Asean-EU partnership vital in navigating global shifts, says EU envoy

Rafael Daerr says the Asean Community Vision 2045, set to be launched at the regional bloc's summit next week, will allow the EU to identify new areas of cooperation with Asean.
PETALING JAYA : Rafael Daerr, the European Union (EU) ambassador to Malaysia, is calling on Asean and the EU—two of the world's most successful regional blocs— to strengthen their cooperation to navigate a rapidly fragmented global landscape.
Speaking with FMT, Daerr acknowledged Asean's growing presence on the world stage.
'If you just look at the upcoming summit and how many people will be coming and who is coming, it's a testament to the importance and to the convening power of Asean,' he said.
Daerr said Asean and the EU, which together represent over one billion people, were 'natural partners' and powerful convening forces on the global stage.
'We are, I would say, families of countries that are very similar.
'Most of us are middle power countries and we all depend on frameworks of regional and international cooperation that provide predictable, rules-based environments for us to cooperate,' he said.
Daerr said, as regional entities, Asean and the EU provide stability and predictability, allowing small and middle powers to navigate geopolitical tensions without being caught between larger forces.
He said the EU has long recognised the value of regional cooperation and how vital it is for neighbouring countries to be able to engage and work together.
'We have always supported Asean initiatives in various fields, because regional cooperation has been in our DNA for 80 years,' said Daerr.
Recognising that trust is fostered through dialogue and in-person discussions, Daerr said the EU is looking to deepen its ties with Asean by elevating engagement to the highest levels of leadership.

'I have been lobbying for us to get as many high level interlocutors to Malaysia in the coming year, to have dialogues at a very high level.
'What we want is to continue the engagements we have between the EU and Asean at all levels, not just through senior officials' meetings but also through ministerial engagements and meetings between heads of state and government,' he said.
On Wednesday, Prime Minister Anwar Ibrahim recognised the EU's increasing commitment to a more active and strategic engagement.
Speaking to the media, he said Asean can strengthen its economic resilience to changes in the US tariff policy by deepening ties with the EU and other key partners.
Future cooperation
Daerr said bilateral free trade agreements (FTAs), entered between the EU and several Asean nations, were pragmatic steps toward the long-term goal of an inter-regional EU-Asean trade deal.
He said the present agreements, tailored to suit the unique economic landscape of each country, provide a flexible approach to doing business as Asean pursues internal integration.
'At this stage, negotiating bilateral FTAs is clearly more beneficial for both partners, because you can adapt each and every agreement to the needs and requirements of the country and also the state of the economy.
'So I think this is definitely, in the short term, the most fruitful way forward, a stepping stone toward our long-term goal of a region-to-region agreement,' he said.
The EU already has agreements in force with Singapore and Vietnam and is at various stages of negotiations with Indonesia, Thailand, and the Philippines.
Meanwhile, talks with Malaysia were formally relaunched earlier this year following Anwar's visit to Brussels, with the first round of negotiations scheduled for the middle of this year.
Daerr said the EU was also looking forward to the launch of the Asean Community Vision 2045 at the summit on May 26 and 27, viewing it as a key reference point for identifying new areas of cooperation and as a compass to guide Asean's work over the next two decades.

He said in a statement: 'Mandiri stands in complete solidarity with Fahmi and calls for the blacklist to be lifted immediately and for the government to guarantee the people's right to freedom of movement, which is provided for under the law.' Wong, a Sabahan, was formerly declared stateless but finally received his MyKad in 2023 after 16 years of applying for Malaysian citizenship. He is active in championing the rights of stateless people. Earlier today, Fahmi said he was stopped by immigration officers before boarding a flight to Singapore, and informed that he was blacklisted. He said an immigration officer told him that the police had barred him from leaving the country. DAP Youth chief Woo Kah Leong also criticised the travel ban, saying it was uncalled for and would tarnish the reputation of the Madani government. Fahmi was denied entry into Sabah on May 29. He was arrested by Sabah police earlier this year in an investigation into one of his satirical works, depicting Sabah governor Musa Aman, which was later deemed to be seditious.

At a meeting with the Committee of Permanent Representatives to Asean (CPR) and Timor-Leste's Ambassador to Asean at the Foreign Ministry here, he praised the progress achieved through Asean's cooperation frameworks, especially after the adoption of the Asean Community Vision (ACV) 2045. He said the long-term vision, adopted at the 46th Asean Summit in Kuala Lumpur last month, outlines a strategic roadmap for the next two decades, envisaging a resilient, innovative, dynamic and people-centred Asean. "We need to strengthen Asean mechanisms, including the CPR, and bolster the Asean Secretariat and Asean Headquarters in Jakarta to optimise our potential in addressing challenges within the region and globally,' he said. Sugiono also underscored the CPR's role in fostering community building, facilitating cross-pillar coordination, and engaging with Asean's external partners, as it is essential to achieving the goals of ACV. PETALING JAYA : Two PAS leaders have dismissed claims that there is a push within the party for its long-time president, Abdul Hadi Awang, to relinquish the post at the party elections in September. Johor PAS Youth chief Ahmad Nawfal Mahfodz claimed that such a call had never been raised at neither the state nor central leadership level. 'Clearly this push is coming from outside PAS. It's evident that some parties are uneasy with the performance of PAS under Hadi's leadership,' he told FMT. Terengganu PAS leader Hanafiah Mat also said calls for Hadi not to defend the PAS presidency came from outside the party, and not among its members or supporters. 'Although his health is not that great right now, he is mentally sharper than others,' he said. Speculation has emerged that, for the first time in a decade, the posts of PAS president and deputy president might be contested at the party elections in September. The last time the top two posts were contested was in 2015 when Hadi defeated Ahmad Awang for the president's post, and Tuan Ibrahim Tuan Man ousted Mohamad Sabu for the deputy presidency. Hadi is a seven-term MP for Marang and a former Terengganu menteri besar. Sinar Harian recently reported that Hadi had conveyed his intention to relinquish the post at a PAS top leadership retreat, citing health reasons. Hadi has suffered declining health in recent years, undergoing dialysis and being admitted to hospital several times. Hanafiah said the party still needed Hadi at the helm, citing his commanding support from the grassroots to the top leadership levels. The Chukai assemblyman also believes Hadi can lead the Islamic party to even greater success at the polls, after its best-ever haul of 43 parliamentary seats in the 2022 general election. 'I'm confident that 'Tok Guru' can lead us towards winning more than 70 parliamentary seats and, God-willing, we will govern Malaysia,' he said.
