Two Palestinian Authority Police Officers, Trained At Qatar Police Academy, Perpetrated A Stabbing And Shooting Attack In Which An Israeli Was Murdered

Memri5 days ago
On July 10, 2025, two Palestinian Authority (PA) police officers who had been trained at the Qatar Police College carried out a combined shooting and stabbing attack at Gush Etzion junction, killing Israeli security guard Shalev Zvuluny. The two, Mahmoud Abed and Malik Salem, were also members of the Al-Aqsa Martyrs Brigades militia, which is affiliated with the Fatah movement, headed by PA President Mahmoud Abbas. Abed and Salem join a series of PA security forces members who were also members of Palestinian terror organizations and perpetrated attacks against Israelis (See MEMRI Inquiry & Analysis Series No. 1760 - The Involvement Of Palestinian Authority Security Forces In Terror Attacks Against Israel – April 18, 2024)
The official PA media, as is its custom, did not acknowledge the officers' involvement in terrorist activity. The PA news agency WAFA reported that two "young men" were "martyred" after being shot by the IDF, and that the "occupation army" claimed they had carried out an attack.[1] The incident was presented in this manner even though the Al-Aqsa Martyrs Brigades issued an announcement claiming responsibility for the attack. The announcement identified the two terrorists as members of the Brigades, and stated that they had carried out the attack as part of "the Al-Aqsa Flood," i.e., the campaign launched by Hamas against Israel on October 7, 2023.[2] Moreover, Fatah posted death notices for the two terrorists, which praised them and featured photos of them wearing PA police uniforms.[3]
It should be noted that the two officers were trained at the Qatar Police College. Qatar – which encourages terror against Israel and worldwide – routinely provides training to Palestinian security personnel, not only from the PA but also from the Hamas terror organization. Many officers of Hamas' police force in Gaza were likewise trained at this college (See MEMRI Special Dispatch No. 11111 - Officers Of Hamas Security Apparatuses Trained In Qatar – February 1, 2024).[4]
Death notices issued by Fatah for the two terrorists: The movement ushers them to their "nuptials" (with the 72 virgins of Paradise)[5]
The following are some of the details that were posted about the two terrorists on social media but were not reported by the PA.
The PA Presents The Two Terrorists As Innocent Young Men, While Fatah Describes Them As Self-Sacrificing Heroes Who Carried Out "An Operation Against the Zionist Enemy Forces"
As stated, the PA news agency did not report the attack perpetrated by Mahmoud Abed and Malik Salem as a fact, but claimed that "two young men had been martyred after being shot by the Israeli army" and that, according to the "occupation army," the two had carried out a shooting. The report was accompanied by photos of Abed and Malik in civilian clothing, to obfuscate their identity as members of the PA security forces.[6]
The WAFA report shows the two in civilian clothing
However, the Fatah movement, which is the PA's ruling party, posted death notices that described the two as "martyred heroes" who had "ascended to heaven."[7] The message that accompanied these notices on Fatah's official X account said: "The Fatah movement welcomes the fida'i [i.e., self-sacrifice] operation [carried out] in the northern Hebron [governorate], and stresses that the settler hordes will witness the might of our fighters in the West Bank when they [encounter] death, shootings and gunpowder. [It also stresses] that the flame of the fida'iyoun [self-sacrificing fighters] of the Al-Aqsa [Martyrs] Brigades will not be extinguished as long as the occupier remains on our land and persists in aggression against our people."[8]

Other posts on Fatah's X account also praised the two terrorists. For example, one stated that "glory bends its knee to you," and another called Mahmoud Abed a "martyred hero."

An announcement issued by the Fatah-associated Al-Aqsa Martyrs Brigades[9] said: "The Al-Aqsa Martyrs Brigades claim responsibility for the Hebron combined [shooting and stabbing] attack, in which a Zionist security guard was killed… The fighters of the Al-Aqsa Martyrs Brigades continue their heroic operations against the Zionist enemy forces as part of the Al-Aqsa Flood war… As part of the Al-Aqsa Martyrs Brigade's response to the occupation's ongoing aggression, this afternoon our fighters carried out… a heroic combined [shooting and stabbing] attack, in which they managed to seize the weapon of a security guard after they stabbed him and killed him. Then they confronted the enemy forces in the Gush Etzion settlement and shot at those present. [Their goal was] to reach heaven. The heroes who carried out this operation were the self-sacrificing hero Mahmoud Yousuf Muhammad Abed (23) [and] the self-sacrificing hero Malik Ibrahim Abd Al-Jabbar Salem (23)…"[10]

The Terrorists Trained At The Qatar Police College
As mentioned, the two terrorists received training at the Qatar Police College, as evident from their Facebook accounts. They both listed the Qatari capital, Doha, as their place of residence. Abed also shared a photo of the college insignia, and Salem explicitly stated that he was a graduate of the college. It should be noted that this college has also trained police officers for Hamas.[11]

Clashes continue in Suwayda, death toll passes 900: Watchdog

Also in Syria Syrian president confirms truce as state forces enter Suwayda US announces Israel-Syria ceasefire following deadly clashes in Suwayda Syria to deploy 'specialized force' to end Suwayda clashes Damascus denies forces re-entered Druze area A+ A- ERBIL, Kurdistan Region - Clashes have continued between Druze fighters and tribal groups in Syria's southern province of Suwayda, pushing the death toll to over 900 despite an internationally sponsored ceasefire announced earlier in the day, a watchdog stated on Saturday. There are 'renewed clashes in the western neighbourhoods of Al-Suwaidaa city between tribesmen and local gunmen from the Druze community following the breach of the international-sponsored ceasefire agreement which was reached today,' stated the UK-based Syrian Observatory for Human Rights (SOHR). 'The number of fatalities in armed clashes, exchange of bombardment, extrajudicial executions and Israeli airstrikes in different Syrian provinces… has increased to 940,' the monitor stated. The violence between armed Druze groups and Bedouin tribes began on Sunday. On Saturday morning, Washington's Special Envoy for Syria Tom Barrack announced that the United States had brokered a ceasefire between Israel and Syria. Israel has come out in support of the Druze and hit several targets, including Syrian state forces and an airstrike on the building of the defence ministry in Damascus. Syria's interim President Ahmed al-Sharaa confirmed the agreement that includes the deployment of state security forces to Suwayda. Government forces had pulled out of the province on Wednesday. Mazloum Abdi, commander of the Kurdish-led Syrian Democratic Forces (SDF) that controls the northeast of the country (known to Kurds as Rojava), praised the efforts that led to a ceasefire, describing them as vital steps 'in support of civil peace.' Elham Ahmed, co-chair of Rojava's Foreign Relations Office, in a post on X on Saturday, expressed concern over the worsening humanitarian situation in Suwayda, where civilians, she said, 'face severe hardship due to siege and deteriorating conditions.' She said the Rojava administration is ready to open a humanitarian corridor to Suwayda. Opening humanitarian corridors is part of the ceasefire agreement, Syrian Information Minister Hamza al-Mustafa said on Saturday. The ceasefire plan, according to the minister, consists of three phases: the initial deployment of internal security forces to de-escalate clashes and secure key routes, followed by the opening of humanitarian corridors between Daraa and Suwayda to allow the evacuation of civilians and wounded, and finally, the gradual reactivation of state institutions and full restoration of law and order. 'This is the path Suwayda needs after months of tension and exhaustion,' Mustafa said.

Syrian Minister: Suwayda agreement could lead to political solution

Shafaq News – Damascus Syrian Information Minister Hamza al-Mustafa said Saturday that a new agreement reached in the southern province of Suwayda offers an opening for political dialogue and a way out of the recent unrest. Speaking at a press conference in Damascus, al-Mustafa said the deal would be implemented in phases, describing the current period as a 'sensitive transitional phase.' He added that the government is working to open humanitarian corridors between Suwayda and the neighboring Daraa province to facilitate aid delivery. The remarks follow an announcement by the Syrian presidency of a 'complete and immediate' ceasefire in Suwayda, where deadly clashes in recent days left at least 900 deaths. The presidency warned that any breach of the truce would be treated as a violation of national sovereignty and prosecuted accordingly. However, fighting resumed just hours after the announcement. Al-Mustafa criticized a recent statement from the Druze religious leadership, saying its wording 'encourages displacement' and accused senior Druze cleric Sheikh Hikmat al-Hijri of using language that invites foreign intervention. 'The presence of the state in Suwayda is the solution, not the problem,' he said, asserting that the Syrian government remains committed to protecting all its citizens. He acknowledged that some violations had occurred in recent weeks but government forces had also been attacked in multiple ambushes, prompting a wider security response. 'A group inside Suwayda has claimed the state is the source of the crisis, but we affirm the state's role in providing essential services and ensuring a normal life for residents,' he added. A government emergency committee comprising several ministries and agencies has been formed to oversee the delivery of humanitarian and medical assistance in affected areas.

Muqtada al-Sadr signals return to Iraqi politics

Shafaq News – Baghdad The Iraqi Patriotic Shiite Movement, led by Muqtada al-Sadr, is seriously considering participation in the upcoming 11 November parliamentary elections, a senior official from the movement revealed on Saturday. The figure, speaking to Shafaq News on condition of anonymity, cited al-Sadr's recent tweet—'We elect the lamp of guidance, and board the ship of salvation'—as more than symbolic. 'This tweet marks a clear turning point, reflecting renewed momentum in our commitment to addressing the concerns of the Iraqi people,' he explained, emphasizing the movement's ongoing opposition to corruption, foreign influence, and sectarian governance. While participation in the elections is under active consideration, any decision will be based on a comprehensive national reform vision that prioritizes public interest over factional gains. 'Our goal is not to seek power for its own sake, but to advance a national project that restores dignity to the people and strengthens the legitimacy of the state,' the official added. A final announcement is reportedly expected within days. In Iraq's 2021 parliamentary elections, al-Sadr's bloc secured 73 seats, becoming the largest parliamentary group. However, in 2022, he unexpectedly withdrew from political participation over corruption allegations. Observers note that a potential return could disrupt current political calculations and even affect the timing of the upcoming vote.
