Panchkula: To make city safer for women, police deploy female cops at 58 hotspots and 9 bus routes

Indian Express17-05-2025

In a bid to prioritise women's safety, Panchkula Police Commissioner Sibash Kabiraj has ordered the deployment of female police personnel at all 58 identified hotspots and on nine major bus routes across the district.
The directive came during a high-level crime control and law enforcement review meeting held on Friday at the Commissioner's office in Mansa Devi Complex.
The meeting was attended by DCP Panchkula Himadri Kaushik, DCP Crime and Traffic Amit Dahiya, all ACPs, Crime Branch in-charges, traffic officers, and officials from various police departments. The agenda focused on improving crime prevention strategies, strengthening law and order, boosting women's security, and intensifying anti-drug efforts.
Kabiraj stressed that complaints must be acted upon within 15 days, and complainant feedback will be used to evaluate officers' performance. SHOs were instructed to take personal responsibility for every case under their jurisdiction.
In addition to bolstering women's safety, the Commissioner ordered the four law and order companies — Alpha, Bravo, Charlie, and Delta — to stay fully alert with anti-riot gear and receive regular training. Special deployment of tear gas-trained units and SWAT teams will be ensured.
To support victims of crimes against women, especially under the POCSO Act, female officers at the inspector level will provide counseling from the initial stage of the investigation. Feedback from the victim will be actively monitored.
Emphasising modern policing, Kabiraj highlighted that smart work, alongside dedicated effort, is essential to effective crime control. He also issued orders for increased patrolling, strict vigilance on extortionists, monitoring of bail jumpers, and a crackdown on repeat offenders.
Meanwhile, under the campaign 'Drug-Free and Violence-Free – My Village, My Pride', the Commissioner directed police to identify drug addicts, provide counseling and medical help, and intensify operations against drug peddlers in all marked hotspots.
Further, police have been tasked with reducing incidents of vehicle theft and snatching through focused strategies and timely action. Officers and personnel have been warned of strict consequences for any lapses in implementing these directive

Supreme Court trashes appeals of two convicts in rape case of minor school girl

The Supreme Court has dismissed the appeal of two convicts challenging the life imprisonment handed down by courts below for kidnapping and raping a 13-year-old girl in 2019 on the pretext of taking her to a picnic. A Bench comprising Justices Prashant Kumar Mishra and Manmohan on Tuesday (June 10, 2025) rejected the appeal of convicts Sanjay Paikra and Pustam Yadav against the Chhattisgarh High Court verdict. The High Court on August 5, 2024, upheld the trial court's judgement convicting Paikra, Yadav and third accused Santosh Kumar Gupta, the school van driver, in the sensational kidnapping and rape case under various provisions of the Indian Penal Code (IPC) and the Protection of Children from Sexual Offences Act (POCSO Act) for offences of kidnapping and raping a class VII student. 'This is a very serious case. You, along with the van driver kidnapped and raped a minor schoolgirl. No indulgence is needed from us. Dismissed,' the Bench said while rejecting the appeal of two convicts. The Bench did not agree to the submissions that the girl was a consenting party and did not raise any alarm during the period when she was kept in solitary confinement. 'She is a minor. This is proved and nothing else is needed,' the Bench said. The trial court had convicted the three accused on October 5, 2021 and had awarded life imprisonment besides imposing a fine of ₹1,000 on them under Section 6 of the POCSO Act, which deals with the punishment for aggravated penetrative sexual assault. They were also handed down varying jail terms for other offences, including kidnapping. A First Information Report (FIR) was lodged by the survivor and her mother with the police on November 18, 2019.

Minor killed and sexually assaulted: Accused held after encounter in NE Delhi

Three days after a minor girl was allegedly sexually assaulted and murdered in a northeast Delhi locality, a 28-year-old man was arrested on Tuesday following an encounter near the Welcome area, said police. The accused received a bullet injury in his leg as he tried to escape after he was caught by a team of police officers from the Special Staff of the Northeast district, officers added. A constable, Amit Mann, was injured when the accused attacked him with the blade in a bid to escape. 'We got a tip-off that the accused was hiding in Jheel Park near the Welcome area. Our team laid a trap and nabbed him. In the meantime, he tried to launch an attack on the officers with a blade that he was carrying, and in retaliation, we fired, leaving him injured,' a police officer said. The incident was reported on Saturday when the girl had gone missing. Her family was preparing for Eid celebrations and she was asked to get some ice ahead of the feast. A frantic search led the father to the house of the accused, who lived in their neighbourhood on the second floor of a building. The girl was found stuffed inside a suitcase. She was immediately taken to a nearby hospital, where she died during the treatment around 9 pm. The father alleged that the girl was sexually assaulted. The girl's father told reporters that while he was searching for his daughter, some neighbours said they saw her going to the house of a neighbour. 'I went there, and the door was locked. When I broke open the lock, I found a suitcase that was moving. I opened it and found my daughter inside. I took her to a nursing home nearby. They asked me to take her to a hospital,' he added. According to another officer, the accused was alone at his house as his wife, along with their child, had gone to her maternal house. After committing the crime, he allegedly fled from the scene, the officer said A case has been registered under sections 103 (1) [murder], 66 (punishment for causing death or resulting in a persistent vegetative state of the victim), and 13 (2) [enhanced punishment for repeat offenders], of the BNS, along with Section 6 (punishment for aggravated penetrative sexual assault) of the POCSO Act. The body, a police officer said, was then taken to GTB hospital, where a post-mortem examination was conducted on Sunday.
