
Stress 'a major feature' as West Lothian council sickness rate rises
Stress has been highlighted as a major factor in a continued rise in sickness absence at West Lothian Council.
More than 1,000 employees were off long term, councillors heard.
The services hit most by absence, both long and short term, are Education, Housing, Customer and Building Services and Operational Services.
The fewest absences were in the Planning , Economic Development and Regeneration team.
In a report to the Corporate Policy and Resources PDSP committee Claire Wallace, HR Services Manager, said: 'Absence rates for the Council in 2024/25 have seen an increase in comparison to 2023/24.
'Stress continues to be the highest contributor to levels of sickness absence across the council and the focus will continue to be on targeting support at those service areas reporting high levels of stress related absence.'
Long term absence accounted for 66% of sick days in Education last year, with 502 employees off for more than four weeks.
In Housing, Customer and Building Services the numbers off long term last year were 182 and in Operational Services, which includes waste services, it was 450.
The committee heard that mental and behavioural reasons accounted for a third of all days- 43,826- lost to sickness absence last year.
Musculoskeletal is the next biggest reason for absences followed by Infection and accident.
Following an established pattern personal stress accounted for the largest single number of days lost, followed by work place stress and anxiety.
The Corporate Policy and Resources PDSP heard that the council's occupational health service provision is currently out for tender with a provider set to be named in the Autumn.
SNP group leader, Councillor Janet Campbell asked : 'In terms of long term sickness rates for stress, both personal and work place, what steps do we take as an employer to support staff who experience these illnesses?
Ms Wallace said: 'We have a strategy which looks at the four pillars of well being one of those in mental well being and underneath that pillar there's a ranges of resources available including things such the employee assistance programme which is access to confidential counselling service but also advice on other factors that might be causing the stress such as financial, family or relationship issues.
'In some services we have deployed the Health and Safety Executive's Stress Toolkit to carry out stress audits we did recently in one service and plan to carry it out in others.'
Ms Wallace said Human Resources could also signpost staff to mental health support groups.
The report to committee detailed: 'Since 1 November 2018, a telephone-based counselling service (Help EAP) has been in operation provided by our occupational health provider, Optima Health.
Statistics from the last quarter of 2024/25- January to 1 April this year- show that 57 employees received mental health assessments during this period.
Of the 57 assessed, 35 employees were referred for counselling services, four signposted to GP/NHS, one for legal services, two for voluntary/private services and 15 employees were provided onward referral and guidance.
Of the 35 employees who were referred for counselling, 17 received structured telephone counselling sessions, 10 provided with video counselling sessions and 8 provided with Cognitive Behavioural Therapy.
The report added: 'Contact reasons indicate that 15% of calls in Quarter 4 were in relation to solely work-related issues, 45% in relation to personal issues only and 38% due to a combination of work and personal related issues."

If a person cannot consent to matters affecting their welfare, which includes decisions relating to care and whether they can be relocated to a care home, there can be significant legal issues. Unless there is an attorney appointed who can legally make the decisions on behalf of the adult, the only option may be to obtain a guardianship granted by a sheriff, which can be a costly and time-consuming process. It has been over 25 years since the ground-breaking Adults with Incapacity (Scotland) Act was passed, providing a legal framework for protecting adults who lack the capacity to make decisions for themselves. Yet there are still so many individuals without a Power of Attorney in place. One of the reasons often cited for this is the perceived complexity and timescale for getting a Power of Attorney. At present, the required registration process with the Office of the Public Guardian takes over 11 months to complete. In England, registration is eight to 10 weeks, marking a significant difference in the delivery of an incredibly important administrative service. In an emergency, registration can be expedited. However, individuals need to have signed a Power of Attorney before that happens, and they must have had mental capacity when they signed it. When a normal registration process takes nearly a year, it can discourage people from putting a vital safety net in place when they are still fit and able to do so. However, inaction can be dangerous. At the point that a Power of Attorney is actually needed, due to a sudden accident or change in circumstances, it can be too late because the individual's health has deteriorated beyond the point that they can competently sign it. Professor Wallace's comments show one of the potential effects with the strain it puts on NHS services, not to mention the possible distress it causes to families. Granting a Power of Attorney is a vital step to ensure financial and welfare needs are protected when individuals themselves cannot fully control matters. It should be something people do irrespective of age, especially if they have dependants. Putting a Power of Attorney in place should be simple. The preparation and signing of one is straightforward and if the registration process were quicker, it could make the whole process a lot more appealing and reduce the impact on the health service. West Lothian schools to get more support teachers thanks to extra £1m funding
It comes amid a 'spike' in the numbers of pupils needing additional support in schools and to learn at home. An extra £1.3m has been awarded to West Lothian Council to help develop Additional Support Learning across schools from August. It will mean more teachers and support staff as well as more specialised training for teachers to work with children and young people. Councillors across the chamber welcomed the extra funding which is part of a £1bn pot given to local authorities by the Scottish Government to boost Additional Support Learning in the new school year. In a report to the Education Policy development and Scrutiny Panel Kristyna Macsween, the council's Additional Support Needs and Inclusion Improvement Manager said: 'The Additional Support For Learning (ASL) Action Plan is already deep rooted in our Education Services and continues to be a high priority across all areas of education.' The additional funding has allowed the recruitment of five teachers as well as more school support staff. Other key improvements include:- Increasing teacher availability to support children and young people debilitated by mental health crisis and unable to attend school. Increasing nurture support and resources within schools with specific supports provided by educational psychology services and additional support needs service. National Autistic society training packages. Improved family engagement through the delivery of Early Bird parent programmes to help parents develop understanding of autism. The council has also recruited a Quality Improvement Officer to focus on developing Additional Support Learning across the schools estate, in primary, secondary and ASN schools. Councillor Pauline Orr said: 'Audit Scotland said there's a wide gap exists in attainment in those deemed to have Additional Support Needs and those who don't. How does the council measure the achievements? Ms Macsween said: 'We measure in a range of different ways across schools. We pay a lot of attention to the fact that some ASN learners progress in a different manner. We're not looking at academic success they are looking at confidence building, looking at what national approaches they can take. 'We are very cognisant of the fact that there is a gap that exists however it's about how that gap is seen,and for me it is about the measure of wider achievement is often much more important to out young people to give them access to future life chance and that's where our focus will always be. We go at their pace.' Answering a question from SNP depute leader Pauline Stafford on the growing number of ASN placements Ms Macsween said there was an increase 'year on year' of need in children and young people. She added: 'The level of need has significantly increased year on year we have seen a spike, with many factors around that. We are looking at the impact of Covid, the lack of socialisation. We have been working closely with NHS partners such as speech and language seeing that there is a deficit there as well. 'We are seeing an increase and we want to make sure we meet that need at all costs. Any decision is never around placement on a monetary decision it is taken on the needs of the pupils.' Councillor Orr thanked the team for their work and added: 'It's very welcome to see us going in such a constructive and positive direction.' Councillor Stafford said: 'It's really good to hear just how wide ranging support is for staff and learners, and also to hear the benefits of presumption of mainstream education. It is also a welcome boost to funding from the Scottish Government. Let's hope that's going to continue.' Chair of the PDSP Councillor Andrew McGuire added: 'I think the funding boost is very much welcome, and we are doing a lot with that money. 'It would be good to provide some permanency to that funding given the issues and the challenges that we face. We should encourage the Scottish Government to make sure that funding becomes permanent.'
