Chandigarh: Punjab assembly speaker Kultar Singh Sandhwan Saturday formed a select committee to hold consultations with various stakeholders on the "Prevention of Offences Against Holy Scripture(s) Bill, 2025".
It follows a unanimous resolution passed during the assembly session on July 15. The select committee is mandated to submit its report within six months.
The 15-member panel will be led by former cabinet minister and AAP (Amritsar South) MLA Inderbir Singh Nijjar. The state's advocate general will be an ex-officio member. The panel includes MLAs from the ruling AAP, as well as opposition parties such as Congress, BJP, and SAD.
Among the MLAs nominated to the select committee are Inderbir Singh Nijjar, Ajay Gupta, Amandeep Kaur Arora, Inderjit Kaur Mann, Jagdeep Kamboj, Jangi Lal Mahajan, Tript Rajinder Singh Bajwa, Neena Mittal, Baljinder Kaur, Budh Ram, Bram Shanker Jimpa, Balwinder Singh Dhaliwal, Madan Lal Bagga, Manpreet Singh Ayali, and Mohammad Jamil Ur Rehman.
On July 16, the Punjab assembly referred the anti-sacrilege bill, which proposes life imprisonment and a fine of up to Rs 10 lakh for acts of sacrilege against religious scriptures, to a select committee of legislators for consultation with stakeholders and the general public.

It was also decided that the panel will submit its report within six months.
Under the Bill, a person found guilty of sacrilege could face imprisonment of not less than 10 years, extending to a maximum of life imprisonment, along with a fine of Rs 5 lakh, which can go up to Rs 10 lakh. Anyone who abets such a crime will receive the same punishment.
The proposed legislation aims to safeguard religious and communal harmony and deter sacrilege incidents by imposing severe punishment. It defines "holy scriptures" as sacred texts revered by various religious denominations, specifically listing Sri Guru Granth Sahib (including extracts like Pothis and Gutka Sahib), Srimad Bhagavad Gita, Quran Sharif, and the Holy Bible.
The notification regarding the select committee was issued by the assembly secretariat, and copies have been circulated to all members of the house.

INDIA alliance ended in 2024, kept fighting against each other: Adhikari

Reacting to the Aam Aadmi Party's (AAP) decision to withdraw from the INDIA alliance, Bharatiya Janata Party (BJP) leader and West Bengal Leader of the Opposition, Suvendu Adhikari, stated that the bloc ceased to exist after the 2024 Lok Sabha elections and that its constituent parties continued to contest against each other in every state during the elections. "The INDI alliance was finished in 2024. After they lost in the Lok Sabha elections and PM Modi became the Prime Minister for the third term, that very day, the INDI alliance was finished. They have been fighting against each other in every state during elections..." Adhikari said, speaking to ANI. His remarks came after AAP leader Saurabh Bharadwaj clarified that while the party continues to support and raise key Opposition issues, it is no longer formally a part of the INDIA bloc. Speaking to ANI, Bharadwaj emphasised that even though the party coordinates with other Opposition outfits, it is no longer part of the INDIA alliance. He said, "We raise all issues of the Opposition. But we are not in the INDIA Alliance. When we contested the Lok Sabha elections, we did seat-sharing. After that, the Delhi elections took place, wherein we did not do any seat-sharing. As of now, we raise all issues of the Opposition. We coordinate with all Opposition parties, including the TMC, SP, and other parties. But we are not in the INDIA Alliance." AAP and Congress contested the 2024 Lok Sabha elections together in Delhi under the INDIA alliance banner. However, the two parties fought separately in the Haryana and Delhi Assembly elections. On July 16, AAP MP Sanjay Singh also stated that the INDIA bloc was relevant only until the Lok Sabha elections. "We have clarified our position that the INDIA alliance was there till the Lok Sabha elections. As far as the Parliament is concerned, we have always been opposing all the wrong policies of the government. Currently, the issue for us is the way the homes and shops of people of Bihar, UP and Purvanchal are being bulldozed and destroyed. This is the issue we will raise in Parliament in the context of Delhi," Singh told ANI. "We said that officially, the Aam Aadmi Party is not with the INDIA alliance as of today. Our alliance was for the Lok Sabha elections..." he added. The AAP MP further stated that the party will raise the issue of the alleged demolition of jhuggis in Delhi during the Monsoon Session of Parliament. The Monsoon Session of Parliament will be conducted from July 21 to August 21. Youth of Bihar no longer want speeches, but employment: Rahul Gandhi

Congress leader Rahul Gandhi on Sunday criticised the Nitish Kumar-led BJP government in Bihar, stating that the state's youth no longer want speeches but employment opportunities to secure their future. His remarks came a day after a large crowd gathered at the Maharozgaar Mela (mega employment fair) organised by the Youth Congress in Patna. "The massive crowd at the Mahrozgar Mela is not just a gathering but a message--that the youth of Bihar no longer want speeches, but employment to shape their future. The way the BJP and Nitish government have plunged Bihar into the fire of unemployment, lakhs of youths are forced to migrate for livelihood, leaving behind their village, their family... everything," said Leader of Opposition (LoP) in the Lok Sabha, Gandhi, in a post on X. Emphasising the importance of local job opportunities, Gandhi added that the Congress and the INDIA alliance were focused on finding solutions rather than making empty promises. "The youth of Bihar are hardworking, capable, and talented--they only need local and respectable employment. Now, the beginning of change has arrived. Congress and the INDIA alliance are not just bringing promises, but solutions. Our focus is clear--rights to skills, employment for every youth, stopping migration, keeping every family together," he said. The Youth Congress also posted on X, saying that the turnout at the employment fair reflected the seriousness of the state's unemployment crisis. "After Jaipur and Delhi, this was another effort of ours so that qualified youths could get job opportunities through the employment fair," it said. Meanwhile, Bihar Chief Minister Nitish Kumar recently announced several measures to address public welfare and job creation. On Friday, Kumar said that electricity would be provided free of charge across Bihar. He also mentioned that the government had approved Rs 50,000 crore for 430 new schemes to benefit the people. "During the previous government's tenure, there was no electricity. There was electricity for only eight hours, even in Patna. We managed all of it. Consumers used to pay a significant amount of money for their electricity bills. We have decided that electricity will be provided for free. We will hold a cabinet meeting and will decide on the same today itself," Kumar said, while addressing a gathering in Motihari in the presence of Prime Minister Narendra Modi. He further promised, "We have already given 10 lakh government jobs to youth and are working to provide more. In the coming five years, we will decide on providing jobs to one crore youth." Kumar also announced that the state government would increase the pension amount for differently abled persons, senior citizens, and widows to Rs 1,100 per month.
