Surcharge ban a win for consumers but will it save them money?

But will it ultimately save shoppers money? This is the question, after the Government revealed its proposed surcharge ban this week.
The Retail Payment System (Ban on Surcharges) Amendment Bill is expected to be introduced by the year's end, and the change made by May.
The proposed ban follows the Commerce Commission's decision to reduce bank interchange fees that businesses pay to accept credit card payments. This change is expected to save businesses about $90 million a year.
Surcharges at the till allow businesses to recoup additional costs associated with providing certain payment methods, such as credit cards and contactless.
New Zealanders are paying up to $150m in surcharges every year. The Government says this includes excessive surcharges of up to $65m.
Commerce and Consumer Affairs Minister Scott Simpson describes them as 'a hassle and an unwelcome surprise' for shoppers at the till, and says consumers will be able to 'shop with confidence knowing how much they will pay for their purchases'.
The Commerce Commission will oversee enforcement. Consumers will be entitled to a refund if a business applies a surcharge.
Consumer NZ welcomes the change, describing it as 'a no-brainer'.
Retail NZ chief executive Carolyn Young is pleased changes are being made but warns that retailers will continue to face costs to accept debit and credit card payments and 'these costs will likely be added to product prices in future'.
Hospitality New Zealand agrees, saying the move could result in higher prices because margins are tight.
There was strong criticism from Dairy and Business Owners Group chair Ankit Bansal, who argues the proposed changes unfairly target small retailers instead of fixing the real problem – the banks.
'The reality is that large retailers enjoy significantly lower banking fees, while small businesses – with no power to negotiate – are left paying inflated rates.'
The Government deserves praise for tackling the wider issue of costs associated with people using certain credit cards and contactless cards in shops.
The reduction in interchange fees will help businesses. The surcharge ban will be positive for consumers and mean a more transparent process.
But it's a fair bet that most businesses, especially those under pressure, will be unable to absorb any extra cost.
Some consumers may well ultimately end up paying higher product prices at the till to compensate.

Opinion: NCEA isn't perfect but New Zealand shouldn't forget why it was introduced in the first place

The reforms are meant to address long-standing concerns over how students accumulate credits to complete their qualifications. With the NCEA, students can opt out of assessments, including final exams, once they have accumulated enough credits. But as the Government seeks to address the 'gaming' of the system, it shouldn't lose sight of why the NCEA was introduced in the first place – and who it was designed to help. While the system has its flaws, a return to an exam-based model may not make the grade either. Addressing uneven achievement The NCEA was introduced between 2002 and 2004 to replace the School Certificate, Sixth Form Certificate and Bursary qualifications. Its aim was to broaden educational success, recognising diverse forms of learning as legitimate. The previous qualifications primarily valued traditional academic subjects because those were, in large part, the only ones available for assessment. The NCEA represented a shift away from viewing vocational learning – for example, in trades or creative subjects – as less valuable and not a viable path to formal qualifications. It also marked a departure from 'norms'-based assessment, which scaled student results to fit predetermined pass and fail rates. In contrast, NCEA was 'standards'-based: if a student could demonstrate the required skills or knowledge, they received the credits. But since the early days of the NCEA, there have been concerns students could achieve the qualifications without really having gained an adequate education. The flexibility of the NCEA – allowing schools, teachers and students to tailor learning pathways – is both its greatest strength and its greatest weakness. It has been criticised for being confusing, inconsistent and lacking credibility. Last year, Mike Grimshaw, an associate professor of sociology at Canterbury University, raised concerns that students were entering university 'functionally illiterate'. He said New Zealand was 'under-educating but over-qualifying'. Concerns such as this over the NCEA have fuelled repeated calls for reform. Whiplash for schools While few dispute changes are needed, the scale and pace of the Government's proposals are another matter. Schools have already contended with numerous policy shifts under this Government, including rapid curriculum changes and new assessments in primary and secondary schools. Now they are being told the entire NCEA framework will be replaced. The sheer volume and speed of these changes puts significant pressure on teachers. This is not the only concern. Under the NCEA, a Year 12 student who worries they might fail the calculus 'standard' can still do maths, knowing they have the option not to sit the calculus exam. Under the new system, this sort of flexibility disappears. Students will either take Year 12 mathematics – or they will not. This inflexibility raises the stakes. It may deter students from taking certain subjects altogether for fear of failure. The renewed emphasis on exams is also problematic. Research has shown exam outcomes can be influenced by gender, anxiety and even personal circumstances on exam day. In other words, exams are not necessarily the 'credible' measure of learning they are made out to be. There are also important questions that the Government's policy consultation proposal does not answer. What are the options for a student who fails the certificate on their first attempt? Will schools still be able to tailor internal assessments to suit their students? Room for some optimism There are, however, reasons for cautious optimism. The Government has promised to retain the NCEA standards-based approach. Preserving the integrity of whole subjects means students are more likely to learn topics, such as algebra, that keep academic options open but are often left out in the NCEA. But this will come at a cost. The stakes will feel higher and students will face greater pressure to succeed. The NCEA delivered on the promise that we shouldn't automatically assume half of our population will fail. Over the past two decades, more young people have left school with qualifications. But did they learn more? That remains an open question. The new system will likely bring consistency and arguably credibility to high school qualifications. Meet the record-breaking 16 candidates vying to lead Ōtepoti. An impressive 16 citizens have put themselves forward to become mayor of Dunedin, proudly bucking the national trend of New Zealanders not giving a shit about local body politics. It's a record number of candidates (up from 11 in 2022) for Dunedin and the biggest mayoral race in the country this year, doubling Christchurch's measly eight candidates and comfortably beating Auckland, Wellington and Hamilton, who each have 12. Great work, Dunedin, but also, calm down, Dunedin! What makes the job of mayor the hottest gig in town, and more importantly, why don't all of these mayoral candidates have websites promoting their campaigns? Here's a quick rundown of the 16 contenders, from the candidate who wants to reset the city like it's a computer to the candidate who really, truly, lives in a castle. Lync Aronson Independent candidate Aronson says he has quit his job to 'dedicate himself full-time to fighting our city's future'. He's campaigning for a fully funded city council, lower rates, better services with AI and real community investment, and promises a 'practical, hands-on approach'. Sophie Barker Barker has been a city councillor since 2019 and previously ran for mayor in 2022. Her goal is to make Dunedin the most liveable city in New Zealand, focusing on transformation, liveability and partnerships. Barker was deputy mayor in 2022-23 before resigning due to difficulties working with current mayor Jules Radich, and – after she was recently endorsed by two of his former Team Dunedin allies – looks to be Radich's strongest competition. She's probably the only mayoral candidate to have grown up in a castle, her family having owned Larnach Castle since 1967. Doug Hall Hall runs a local IT business. 'I've spent all my life troubleshooting computer problems, and I would like to think that I'll be able to use those skills to troubleshoot Dunedin's Problems, and to reboot the city,' his campaign website says. Just turn it off and on again, surely? Carmen Houlahan A Dunedin city councillor since 2019, Houlahan was censured for breaching the council's code of conduct in 2023 after repeatedly calling and messaging Sophie Barker, who had laid a complaint against Radich. A former journalist and arts publicist, Houlahan previously ran for mayor in 2022. She wants to see strengthened relationships between the council, University of Otago, mana whenua and the business sector, and wants the city to be vibrant and affordable. Marie Laufiso Laufiso became a city councillor in 2016, making her Dunedin's first ever Pasifika councillor. Laufiso is standing for mayor under the 'Building Kotahitaka' ticket, and wants to advocate for the interests of Dunedin's most vulnerable and at-risk communities and families. 'I'm interested in out-of-the-box solutions and approaches,' she told the Otago Daily Times. Lianna MacFarlane There's little online about MacFarlane's campaign, other than her hypnotherapy and life-coaching business website which reveals she has 'a 25+ year history in natural health, relationship counselling and finance'. Mandy Mayhem A former circus ringleader, Mayhem served on the Waitati Community Board for six years before becoming a Dunedin city councillor in 2022. Mayhem wants to build a welcoming, inclusive and accessible city where all residents feel valued and listened to. She also has a black belt in taekwondo and a great hat game. David Milne Company director Milne ran for mayor in 2022, but there's no information online about his current campaign. Thus, we must rely on Toby Manhire's description of him from a mayoral debate about the arts held three years ago: 'David Milne was upbeat, bushy-tailed and at times looked as if he'd accidentally walked into the room, like the guy who was mistakenly put in a live BBC studio to talk about a legal battle in the music industry. 'I love acting,' Milne said. 'I love actors. So I've got a lot of great ideas for what you want.'' Flynn (Nisvett) Nisbett With Mayhem's ringmaster pōtae and Nisvett's silly hat, could this be the great hat vote-off Dunedin has been waiting for? Nisvett – the leader ('king') of the Aotearoa New Zealand Silly Hat Party – mostly wants to make Dunedin warm. 'I refuse to believe Dunedin needs to be this cold all of the time. Sometimes it's okay, but it never suits the people who live here and we've had enough,' Nisvett says. Benedict Ong Ong is a former international banker who recently returned to his birthplace of Dunedin. He promises bold economic leadership to increase jobs and wages, as well as no rate rises thanks to a 'first-of-its-kind financial innovation' that draws on his global corporate financial expertise. Jules Radich The incumbent. Radich was elected as mayor in 2022 with a significant majority, and says his first term has been defined by a focus on practical skills. His critics would say his first term has been marred by controversy (see Sophie Barker above), and his campaign statement that he 'didn't hesitate to push back' against government cuts to the New Dunedin Hospital was quickly disputed by several councillors. Radich says he's standing again for mayor because he has unfinished business, and his priorities involve strengthening Dunedin's sustainability and fostering growth. Zenith Rose-Wills Climate activist Rose-Wills is also known as Ruthven Allimrac, and is standing for The Radical Action Faction. Andrew Simms Car salesman Simms leads the well-organised Future Dunedin ticket, which includes eight candidates standing for council and advocates for 14 different priorities from lowering rates to heritage to supporting Dunedin railways. While he doesn't have city council experience, Simms is the current chair of the Mosgiel-Taieri community board. Pamela Taylor Conspiracy theorist Taylor ran for mayor in 2022. Mickey Treadwell More Reading Treadwell is a video game programmer and a part-time lecturer, and is standing on a Green Party ticket. Treadwell wants to build the city's long-term resilience against climate change and an unstable international economy. Lee Vandervis 2025 marks Vandervis's eighth attempt at being elected mayor of Dunedin. He's been a city councillor since 2004 and has had a contentious time around the council table, including taking the Dunedin City Council to the Supreme Court over a $12 parking ticket and calling a mural designed by local school children ' woke' and full of 'crass ideology '. His mayoral plans to control rates, debt and bureaucracy include cancelling carbon zero and cycleway spending budgets.
