
Sood: Plans in place to boost network & power output in city
The power minister said due to the lack of attention of the previous AAP govt, the transmission network of Delhi largely stagnated over the past few years, and there was no significant capacity addition, resulting in an increase in power outages over a period of time. Sood agreed that Delhi Transco Limited executed only 58 of 120 schemes under its 13th business plan, and only one substation was commissioned under their 14th plan.
"The result was an increase in constraints and bottlenecks in the transmission and distribution network in Delhi. But, just in a few months of the BJP govt coming into office, significant reforms are taking place to revive and revitalise the power sector of Delhi," Sood said.

According to the minister, 14 major schemes consisting of five substations of 400kV and 220kV level, 36 new transformers of various capacities, and many transmission lines, totalling Rs 3,310 crore, were now at various stages of implementation.
"The transmission capacity of Delhi will increase from the present 13,040 MVA to 19,835 MVA at the 400kV level and from 14,780 MVA to 19,340 MVA at the 220kV level. This significant capacity addition in the power network is going to ensure reliability and uninterrupted power supply to residents of Delhi for the coming years," Sood said.
The minister informed that power discoms have also planned to infuse capital investment of around Rs 1,937 crore in the current financial year for strengthening the distribution network of Delhi, which was significantly higher than the last two years.
"There was less network upgradation during the tenure of the previous govt, but due to the continuous review and decisions of the BJP-led dispensation, using creative strategies and load rationalisation in consultation with all stakeholders, Delhi was able to meet a peak demand of 8,442 MW on June 12 without any load shedding. The unscheduled outages also reduced significantly from 2,045 in the previous year to 1,946 in the current year.
With the concentrated effort of the BJP-led govt, the outages are going to further decrease in the coming years," Sood said.
The minister also highlighted the increase in subsidy for installing rooftop solar plants as a step towards providing clean, green, and uninterrupted power supply in Delhi. He added that the power regulator recently released guidelines for rooftop solar installations under the utility-led aggregation model.

CAG flags excise lapses in Maharashtra, cites revenue loss of several crore
The Comptroller and Auditor General (CAG) of India has pulled up the Maharashtra state excise department for serious lapses in its operations, which have led to a substantial revenue shortfall. The CAG report pointed out that due to incorrect assessment of licence renewal fees, the state lost Rs 20.15 crore in revenue and Rs 70.22 crore in interest. The audit further stated that failure to implement revised rates for supervision fees had caused an additional shortfall of Rs 1.20 crore. According to the report, the then Excise Commissioner exempted excise duty on old stock of beer without obtaining prior approval from the state government. The report also highlighted that the delayed submission of mild beer samples for chemical analysis had hampered tax recovery to the tune of Rs 73.18 crore. "Under the Bombay Prohibition (Privilege Fee) Rules, 1954, a provision exists to charge fees for changes in partnership. However, no such provision was applicable to significant changes in shareholding of public limited companies, resulting in a loss of Rs 26.93 crore to the state," the CAG observed. The absence of a provision in the Excise Act for declaring production cost also led to a missed opportunity for the government to earn additional revenue, it added. The audit further revealed that in the case of Canteen Stores Department (CSD), the production cost of 11 products or brands was undervalued, causing a revenue loss of Rs 38.34 crore in excise duty. Additionally, errors in the purchase cost of imported foreign liquor resulted in non-collection of Rs 11.48 crore between August 2018 and March 2022, and Rs 2.89 crore between May 2017 and March 2022. The cumulative effect of these lapses caused a massive revenue loss for the government, raising serious concerns about the functioning of the Excise Department, the CAG stated.

MSMEs buck overall headline trend in credit growth in India
New Delhi: The Indian credit market is witnessing some structural shifts with headline bank credit growth and micro, small and medium enterprises (MSME) credit has bucked the overall headline trend in credit growth, according to an SBI report. An increased supply of credit to existing borrowers has been observed, with the MSME sector witnessing a notable improvement in balance sheet serious delinquencies — measured as 90 to 120 days past due (DPD) and reported as 'sub-standard', which has dropped to a five-year low of 1.8 per cent. This improvement, particularly among borrowers with exposures ranging from Rs 50 lakh to Rs 50 crore, marked a 35 basis points decline from the previous year, according to Dr Soumya Kanti Ghosh, Group Chief Economic Advisor, State Bank of India. There has been a definition change for the MSME sector wherein, as an example, for medium enterprises the turnover limit has been increased to Rs 500 crore. Thus, it is possible that MSME credit growth could be enlarged even further, Ghosh mentioned in the report. The formalization of MSMEs with the help of URN seeding is giving necessary fillip to the MSME credit growth. Udyam registration number (URN) is a permanent identification number for businesses looking to register themselves under the MSME definition and to seek the guarantee cover. Till June 27, a total of 2.72 crore registration has been done through Udyam Assist Platform. 'The government has taken great initiative by providing enhanced guarantee cover to various category of MSME borrower — enhancing the CGTMSE cover from Rs 5 crore to Rs 10 crore, introduction of Mutual Credit Guarantee Scheme for MSME manufacturing sector (for loans up to Rs 100 crore), increasing the Credit Guarantee cover for loans to Startup from Rs 10 crore to Rs 20 crore, introduction of Credit Guarantee covers for Exporters for Term Loan of up to Rs 20 crore. All these initiatives also give good boost to MSME credit growth,' Ghosh emphasised. India Inc has significantly deleveraged balance sheet and increased cash holding. In last two years (FY24 and FY25), cash and bank balance by Indian Corporates jumped by around 18-19 per cent. Major sectors reporting increased cash holdings include IT, Automobiles, Refineries, Power, Pharma etc. Cash and Bank balance of India Inc, ex BFSI, is estimated to be around Rs 13.5 lakh crore in FY25. Thus, cash accruals are enough to fund expansion plans, according to the SBI report.

Vigilance heat on SAD leader Bikram Majithia intensifies; judicial custody extended till August 2
Amid fears of protests by Shiromani Akali Dal (SAD) workers, the Vigilance Bureau of the Punjab Police on Saturday produced senior SAD leader Bikram Singh Majithia in a Mohali court, which extended his judicial custody till August 2. Public Prosecutor Farry Sofat said, 'Majithia was produced in court after the completion of his 14-day remand. He remains lodged in New Nabha Jail, Patiala, and will be presented again on August 2.' On July 6, Majithia was sent to judicial custody for 14 days following the end of his police remand. The police arranged tight security outside the court on Saturday. The district administration, anticipating unrest, took preventive action by detaining several SAD leaders, including SAD Mohali District President Parvinder Singh Sohana, from their residences in the early hours. The Vigilance Bureau arrested Majithia on June 26 in a case registered under the Prevention of Corruption Act. Since then, vigilance teams have conducted multiple raids at his residences and offices in Amritsar and Majitha, and submitted details of the seizures to the court. The Vigilance Bureau has also launched a joint operation with the Special Investigation Team (SIT), targeting Majithia's alleged benami properties in Chandigarh, Himachal Pradesh, and Delhi, including a Delhi-based Sainik Farms property. These assets, which are alleged to be illegally acquired, are estimated to be worth Rs 540 crore. Officials are also probing shell companies allegedly linked to Majithia and his family, suspected of laundering drug money. Over the last 14 days, Majithia has submitted two petitions in the Mohali court. The first one is a request for a 'change of jail barrack' and the other is a bail plea. His lawyer argued that Majithia, being a former MLA and cabinet minister, qualifies for 'Orange Category' privileges under jail rules. He demanded separate lodging from other inmates and special facilities. The court has issued a notice to the Punjab government on the matter, and the next hearing has been scheduled for July 22. June 26, 2025: Vigilance Bureau arrests Majithia. June 28: Former ED Deputy Director Niranjan Singh told Vigilance that Jagdish Bhola named Majithia during interrogation. June 29-30: Former MLAs Boni Ajnala, Dalbir Gill, and others recorded statements; a Vigilance team visited Shimla. July 1: The Narcotics Control Bureau sought records related to Majithia. July 2: Majithia remanded in police custody till July 6. July 3-4: Majithia's lawyers moved the Punjab and Haryana High Court; hearing deferred to July 8. July 6: Majithia sent to New Nabha Jail till July 19. July 8: The High Court scheduled the next hearing for July 28. July 11: Jail barrack change plea filed.
