Housing, Local Govt Ministry to table amendments to curb public littering
The three Acts are the Street, Drainage and Building Act 1974, the Solid Waste and Public Cleansing Management Act 2007, and the Local Government Act 1976.
Its minister Nga Kor Ming said the amendments would, among other things, pave the way for the introduction of community service orders, as fines under the existing laws are no longer effective in curbing offenders' bad habits.
"The amendments are aimed at addressing the littering of small waste items such as cigarette butts, tissues, plastics, drink cans, food wrappers, and similar items in public spaces and on public roads.
"This step is crucial to nurturing greater civic responsibility, raising public awareness, and fostering a culture of cleanliness.
"Ultimately, it will contribute towards a cleaner and more sustainable Malaysia, ensuring the well-being and comfort of its people," he said in a statement today.
Nga said that on Sept 28 last year, the ministry recorded the collection of 51.9kg of food waste, 64.3kg of paper waste, 127.6kg of plastic waste, and 541 cigarette butts within just 12 hours in the Pasar Seni area during the Malaysia Clean-Up Day Programme.
He added that these figures demonstrate that fines imposed by local authorities are no longer effective in deterring offenders from repeating such misconduct.
"As such, community service orders should be introduced to educate offenders on the importance of maintaining a clean environment and to help reduce environmental pollution," he said.
The amendments will empower courts to order those convicted of such offences to perform community service for up to 12 hours.
Anyone who fails to comply with a community service order will be committing an offence and, upon conviction, may be fined no less than RM2,000 and no more than RM10,000.
"In preparation for Visit Malaysia Year 2026, every Malaysian plays an important role in keeping public spaces clean so that we can leave a positive first impression on foreign tourists," he said.

No-confidence motion? Speaker says wait until tomorrow
KUALA LUMPUR: Dewan Rakyat Speaker Tan Sri Johari Abdul has remained tight-lipped when asked whether his office has received any motion of no confidence against Prime Minister Datuk Seri Anwar Ibrahim ahead of the Parliament sitting, which starts tomorrow. "Wait for tomorrow, thank you," he said briefly when contacted today. According to tomorrow's Order Paper published on the Parliament's website, no such motion has been submitted by any members of parliament, particularly from the opposition bloc. The Dewan Rakyat sitting, which starts tomorrow and runs until Aug 28, is expected to continue into the evenings, with the main focus on the tabling of the 13th Malaysia Plan. The call for the opposition to table a no-confidence motion against the Prime Minister was made yesterday by Datuk Seri Anwar Ibrahim, who is also the Finance Minister. This was in response to efforts by the opposition to organise a rally scheduled for this Saturday, demanding his resignation. For the record, a confidence motion in support of the Prime Minister was previously tabled in the Dewan Rakyat on Dec 19, 2022, after Anwar was appointed to lead the government following the 15th General Election (GE15). At the time, the motion was passed via a voice vote after it was tabled by Deputy Prime Minister Datuk Seri Fadillah Yusof and seconded by his counterpart Datuk Seri Dr Ahmad Zahid Hamidi, before being debated by 12 MPs from both the government and opposition blocs. Meanwhile, acting Kuala Lumpur police chief Datuk Mohamed Usuf Jan Mohamad previously said police expect between 10,000 and 15,000 people to participate in the Himpunan Turun Anwar rally scheduled for July 26.

Nga: Housing reform among key pillars of 13MP
KUALA LUMPUR: Housing reform will be one of the main pillars of the 13th Malaysia Plan (13MP), which will be tabled by Prime Minister Datuk Seri Anwar Ibrahim in Parliament on July 31. Housing and Local Government Minister Nga Kor Ming said the Madani government is committed to introducing comprehensive reforms aimed at improving housing affordability, accessibility, and sustainability for all Malaysians. "What I can share is that one of the main pillars of the 13MP is housing reform," he said, without revealing details on the reform. He said this after a walkabout in the city held in conjunction with the launch of Kuala Lumpur Architecture Week 2025 today. The 13MP, which sets the direction for the country's development from 2026 to 2030, is the first by the Madani government under Anwar's administration as the country's tenth prime minister. Meanwhile, when asked about Anwar's call for every new housing project to be comprehensively planned, complete with facilities such as schools, preschools and nurseries, Nga said; "It shows that the prime minister has always been committed and attentive in giving special attention to housing matters." Speaking at the Groundbreaking Ceremony and Launch of the SkyWorld Pearlmont Rumah Bakat Madani project in Penang yesterday, Anwar said the government will not approve any housing project that does not meet these basic needs. Nga added the Rumah Bakat Madani project in Penang, the largest affordable housing initiative to date, reflects the government's strong dedication to enhancing the wellbeing of the people and expanding access to home ownership. The project consists of 900-square-foot freehold condominiums, with each unit will come with modern features and access to shared facilities such as a swimming pool, gym, sports courts, multipurpose hall, surau, kindergarten, food stalls, children's playground, central park and a vertical school.
