Health min calls for reduction in C-sections in govt hospitals

Vijayawada: Minister for medical, health and family welfare Y Satya Kumar Yadav urged secondary hospitals to reduce Cesarean operations and promote natural childbirths. He noted that 41 per cent of deliveries in these hospitals are C-sections and requested strategies to lower this rate and increase natural births.
At the launch of a four-day state-level training programme for district coordinators of health services (DCHSs) from 26 districts at the secondary health directorate office in Tadepalli on Tuesday, the minister called for reforms in DCHS operations.
He stressed the need for better leadership, accountability, and service delivery in public healthcare. The training aims to address issues identified during a recent review with DCHSs and district medical and health officers (DM&HOs) to improve service quality.
Satya Kumar encouraged district officials to lead teams and foster coordinated efforts for better healthcare. He also introduced a mobile application developed by the secondary health directorate to support this effort.
Addressing allegations of hospital corruption, the minister stated that corruption will not be tolerated. He directed DCHSs to ensure transparency, take responsibility, and compete to improve medical service quality.
He added that field visits are crucial to identify hospital and healthcare system issues. He emphasised punctuality in hospitals, warning that doctors who fail to comply will face strict action.
Satya Kumar described health as the foundation of economic progress and urged a committed approach to achieving Viksit Bharat and Swarnandhra Pradesh goals. He instructed DCHSs to strengthen NTR health services in secondary hospitals and increase pre-authorisations under the scheme.
The minister detailed infrastructure upgrades, including ultrasound services in 90 hospitals, 149 X-ray machines installed, tele-radiology services in 89 hospitals, 20 new dialysis centers, and 13 Integrated Public Health Laboratories (IPHLs) offering 139 diagnostic tests since the NDA government took office.
Over 15,000 doctors serve in the public health sector, including DMHOs, DCHSs, and state-level officers. The minister urged them to develop leadership skills for efficient administrative management. He reported an increase in secondary hospital attendance from 60 per cent to 84 per cent, aiming for 95 per cent. Of 12,779 sanctioned posts in 242 secondary hospitals, 1,803 are vacant, though 462 doctors were filled in the past year.

New Delhi: Union Minister Mansukh Mandaviya on Saturday announced that the Modi government's resolve to create a Nasha Mukt Bharat has taken a major step forward with the upcoming 'Youth Spiritual Summit' in Varanasi. Mandaviya took to social media to share his op-ed titled 'A youth outreach in the battle against drug abuse', originally published in a prominent national daily. The article highlights the significant role India's youth can play in leading the fight against drug addiction. The Prime Minister's Office also shared the article on social media. Organised by the Ministry of Youth Affairs and Sports, the Youth Spiritual Summit will be held from July 19 to 20 in Varanasi, Uttar Pradesh. With the theme 'Nasha Mukt Yuva for Viksit Bharat', the summit will gather over 500 youth delegates representing 100 spiritual and socio-cultural organisations from across the country. Hosted on the sacred banks of the River Ganga, the summit aims to channel India's rich spiritual traditions and youthful energy into a national campaign against substance abuse. In his article, Mandaviya wrote, "India has one of the largest youth populations in the world, and if a nation aspires to progress and become developed, its youth must be empowered. Prime Minister Modi has consistently emphasised that if India is to become a Viksit Bharat by 2047, our yuva shakti must be empowered and actively engaged in the process of nation-building." Addressing the growing concern of addiction among young people, Mandaviya stressed that keeping youth away from the grip of substance abuse is one of the most significant challenges in India. "According to a study, one in every five Indians aged between 10 and 24 has used drugs at some point. A report by the All India Institute of Medical Sciences (AIIMS) further reveals that over 8.5 lakh children in India are struggling with drug addiction. These figures are deeply alarming and call for urgent, collective action," Madaviya mentioned. He also highlighted the measures taken by the government to combat substance abuse, including Nasha Mukt Bharat Abhiyan, the establishment of Integrated Rehabilitation Centres for Addicts (IRCAs) and Outreach-cum-Drop-In Centres (ODICs), awareness campaigns in schools and colleges, operations against drug mafias, and the development of health and wellness centres. Taking the mission further, Mandaviya mentioned the Yuva Spiritual Summit -- which he said, "seeks to lay the foundation for a youth-led national movement against substance abuse." The summit will gather youth representatives from more than 100 spiritual organisations across India. Key government bodies, including the Ministry of Health and Family Welfare, the Ministry of Social Justice and Empowerment, the Ministry of Culture, the NCB, and others, will actively participate in the event. The event will conclude with the release of the 'Kashi Declaration', which will outline a five-year roadmap for the national drug-free India campaign. "This will outline strategies to prevent youth from falling into substance abuse, provide support mechanisms for those already affected, and accelerate awareness campaigns across the country to build a stronger, more resilient movement against addiction," Mandaviya added. Crediting Prime Minister Narendra Modi for this initiative, the Union Minister said, "PM Modi has envisioned an India that reflects the dreams and aspirations of Amrit Peedhi. Reflecting that vision, this initiative by the Ministry of Youth Affairs and Sports stands as a powerful step towards not only protecting young lives from addiction but also empowering them to lead the nation-building journey." He said that the summit is not just an event, but the beginning of a new national awakening, which will "ignite a spirit of discipline, moral integrity, and social responsibility among young citizens."

Speaking exclusively to CNN-News18 on the sidelines of the Yuva Spiritual Summit in Varanasi, Mandaviya said, 'Spiritual leaders hold a deep connect with society, especially with the youth. Their influence can be instrumental in guiding young minds away from addiction." He added that the government is planning to integrate spiritual organisations into its broader mission to build a drug-free India. 'This is just the beginning of a nationwide campaign. We aim to turn it into a robust people's movement with spiritual leaders leading from the front," the minister said, highlighting the significance of the spiritual capital, Varanasi, in anchoring the campaign. Mandaviya acknowledged the challenges the youth face today, particularly the growing lure of narcotics. 'The youth are central to the PM's vision of a developed India. But they are also grappling with very real threats, like substance abuse. It is our responsibility to help them overcome it," he said. Drug eradication has been a top policy priority for the Narendra Modi government, with the union home ministry launching sustained operations across the country to curb trafficking and distribution. Mandaviya also urged 15 lakh schools across India to join the mission through health-focused initiatives. Under his leadership, the Fit India Sundays on Cycle campaign—launched in December 2024—has turned into a mass movement, with over 50,000 citizens participating weekly across thousands of locations. The Yuva Spiritual Summit, held at the Rudraksh Convention Centre in Varanasi, centred on the theme Drug-Free Youth for a Developed India. Pune: The Council of Scientific and Industrial Research (CSIR) will launch an affordable screening test kit for sickle cell anaemia in six months. The PCR-based test kit, which would be priced under Rs 100, has been developed by the Centre for Cellular and Molecular Biology — a laboratory under CSIR. CSIR director-general N Kalaiselvi, who inaugurated a conference in the city on Friday, shared this development. Speaking on the sidelines of the National Scientists Round Table Conference 2025 at MIT World Peace University, she said the test, using one drop of blood, can screen patients for the disease in less than 30 minutes. 'Many research institutes, including ICMR and CSIR, have worked on this kit. With just a drop of blood put in a polymerase chain reaction test (PCR) kit developed by CSIR; one can understand in 20-30 minutes whether an individual is a patient, a carrier, or at risk of contracting sickle cell anaemia,' Kalaiselvi said.
