Tata Sons and SIA. A day later, on June 13, geopolitical tensions rose sharply when Israel launched air strikes on Iran, with Iran subsequently retaliating. The attacks, which continued over the weekend, sent oil prices surging as much as 7 per cent on June 13 before partially retreating. Volatile oil prices could have a direct impact on airlines, including SIA, as jet fuel, derived from oil, is its largest operating expense. US airline shares fell, hit by worries of a broad and protracted Middle East conflict. Shares of American Airlines, Delta Air Lines and United Airlines all finished lower on June 13 before recovering on June 16. SIA shares fell around 1.3 per cent on June 13 to $6.94. They closed lower at $6.88 on June 17. Despite the uncertain outlook, there are unique growth opportunities for SIA, following Jetstar Asia's June 11 announcement that it will close on July 31. SIA will reportedly ramp up flights to key Asian destinations after Jetstar Asia ceases operations. Scoot, SIA's low-cost subsidiary, plans to launch new flights to Okinawa, Japan, and Labuan Bajo, Indonesia. This bodes well for SIA, as Scoot is now well positioned to capture market share following Jetstar Asia's exit, said Morningstar director Lorraine Tan. Maybank analyst Eric Ong said: 'The exit of Jetstar Asia may bring some reprieve in the competitive low-cost carrier market in terms of load factor and yield.' With one less airline operating, there will be fewer available seats, which may lead to higher load factors for SIA and Scoot as more passengers fly on existing flights. In addition, the reduced competition could allow the airlines to stabilise or even increase ticket prices, leading to improved yields and profitability. Jetstar Asia operated around 180 weekly flights from Changi Airport and carried 2.3 million passengers in 2024. Its exit creates a significant gap in the market – one that competitors like Scoot are well placed to fill. For the year ended March 31, SIA and Scoot carried a record 39.4 million passengers. Morningstar's Tan noted that while the exit of Jetstar Asia will have a more material impact on SIA than the crash of the Air India flight and Israel-Iran conflict, oil prices may stay elevated while fighting continues. 'Increased market share and reduced competition could be offset by higher fuel costs and increased associate losses (in 2025),' she said. DBS Bank analyst Jason Sum noted that SIA remains 'relatively insulated' from the rise in Brent crude and jet fuel prices, having hedged around 40 per cent of its near-term fuel requirements. SIA uses a fuel-hedging policy to manage the volatility of oil prices. The higher fuel cost could also be partially mitigated by a weaker US dollar, added OCBC Bank's head of investment research Carmen Lee. In any case, analysts from energy research company Rystad Energy noted that oil prices might already be stabilising, rather than escalating further. For now, the conflict appears likely to be contained, the analysts said, projecting that oil prices will be capped at below US$80 a barrel. The price of Brent crude moderated to hover between US$73 and US$74 a barrel on June 16, after hitting US$78 on June 13. But airlines' growth can also be hit by souring consumer sentiment, if people cut back on their travel plans because of rising tensions in the Middle East, OCBC's Lee said. DBS' Sum also noted that the Air India incident could weigh on consumer perception and potentially slow the airline's transformation. 'This could result in a moderately larger share of losses for SIA, although we do not expect a material impact on SIA's bottom line at this stage,' he said. - The Straits Times/ANN

YANGON (Xinhua): The Myanmar government will disburse low-interest loans from the State Economic Promotion Fund, aiming to promote the country's agriculture and livestock sectors, state-owned daily The Mirror has reported. At a Union Price Stability Committee meeting held in Nay Pyi Taw on Thursday, Union Minister for Planning and Finance U Win Shein said the government plans to disburse 688 billion kyats (US$327.61 million) in agricultural loans for over 5 million acres of land in the 2025-2026 fiscal year, the report said. The minister called for high production of foodstuffs to ensure proper prices, promoting agriculture and livestock-based manufacturing, and expanding the cultivation of edible oil crops, it said. Malaysia should focus on critical economic sectors in tariff negotiations

IF there was ever any doubt that US President Donald Trump's tariffs were nothing but political, recent American actions have put it to rest. Early this month, Trump announced updated duties on imports from 25 nations through template letters that talked about everything but trade. Malaysia was not spared. Trump's letter to Prime Minister Datuk Seri Anwar Ibrahim raises Malaysia's tariff from 24 to 25 per cent. More worryingly, the revised rate now covers "any and all" of Malaysia's US$43 billion exports to the United States. This means critical exports like semiconductors are no longer tariff-exempt, at least unless a subsequent Truth Social post or amended executive order indicates otherwise. Previously, 45 per cent of Malaysia's exports to the US were explicitly excluded from Trump's "reciprocal" tariffs, primarily in the electrical and electronics (E&E) sector. Barring any deal, about 13 per cent of Malaysia's total exports will become more expensive overnight. US demand for Malaysian goods will come up against intense competition from markets subject to lower tariffs, such as the Philippines and Singapore. Until July 7, US-Malaysia trade talks seemed to be progressing well. Negotiations had entered their second round. Trump's team boasted of signing "90 deals in 90 days". So, what happened? It is premature to conclude that the negotiations failed outright. Even close US allies like Japan and South Korea were targeted despite months at the negotiating table. Trump is raising the stakes out of frustration with the inevitably slow pace of talks. Malaysia has until Aug 1 before the updated tariffs kick in. In the meantime, Putrajaya's priority should be to secure tariff exemptions or reductions in key sectors, including E&E. A critical consideration is that US tariffs are likely to stay for some time. The UK, despite its bilateral trade deficit, could not push tariffs below 10 per cent. Tariffs on Indonesia and Vietnam still hover around 20 per cent. Rather than chasing marginal across-the-board cuts, Malaysia should focus on sectors most exposed to the US, both in dollar terms and as a share of exports. Machinery and E&E products should top the list, as they make up 55 per cent of Malaysia's US-bound exports. This is more important than dismantling all our tariffs and non-tariff measures in the hope of a deal. Such an approach sets a dangerous geoeconomic precedent, leaving Malaysia vulnerable if the US reneges on any deal later. Instead, Malaysia should address legitimate concerns in a calculated way without surrendering policy space. One step is to strengthen legislation against "origin washing", or the transshipment of foreign goods to circumvent US tariffs. Another is to increase imports of high-profile American products, such as aircraft and soybean, to signal goodwill. Domestic regulations no longer serving credible public policy objectives, such as Malaysia's 2022 ban on compliant US poultry imports, should also be revisited. Malaysia must continue to diversify trade, positioning itself as a bridge between the Global South and North. Washington's policies should not distract from the existential task of strengthening economic complexity and equitable growth at home. There is no quick fix to the challenges that the tariffs have created but a strategic, nuanced response will serve Malaysia better.
