ED files chargesheet against ex UCO Bank CMD Goel; attaches Rs 106-cr assets
Goel was arrested by the federal probe agency in May from his home in Delhi in an alleged bank loan fraud case of more than Rs 6,200 crore linked to a Kolkata-based TMT bars supplying company named Concast Steel & Power Ltd. (CSPL).
He is currently lodged in a Kolkata jail under judicial custody Movable and immovable assets of Goel worth Rs 106.36 crore were attached as part of a provisional order issued under the Prevention of Money Laundering Act (PMLA) on July 9, the agency said in a statement.
It added that a fresh chargesheet was also filed before a special PMLA court in Kolkata on July 11, and Goel, his family members, close aides and related companies have been named as accused.
The former UCO Bank boss was arrested for playing a 'substantial" role in sanctioning loans of more than Rs 1,460 crore to CSPL, which later on turned into an NPA (non-performing asset).
'In lieu of sanctioning loans to CSPL, Goel received substantial illegal gratifications in the form of cash, immovable properties, luxury goods and services routed through a web of shell companies," the ED said.
A Chartered Accountant (CA) named Anant Kumar Agarwal, an alleged close associate of Goel, was also arrested by the agency in June for 'facilitating accommodation entries, managing shell entities, and routing illegally acquired cash." Agarwal, too, is lodged in jail at present.
With the latest attachment, the total freezing of assets in the case stands at Rs 612.71 crore, according to the ED. PTI NES RHL

Bustling markets ahead of Sravana Lakshmi Puja
Vizianagaram: Markets across the city witnessed heavy crowds and soaring prices on the eve of Sravana Lakshmi Puja, observed on Friday as part of the Varalakshmi Vratam celebrations. Devotees thronged shops and stalls to purchase pooja items, creating a festive and chaotic atmosphere in both traditional marketplaces and residential areas. Pooja essentials like betel leaves, areca nuts, flowers, and coconuts have seen an unprecedented surge in prices. A single coconut, which usually costs Rs 30, is now selling for over Rs 50. Sampangi flowers, priced at four for Rs 10, highlight the inflation clearly. Betel leaves, typically ₹25 for a bundle of 100, are now being sold at Rs 1 per leaf. Fruit prices have also skyrocketed, making them unaffordable for many middle-class families. Besides the main market areas, makeshift stalls have popped up across residential neighborhoods, as small vendors seize the opportunity to cash in on the demand. Sravana Fridays hold religious significance for women, who traditionally perform Lakshmi Puja seeking prosperity and family well-being. Vendors, taking advantage of this sentiment, have hiked prices across the board, yet women shoppers have little choice but to go ahead with the purchases to make arrangements for the auspicious ritual. The surge in demand isn't limited to puja items alone. Saree shops, textile stores, and branded malls are witnessing a shopping frensy. The Sri Balaji Textile Market and several local saree outlets have reported brisk sales, especially in sarees and matching blouse pieces. Adding to the festive spending, gold jewellery sales have also seen a spike. Despite a slight slowdown in the real estate sector, women are diverting their savings—especially from schemes and savings plans—towards gold purchases, reaffirming gold's status as a preferred investment during auspicious occasions. After weeks of dull activity, the Sravana Lakshmi festival has brought new vibrancy and economic buzz to the city markets. K Anjali, resident of Balajinagar said that it's compulsion to purchase the pooja items at any cost to offer the goddess.

Tribal welfare engineer-in-chief caught accepting Rs. 25 L bribe
Vijayawada: The Anti-Corruption Bureau (ACB) on Thursday arrested Sabbavarapu Srinivas, the engineer-in-chief of the tribal welfare department, for allegedly demanding accepting a bribe of Rs 25 lakh from a contractor. The arrest was made at his office in Vijayawada after the contractor, Chekuri Krishnamraju, filed a complaint. Krishnamraju, the managing partner of Sri Satya Sai Constructions in Visakhapatnam, had been executing contract work for the tribal welfare department across several districts in the state, including Alluri Sitaramaraju, Parvathipuram Manyam, and Srikakulam. A significant amount was pending for 'deviation contract works,' and to clear these bills, Srinivas reportedly demanded a bribe of Rs 5 crore. After the contractor stated his unwillingness to pay such a large sum, the official lowered the initial demand to Rs. 25 lakh. Unwilling to pay the bribe, Krishnamraju lodged a complaint with the ACB in Vijayawada. Following the complaint, the ACB registered a case. ACB personnel then caught Srinivas red-handed while he was accepting the bribe. He is scheduled to be produced before the ACB Court in Vijayawada. This isn't the first time Srinivas has faced corruption charges. While serving as an assistant executive engineer in Visakhapatnam in 2001, he was investigated by the ACB for allegedly amassing assets disproportionate to his known sources of income. The case led to a departmental proceeding that is still ongoing. In 2014, as an executive engineer in Seethampeta, Srikakulam district, he was also accused of demanding a bribe to clear a contractor's bills. While only a junior assistant was caught in that instance, departmental proceedings are still underway against Srinivas in connection with that case as well. The ACB has stated it has received several other complaints about the officer's corrupt practices. The ACB has urged citizens to report any instances of corruption they encounter in state government offices. Complaints can be filed at a local ACB office, or by contacting them through the toll-free number 1064, mobile number 94404 40057, or by emailing [email protected].

Kaleshwaram Lift Irrigation Project: Ghose panel digs up Rs 612-cr excess payments to L&T, others
Hyderabad: The PC Ghose Commission of Inquiry into the allegations of corruption and irregularities in the construction of the Kaleshwaram Lift Irrigation Project has dug up massive financial and other misdeeds in the execution of the project. In its 650-page report submitted to the state government recently, the Commission has brought to light undue financial favours as well as excess payments to the contracting agencies involved in the construction of the barrages under the Kaleshwaram project. "Post-tender inclusion of price adjustment clauses in five agreements led to an avoidable payment of price escalation of Rs. 1,342.48 crore. Other inflated rates, undue benefits/excess payments to contractors, including L&T company, amounted to Rs. 612.51 crore", the report said. The L&T company, which constructed the Medigadda barrage, could be the big beneficiary of the excess payments from the state government. The Commission took serious note of the excess payments to the contract agencies and recommended the government to go for a financial investigation into the matter of raising loans by the Kaleshwaram Irrigation Project Corporation Limited (KIPCL) and disbursing the same and the ultimate beneficiary. It suggested to the government to also go for a deep, critical and objective study in respect of observance or otherwise of the exact rules and laws in the matter of off-budget borrowings by the State and KIPCL for construction of the three barrages - Medigadda, Sundilla and Annaram. The procedure adopted for processing and scrutiny of the bills submitted by the agencies (including regarding price adjustment) must also to be investigated in depth, it suggested. The Ghose Commission report included an incisive analysis of the escalation of the project cost from Rs 38,500 crore to Rs 71,436 crore for Kaleshwaram (as per CM's letter in 2016), and later saw revised administrative approvals totaling over Rs.1,10,248.48 crore by March 2022. The Commission also pointed to the Expert Committee's view that shifting of the project from Tummidihetti to Medigadda would render 'approximately Rs. 6,000 crore' of work already done as 'infructuous', plus an additional Rs. 1,500 crore for tunnel lining/filling, and extra land acquisition cost. The report pegged the burden of Off-Budget Borrowings (OBBs) by the KIPCL with state government guarantees at Rs. 87,449.15 crore (as of March 2022). The Commission observed that the burden of repayment of the loan and interest is likely to fall on the State Budget. As of September 2024, Rs 29,737.06 crore had been paid towards the principal and interest. The balance principal is Rs. 64,212.78 crore, with approximate additional interest payable being Rs. 41,638 crore. The Commission pointed out that the loans were diverted/transferred to the government (Rs. 1,690.09 crore) and used for margin money (Rs. 4,011.52 crore), incurring additional interest burdens.
