China defends growth model, plans consumption as greater driver

Consumption has driven an average of 56.2 per cent of China's growth gains over the past four years.
DURBAN, South Africa – China's trade with the world is within reasonable bounds, and the nation is not out to dominate global markets, a senior official has said, pointing to figures showing domestic consumption is driving economic growth.
'Most of China's production is intended to meet domestic demand,' Finance Vice-Minister Liao Min said in an interview on July 18 near Durban, South Africa, where he was attending a
gathering of Group of 20 (G-20) policymakers .
'When there's demand from abroad, China exports accordingly. This does not mean, however, that China is trying to dominate every market,' he said.
Mr Liao also hailed the latest Chinese GDP growth figures as helping to contribute to the world economy at a decisive moment.
Economists have marked down their projections for global growth in 2025 due to the onslaught of tariff increases by US President Donald Trump. Figures this week showed China's expansion
at 5.3 per cent for the first half of 2025 , 'in line with expectations,' Mr Liao said.
'China's certainty and stability are the greatest contributions it makes to the world today because what the global economy needs most right now is stability and certainty,' Mr Liao said. 'We are steadily advancing toward an economic model driven by consumption, while at the same time maintaining a relatively balanced foreign trade.'
The latest China GDP figures showed exports supported growth in the most recent quarter.

The country logged a goods-trade surplus of about US$586 billion (S$752 billion) in the first half of 2025, due in part to exporters front-loading shipments on tariff fears.
While export momentum is expected to cool in the coming months, some economists still see a record full-year surplus above US$1 trillion.
Mr Liao said that, over the past four years, consumption has driven an average of 56.2 per cent of China's GDP gains. That was 8.6 percentage points higher than during the 2016-2020 period, he said. Domestic demand, as a whole, accounted for 86.4 per cent of China's growth, he said.
He also said China's current account surplus – the broadest measure of trade, as it includes services and some financial transactions – was about 2.2 per cent in 2024, a level 'recognised globally as reasonable' and indicating the share of its shipments worldwide is 'not excessively high'.
China's critics have used other metrics.
A top US Treasury official cited figures in 2024 showing China's manufacturing-goods trade surplus approaching 2 per cent of world GDP, roughly twice the share of Japan's in the early 1990s. Current Treasury Secretary Scott Bessent has repeatedly called China '
the most imbalanced economy in the history of the world'.
Speaking at a congressional hearing in June, Mr Bessent charged Beijing with 'trying to export their way out' of the nation's domestic real estate slump.
Mr Liao's comments come ahead of an expected fresh round of trade talks with the United States in the coming weeks. He did not offer any specific comment on Mr Bessent's criticism.
Mr Liao has been a key member of China's team of negotiators that reached
a trade-war truce with their American counterparts in Geneva, and again in London, earlier in 2025.

Mr Liao also said looking at a particular sector can give a flawed perspective of China's trade.
'Just because China holds a large market share in certain products doesn't mean it should be accused of overcapacity,' he said. 'Such claims are oversimplifications and fail to capture the full reality.'
The huge uncertainty surrounding Mr Trump's levies on Chinese goods has added urgency in Beijing to shift its growth toward domestic consumption.
The government has doubled the amount of ultra-long special sovereign bond issuance, aimed at subsidising consumer purchases of electronic products, home appliances and cars. That took the total to 300 billion yuan (S$54 billion). More than half of the allowance was used in the first half, incentivising sales of about 10 times that amount.
For the longer term, the authorities will seek to expand service industries and promote the green and digital sectors, with a goal of propelling economic transformation, beefing up consumer spending power as jobs and incomes rise, Mr Liao said.
Meanwhile, the government will continue strengthening social safety nets, including pensions to ensure stable growth in consumer spending over the long run, he said. BLOOMBERG

The Directorate of Criminal Investigations (DCI) said on X that detectives had arrested Mwangi at his home in Machakos County on Saturday and had seized "two unused tear gas canisters and one 7.62mm blank round", along with two mobile phones, a laptop and notebooks. In addition to the terrorism charges, Mwangi is also due to be arraigned for unlawful possession of ammunition, the X post said. A representative for Mwangi could not immediately be reached for comment. Hundreds of Kenyans took to the streets last month following the death in police custody of political blogger Albert Ojwang - reigniting a protest movement fuelled by anger over the cost of living and what activists say is police brutality and corruption. The government-funded Kenya National Commission on Human Rights said 19 people were killed in the protests on June 25 that DCI referred to in its post about Mwangi. Another 31 people died when protests flared again on July 7, the commission said. The protesters are mostly young adults desperate for job opportunities who organise through social media channels. SINGAPORE – A slew of policy changes will kick in, starting with the upcoming HDB's Build-To-Order (BTO) flat sales exercise in July, benefiting singles as well as families looking to upgrade or right-size their homes. Laying out the changes in a statement on July 20, the Housing Board said the one benefiting singles involves a previously announced new F amily C are S cheme , meant to also provide singles with priority access to BTO flats when they buy one near or with their parents. Prime Minister Lawrence Wong had announced the scheme in his first National Day Rally speech in 2024 as a means to bolster intergenerational support among families. Without the update, priority access would remain reserved only for married couples and their parents. HDB on July 20 said first-time single buyers currently have up to 65 per cent of two-room flexi BTO flats and up to 5 per cent of Sale of Balance Flats (SBFs) set aside for them after such flats are allocated to seniors. Within these quotas, up to 30 per cent of two-room flexi BTO flats and up to 2 per cent of SBFs will be set aside for first-timer singles applying under the new scheme. The new scheme has a second component which grants singles priority if they jointly apply for two units in the same BTO project with their parents. But this would kick in only from the October sales exercise, HDB said. The change pertaining to families is for those applying for a BTO for the second time. HDB said it will increase the allocation quota of three-room and larger flats for this group by 5 percentage points from the July exercise . This is to support these families' 'upgrading aspirations and right-sizing plans', it stated. With the change, up to 20 per cent of three-room Standard flats and up to 10 per cent of three-room Plus and Prime flats and four-room and larger flats would be set aside for second-timer families. First-timer families would, however, still have at least 80 to 90 per cent of three-room and larger flats set aside for them, HDB noted. The July exercise would also see enhancements to the Deferred Income Assessment (DIA) scheme and the Fresh Start Housing Grant take effect, HDB said. The DIA scheme lets couples defer their income assessment until nearer the key collection date, so they can qualify for a bigger loan as their incomes are likely to be more stable and higher by then, without deferring their flat application. Under the enhanced DIA scheme, only one of the two parties needs to be a recent or current full-time student or national serviceman before a couple can apply for a new flat with its help. Previously, both parties needed to meet this requirement. The increase of the Fresh Start Housing Grant from $50,000 to $75,000 for second-timer public rental households with children was announced at the Ministry of National Development's Committee of Supply debate earlier this year. HDB said this change, also to kick in from the July exercise, will help eligible second-timer families use the increased grant to buy a new two-room flexi or three-room standard BTO, or SBF flat, on a shorter lease. About 5,500 BTO flats in Bukit Merah, Bukit Panjang, Clementi, Sembawang, Tampines, Toa Payoh and Woodlands will be launched in the July exercise, HDB said. Some 5,030 flats were launched in the last BTO exercise on Feb 10 . More than 4,600 SBF units will also be up for picks in the concurrent SBF exercise to take place in July, it added. 'We will continue to refine our public housing policies to keep public housing affordable, accessible and inclusive for Singaporeans,' HDB said.
