Stricter rules & longer waits: Fewer getting driving licences

Thiruvananthapuram: The number of driving licences issued in Thiruvananthapuram district has seen a sharp and consistent decline over the past four years, largely due to the implementation of stricter rules and improved testing protocols.
This downward trend is also prompting many applicants to cross the border to obtain their licences from places like Nagercoil in Tamil Nadu, where procedures are reportedly simpler.
According to data from the motor vehicles department, the number of licences issued in the district dropped from 74,038 in 2021–22 to 67,207 in 2022–23, marking a 9.2% decrease. The figure fell further to 57,840 in 2023–24 and plunged to just 37,638 in 2024–25 — a 34.9% drop from the previous year and a cumulative decline of 49.2% from 2021–22.
Officials said changes in testing strategy are behind the trend. "The number of daily slots for driving tests at each RTO was reduced from 180 to 120 to focus on achieving greater perfection in driving," explained an officer at the Thiruvananthapuram RTO. "Consequently, the pass percentage has dropped from 80-85% to below 50% with the implementation of stricter rules. This has resulted in longer waiting periods for applicants and a lower probability of passing, compelling many to travel to the Nagercoil RTO to obtain a license more easily.

Though exact numbers are unavailable, Nagercoil RTO officials said there has been a noticeable rise in applications from Thiruvananthapuram. Officials in Thiruvananthapuram also confirmed the trend.
In 2023–24, the revenue from driving licences stood at over Rs 10 crore, but it dropped to under Rs 9 crore in 2024–25. Applications, too, fell to 75,276 last year, down from over one lakh in the previous year.
Amal Mahesh, a 20-year-old resident of Kunnukuzhy, is among those who opted to go to Tamil Nadu. "I failed the driving test four times here, and each time I had to wait for months and pay extra to reschedule. At Nagercoil, I got my licence within two months without much trouble," he said.

Vijayawada: The state govt is likely to give life tax exemption for tourism caravan vehicles to encourage their registration exclusively in Andhra Pradesh under the new 'caravan tourism policy' which is expected to be unveiled soon. Apparently, the life tax exemption would be provided to the first 10 or 20 caravans. According to the tourism department officials, the base variant of a caravan vehicle is pegged at around Rs 1 crore, while the cost of high-end models run into multiple crores depending on their specifications and bespoke customisations opted by the operators. "As per the existing life tax rates, i.e., five percent in AP, a caravan owner needs to pay Rs 5 lakh as life tax while registering the vehicle with the transport department. Accordingly, the tourism department believes the caravan operators can save an average of Rs 10 lakh on life tax, following their exemption, collected during the vehicle registration with the transport department," a senior tourism department official said. The official said that the decision aims to encourage more number of operators to register new caravan vehicles in state. "Chief minister N Chandrababu Naidu launched a caravan vehicle at the tourism conclave organised recently by the tourism department. However, the caravan flagged off by the chief minister on a trial basis, belonging to the Hyderabad-based Luxe Caravans, was a Telangana-registered vehicle," the official mentioned. After rolling out the new policy, the govt aims to see caravans registered with the AP transport department plying on AP roads rather than those registered in the neighbouring states, he added. The maximum speed of this tank is 75 to 80 kilometres per hour, and its range is 500 kilometres. The weight of this tank is 55 tonnes, and its cost is around Rs 30 to 42 crore. Tesla recently began its operations in India with the launch of the first showroom in Mumbai. While the brand prepares to expand its presence in the country with the inauguration of the second showroom in Delhi, the US-based brand is preparing to launch its first supercharger in the country. This Tesla Charging Station will be in One BKC, Mumbai, on August 4, 2025. The Tesla Charging Station in Mumbai will have four V4 Supercharging Stalls, i.e., DC Chargers, along with four Destination Charging Stalls, i.e., AC chargers. With these units in place, the Supercharging stalls over peak charging speed of 250 kW for a price of Rs 24/kW and Rs 11/kW for 11 kW of charging speed. The initial pricing for the RWD model stands at Rs 59.89 lakh, while the long-range variant is set at Rs 67.89 lakh. Consequently, the total on-road cost for the RWD version amounts to Rs 61.07 lakh, whereas the long-range version's on-road price is Rs 69.15 lakh. In India, the rear-wheel drive variant of the Tesla Model Y can be purchased with either a 60 kWh battery or a larger 75 kWh battery pack. This RWD model features a single electric motor that produces roughly 295 hp. Additionally, the 60 kWh battery is claimed to have a WLTP range of 500 km when fully charged, while the long-range version is reported to offer a range of 622 km.
