PM reviews preparations for launching ‘National Economic Development Narrative'

Prime Minister Mostafa Madbouly stressed the importance of the 'National Narrative for Economic Development,' describing it as a key document, reference framework, and practical roadmap for the new economic model Egypt seeks to implement.
He said the narrative aims to consolidate various policies, strategies, and targets into a unified platform that guides the government's current direction and activities.
These include the government action program, strategies for foreign direct investment (FDI), industrial development, foreign trade, and the National Employment Strategy, all in line with Egypt Vision 2030.
The initiative is also intended to further Egypt's economic reform agenda through greater engagement with the private sector, international institutions, and global development partners.
Madbouly made the remarks during a meeting on Monday, July 28th, 2025, with Minister of Planning, Economic Development and International Cooperation Rania Al-Mashat, held to follow up on the progress of launching the 'National Narrative for Economic Development: Policies Supporting Growth and Employment.'
The prime minister praised the efforts made by the Ministry of Planning, Economic Development and International Cooperation, in coordination with all relevant ministries and entities, to finalize the narrative.
He underlined that the document will serve as a roadmap for Egypt's economic development priorities in the coming years, and thanked all those involved in its preparation.
During the meeting, Madbouly reviewed the key components of the narrative, which is designed to support Egypt's economic reform trajectory and address national objectives amid regional and global challenges.
For her part, Mashat affirmed that, under President Abdel Fattah El Sisi's directives and with the continued supervision of the prime minister, the narrative is now in its final stages of preparation.
She noted that it has been developed in full coordination with concerned national stakeholders to provide a comprehensive framework and actionable program that takes into account regional and international economic dynamics, while capitalizing on Egypt's considerable economic potential to achieve inclusive and sustainable growth.
Mashat explained that the narrative is built around five core pillars: strengthening macroeconomic stability; attracting FDI; promoting industrial development and foreign trade; enhancing labor market efficiency and resilience; and advancing regional planning to support economic growth.
She added that the narrative builds on the government's structural reform program launched in March 2024, which has enabled Egypt to overcome key economic challenges and utilize its competitive advantages in multiple sectors.
The minister also noted that the narrative includes a set of quantitative targets translating structural reforms into macroeconomic objectives, with estimates extending through 2030 and long-term ambitions for 2050.
These targets cover areas such as economic growth, job creation, FDI inflows, industrial localization, and other national priorities, she added.
Mashat said that the government continues to closely monitor regional and global developments to assess their impact on Egypt's economic trajectory.
She stressed that the narrative has been designed as a flexible, adaptive document capable of being updated as needed to keep public policies aligned with Egypt's development goals.

He stressed that the opening must be presented in a manner befitting its cultural and historical significance. The premier said preparations are underway to make the event exceptional, adding another milestone to Egypt's record of landmark national occasions. The inauguration is expected to draw distinguished international guests and feature a series of accompanying cultural events. Located near the Giza Pyramids, the GEM will be the largest archaeological museum in the world, spanning 490,000 square metres with panoramic pyramid views. Designed by Irish firm Heneghan Peng Architects, it will display over 100,000 artefacts from Egypt's ancient history—including the complete Tutankhamun collection, exhibited together for the first time since its discovery in 1922—alongside monumental treasures such as the 3,200-year-old statue of Ramses II. The museum also features advanced conservation laboratories, expansive exhibition halls, educational facilities, and visitor amenities. It is envisioned as a global cultural landmark that will boost Egypt's tourism industry, complement the Giza Plateau, and position the country as a premier hub for archaeology and heritage preservation. During the meeting, Madbouly also reviewed recent presidential activities, including President Al-Sisi's reception of Vietnamese President Luong Cuong on Tuesday. The two leaders agreed to elevate bilateral relations to a comprehensive partnership, with enhanced cooperation in agriculture, manufacturing, trade, and investment, supported by both governments and the private sector. In a separate matter, following the ratification of amendments to the Old Rent Law, Madbouly instructed the concerned ministers to begin immediate implementation of the law's provisions. He affirmed the state's commitment to supporting tenants, providing alternative housing, and personally monitoring the matter on a regular basis.

The two presidents announced the elevation of bilateral relations to the level of a Strategic Partnership, Al-Mashat's ministry said in a statement. Al-Mashat and the Vietnamese deputy prime minister discussed preparations for the sixth session of the Joint Committee between the two countries. They also highlighted an agreement to form sub-committees in areas of mutual interest and to hold a business forum and workshops during the next Joint Committee meeting. 'Egypt is Vietnam's largest trading partner and its most important export market in North Africa,' Al-Mashat said, adding that each country serves as a strategic gateway for the other's exports—Egypt to the Middle East and Africa, and Vietnam to the Asian market. The minister also reviewed the measures taken by the Egyptian government to enhance the business and investment environment and implement economic and structural reforms to increase the competitiveness of the Egyptian market for Vietnamese companies. She reiterated Egypt's keenness to learn from Vietnam's development experience through the exchange of knowledge. For his part, the Vietnamese Deputy Prime Minister and Minister of Foreign Affairs lauded the development achievements made by Egypt and welcomed the elevation of bilateral relations. He also emphasised the necessity of creating an executive plan to finalise the agreements reached during the meeting between the two presidents. Egypt and Vietnam established full diplomatic relations in 1963. A joint ministerial committee was formed in 1997 and has held five sessions to date. In 2017, President Sisi made the first-ever visit by an Egyptian president to Vietnam, which was followed by a state visit to Egypt by the late Vietnamese President Tran Dai Quang in 2018

Egypt and Vietnam signed a Memorandum of Understanding (MoU) to enhance cooperation in economic development, witnessed by Egyptian President Abdel Fattah Al-Sisi and his Vietnamese counterpart, Luong Cuong, during a summit in Cairo. The MoU was signed by Egypt's Minister of Planning, Economic Development, and International Cooperation, Rania Al-Mashat, and Vietnam's Deputy Minister of Industry and Trade, Phan Thi Thang. The agreement aims to deepen economic relations in areas including the digital economy, climate change, sustainable development, renewable energy, and the localisation of industry, with active participation from the private sector, Al-Mashat said in a statement. The MoU includes working on policy dialogue, knowledge exchange, capacity building, and sharing successful practices within the framework of South-South economic cooperation. Al-Mashat emphasized the importance of the Joint Committee between Egypt and Vietnam as a key mechanism for promoting economic development. 'The signed MoU opens new avenues, in light of the comprehensive partnership between the two countries, to enhance and deepen bilateral economic and trade relations,' she said. During the visit, Al-Mashat also held a meeting with the Deputy Prime Minister of Vietnam to discuss mechanisms for implementing the outcomes of the presidential summit and preparations for the 6th session of the Joint Committee. Egyptian-Vietnamese relations date back to the 1960s, and a joint ministerial committee was formed in 1997. In 2017, President Sisi made the first-ever visit by an Egyptian president to Vietnam, during which several joint cooperation documents were signed.
