New skills policy will be transformative for India's youth: Jayant Chaudhary

Time of India5 days ago
The ministry of
skills development
and entrepreneurship is adopting a multi-pronged approach including development of
global skills taxonomy
, creating a national registry of skills and developing a new overarching policy to guide India's
skilling mission
over the next one decade,
Jayant Chaudhary
, minister of state for skills development and entrepreneurship (independent charge) said.
'Just as the National Education Policy (NEP) has been a game changer for the education sector, the upcoming National Skill Development and Entrepreneurship Policy will be equally transformative for India's workforce,' he said on Tuesday while addressing the media on 10 years of
Skill India Mission
.
'It will redefine the way we skill, upskill, and reskill our people while preparing them to thrive and lead in an increasingly dynamic global economy,' he said. The ministry has put out the draft policy in public domain for views from the stakeholder.
According to the minister, over the past decade, schemes like the
Pradhan Mantri Kaushal Vikas Yojana
(PMKVY) have trained over 16.4 million youth, while more than 14,500 Industrial Training Institutes (ITIs) have been supported through reforms in quality, governance, and affiliation norms.
Elaborating on the recently approved Rs 60,000 crore ITI revamp scheme, Chaudhary said Rs 10,000 crore will come from the private sector through corporate social responsibility (CSR) contributions.
'We want to move beyond funding. We want the industry to shape the curriculum, certification, and training standards. This is how we create employable youth and make ITIs future-ready,' he said.
Chaudhary said his ministry has de-affiliated 4.5 lakh vacant seats which were vacant over the last six years and similar action is ongoing on over 99,000 more seats that have remained unutilised.
'As a result, In 2024, our ITI admission rate in 2024 increased by 11%, showing that trust is returning to the system,' he said, adding that the government is committed to quality of skills training and not just numbers.
Chaudhary said his ministry is collaborating with states to identify hubs and spoke ITIs to be developed under the Rs 60,000 crore scheme. There will be 200 hub ITIs and 800 spoke ITIs out of the over 3000 government ITIs which will be upgraded under the scheme.

Avinashi road flyover to be ready before August 15: PWD Minister

COIMBATORE: The pending works of the elevated flyover on Avinashi road will be completed before August 15, said EV Velu, State Minister of Public Works Department here on Saturday. The building of subways on the stretch of flyover will be considered, if necessary, after consulting engineers, he further said while addressing the media after inspecting the ongoing works of the Thanthai Periyar Library and Science Centre on the Central Prison grounds in Gandhipuram. The minister made the statement after a reporter pointed out that there has been no work on the subways yet though five subways have been proposed along the 10-kilometre-long stretch for pedestrian safety. Velu said the matter will be considered after the works on the up and down ramps of the flyover are completed. The Rs 1,621.30-crore flyover project, which began in December 2020, is being executed by the Special Projects Wing of the State Highways Department to ease traffic congestion on the busy Avinashi Road stretch between Uppilipalayam and Chinniyampalayam. "The delay in completing the works is due to getting approval from the Railways at Hopes College Junction. The work on one out of the eight down ramp has been hit by a legal hurdle. We are in the process of addressing it legally," the minister clarified. Meanwhile, the works on the Thanthai Periyar Library and Science Centre is in full swing with the district administration and the PWD conducting frequent inspections in a bid to finish them at the earliest. Chief Minister MK Stalin had earlier announced in the State Assembly the facility will be ready before next Pongal, i.e., in January 2026. "Currently, the fifth floor is being constructed, and the sixth and seventh floors will be taken up soon. This is my fifth inspection to ensure the work is being constructed with quality. Works will be carried out as per the schedule. We are considering increasing the seating capacity of the indoor stadium in the library," the minister added.

Kazipet Railway Manufacturing Unit to Begin Production by 2026, Says Ashwini Vaishnaw

'We will start the manufacturing process here in 2026. This factory has big potential; coaches, along with engines, can be manufactured here. Metro can also be manufactured here," Vaishnaw told the media after the meeting. 'It was a big dream of Telangana to have a coach manufacturing unit in Kazipet. PM Modi has made efforts for many years to fulfil this dream. This is a mega factory for manufacturing railway coaches…It is a modern factory. We are using modern technology here. Rs 500 crore is being invested here," he added. Prime Minister Narendra Modi had in July 2023 laid the foundation stone for several crucial infrastructure development projects in Telangana worth around Rs 6,100 crores in Warangal. The development works included 176 km long National Highway Projects worth over Rs 5,550 crores and a Railway Manufacturing Unit in Kazipet to be developed at a cost of over Rs 500 crore.
