Intensified campaign launched to prevent plastic pollution

Nandyal: In a major move towards environmental protection, the Nandyal district administration has launched an intensified campaign to eliminate plastic pollution under the Swarna Andhra – Swachh Andhra (SASA) initiative. District Collector G Rajakumari has announced a one-month deadline for reducing the usage of banned single-use plastic (SUP) items across the district on Saturday.
The Collector urged the public, traders and institutions to adopt eco-friendly alternatives and support the campaign for a cleaner and greener environment.
The Collector emphasised that after the one-month grace period, stringent legal action will be initiated against those involved in the manufacture, storage, distribution, usage and transportation of prohibited SUP products.
Enforcement will be carried out by the Andhra Pradesh Pollution Control Board (APPCB), municipal bodies, panchayat departments, and other regulatory authorities. Action plans have already been drawn up to monitor violations and impose penalties as per established norms.
As per the enforcement guidelines, manufacturers and importers of banned SUPs will face a fine of Rs 50,000 for the first offence, along with confiscation of the goods.
Repeat offenders will be liable to pay Rs 1,00,000 in fines, face seizure of products and machinery, revocation of licenses, and prosecution under the Environment Protection Act, 1986. Distributors, importers, and e-commerce platforms found storing or distributing SUPs will be penalised Rs 25,000 initially, with additional charges of Rs 10 per kg of plastic seized. A second violation will attract a Rs 50,000 fine and legal prosecution.
Penalties for retailers and vendors are also clearly defined. Street vendors found selling banned plastics will be fined Rs 2,500 for a first offence and Rs 5,000 for repeat violations, which may also lead to business closure. Shops and commercial establishments will face fines of Rs 20,000 for initial violations and up to Rs 40,000 and licence cancellation for subsequent offences.
Transportation of SUPs will also be closely monitored, with special enforcement teams imposing fines and seizing vehicles, if necessary. The administration has appealed to the public to strictly avoid banned plastics and warned that violators will face tough consequences.

VIJAYAWADA: A city court on Sunday sent YSR Congress Party (YSRCP) MP, P. V. Midhun Reddy, to judicial custody in the alleged liquor scam case. The Special Investigation Team (SIT), which arrested the MP on Saturday night, produced him before the ACB court judge, who remanded him to judicial custody till August 1. Midhun Reddy, who is the YSR Congress Party's floor leader in Lok Sabha, will be shifted to Rajahmundry Central Jail. Midhun Reddy, who is a member of Lok Sabha from Rajampet constituency, is the accused number four in the case, registered last year after the TDP-led NDA came to power in the state. The SIT arrested Midhun Reddy on Saturday after questioning him for nearly seven hours at the SIT office here. His arrest came a day after the Supreme Court dismissed his anticipatory bail petition. Earlier, the Andhra Pradesh High Court had also dismissed his petition. The MP allegedly played a key role in the excise policy and diverting kickbacks to shell companies. SIT reportedly found large-scale irregularities and fund misappropriation in the liquor policy implemented during 2019-24. During the arguments before the judge, senior lawyer Nagarjuna Reddy, who appeared on behalf of Midhun Reddy, opposed the SIT's plea for his judicial remand. He told the court that the Lok Sabha Speaker was informed about his arrest. The court was also informed that he served as the MP for three terms and also as a panel Speaker. He enjoys Y category security. The SIT counsel sought Midhun Reddy's judicial remand, saying he played a key role in the case. The court was told that there is clear evidence of the MP's role in the money trail. The SIT counsel explained the reasons for Midhun Reddy's arrest. The court was informed that the case has been registered under sections 409, 420 and 120 (B) read with sections 34 and 37 and sections 7, 7A, 8, 13 (1) (B), and 13 (2) of the Prevention of Corruption Act. Midhun Reddy's arrest came hours after the SIT filed a preliminary chargesheet in the case. The SIT officials filed the 300-page chargesheet in the ACB court along with forensic lab reports. The court was informed that Rs 62 crore has been seized in the case so far. The SIT also examined 268 witnesses in the case. The Crime Investigation Department (CID) initially conducted an investigation into the case last year following a complaint by an official of the Excise Department. Later, the TDP-led NDA government constituted an SIT, headed by NTR District Commissioner of Police SV Rajashekhar Babu, to probe the case. Investigators reportedly uncovered a kickback network involving nearly Rs 3,500 crore siphoned off over five years. There are allegations that the YSR Congress Party leaders encouraged a new liquor policy, floated new brands, and received kickbacks from the distillery companies, causing huge losses to the government. The SIT has already arrested 11 accused in the case. Those arrested in the case include Raj Kesireddy (alias Kesireddy Rajashekar Reddy), advisor to then chief minister Y. S. Jagan Mohan Reddy, K. Dhanunjaya Reddy, a retired IAS officer and former secretary to Jagan Mohan Reddy, Krishna Mohan Reddy, former Officer on Special Duty (OSD), Chevireddy Bhaskar Reddy, former MLA.

In a political bombshell ahead of the Monsoon Session of Parliament, a 305-page chargesheet filed by Andhra Pradesh Police in the Rs 3,500 crore liquor policy scam has named former Chief Minister YS Jagan Mohan Reddy as a recipient of massive monthly kickbacks during his regime but stopped short of naming him as an accused. The chargesheet, yet to be taken cognisance of by the court, alleges that between 2019 and 2024, an average of Rs 50 to 60 crore was collected each month from distilleries and routed through a network of aides and shell companies, with the ultimate beneficiary being Jagan Mohan Reddy. 'The collected amounts were eventually handed over to Kesireddy Rajasekhar Reddy (A-1). Rajasekhar Reddy would then pass the money to Vijay Sai Reddy (A-5), Mithun Reddy (A-4), Balaji (A-33) who would transfer it to former Chief Minister Y S Jagan Mohan Reddy. On an average, Rs 50-60 crore was collected every month (during the 2019-24 YSRCP regime),' the chargesheet states, citing corroborative witness testimony. This revelation comes on the heels of the Special Investigation Team (SIT) arresting Rajampet MP and YSRCP Lok Sabha floor leader P V Midhun Reddy on Saturday. He is accused of playing a key role in the alleged scam, which, according to the SIT, was orchestrated to fund the party's 2024 Assembly election campaign using laundered funds. Describing Midhun Reddy as a 'core conspirator from inception to execution,' the SIT alleges he helped design the excise policy and coordinated kickbacks from distilleries. 'The transaction trail indicated the use of front or shell companies for laundering kickbacks,' says the arrest notice. The chargesheet paints a sweeping picture of a systematically rigged liquor policy, allegedly drafted with the intent of extorting distilleries and funneling bribes into the ruling party's coffers. Investigators say the YSRCP regime manipulated excise approvals, favoured local liquor brands in exchange for bribes, and replaced automated order systems with manual processes to exercise tighter control and evade transparency. 'The accused planned the change in excise policy and also its modalities, to ensure that they would receive large kickbacks,' it says. Distillers were reportedly coerced into paying up to 20 per cent of the base price under threat of being excluded from supply orders – a tactic the SIT equates to extortion. The majority portion of the kickbacks was received in gold, cash or bullion, the chargesheet says. At the centre of the alleged scam is Kasireddy Rajasekhar Reddy, a former IT advisor to Jagan and labelled by the SIT as the 'mastermind' of the operation. He is accused of planting loyalists in the Andhra Pradesh State Beverages Corporation Limited (APSBCL), setting up shell distilleries, laundering money through over 30 firms, and channelling funds for electioneering and asset purchases abroad, including luxury properties in Dubai and Africa. The Enforcement Directorate has also opened a parallel probe under the Prevention of Money Laundering Act (PMLA), with an ECIR registered in May. Investigators say the corruption racket was triggered by a 2019 meeting at Hotel Park Hyatt, Hyderabad, where distillery owners were summoned by YSRCP leaders and allegedly warned to comply with the kickback scheme or lose business. Following Midhun Reddy's arrest, the YSRCP cried foul, alleging 'political vendetta' by Chief Minister N Chandrababu Naidu's government. 'This is nothing but a misuse of power to target opposition leaders,' several party leaders said in a joint statement. A party insider claimed Midhun's rising clout, especially after the exit of Vijayasai Reddy, made him a threat. 'After Vijayasai Reddy's exit, Midhun was the go-to man for young workers. He was also the party's face in Delhi. His father has been one of the TDP's biggest critics. By arresting him, the TDP wants to send a message that even Jagan's closest aides would not be spared,' a party insider said. TDP leaders, however, maintain that the arrest is backed by concrete evidence. 'The money acquired through illegal means was used to fund YSRCP's 2024 campaign,' said a senior TDP functionary. The Rs 3,500 crore scam revolves around a liquor policy introduced by the YSRCP government in 2019, which was initially positioned as a step towards phased prohibition. Instead, investigators allege the policy was manipulated to benefit certain distilleries and shell brands in exchange for hefty monthly kickbacks. Popular liquor brands were pushed out, and lesser-known ones were favoured under a manually controlled supply system that replaced the earlier automated Order for Supply (OFS) process. Distilleries were allegedly coerced into paying 12 to 20 percent of their base price as bribes in exchange for continued business. A 2019 meeting held at Hyderabad's Park Hyatt, attended by liquor manufacturers and YSRCP leaders, was cited in the chargesheet as the starting point of this extortion racket. Those who refused to comply were allegedly threatened with denial of OFS orders, effectively cutting off their supply chains. The SIT claims that the collected money, averaging Rs 65 to 70 crore monthly, was routed through over 30 shell companies, with portions laundered into gold, land, and overseas assets.

A 76-year-old businessman, Chandrabhan Chhoteram Agarwal, was allegedly robbed at gunpoint at his residence in Nigdi Pradhikaran by armed assailants who stormed the house on Saturday night before tying and gagging him. They also locked his domestic help's family in the outhouse and fled with gold ornaments and valuables worth over Rs 6 lakh. A joint probe by Nigdi police and Pimpri Chinchwad police's crime branch has been launched. A First Information Report (FIR) in the case has been registered at Nigdi police station by Agarwal. Agarwal lives alone at his residence with the family of his domestic help residing in the outhouse. Around 8.55 pm on Saturday night when he was home watching TV, two suspects stormed into his house while three more stood at the door. The two suspects threatened him at gunpoint and asked him where the safe was. When he replied that there was no safe in his house, the robbers tied his hands and legs and gagged him as they started rummaging the house. The suspects took gold and silver ornaments worth Rs 4.5 lakh, a gold chain worth Rs 1.35 lakh that Agarwal was wearing along with the wrist watches and cash worth Rs 6.15 lakh. Police officials said that one of the neighbours saw the robbers leaving the house and felt that their movements were suspicious and informed the police. A team from the police station arrived at the scene and released the complainant. It also came to light that the suspects had tied and locked the family of the domestic help in the outhouse. The complainant has given a description of the suspects and it is likely that some of the suspects were women, an officer said. Deputy Commissioner of Police (Crime) Shivaji Pawar said, 'We have formed multiple teams for the probe of this case. The team are working on various clues including the footage from the CCTV cameras in the area.'
