DOTr offers free rides to MRT-3 passengers with issues in cashless pilot run

The Department of Transportation (DOTr) and Metro Rail Transit Line 3 (MRT-3) will provide free rides to passengers who will encounter issues in tapping out during the pilot run of cashless payments.
'Starting Monday, August 4, the DOTr and MRT-3 will provide free single journey tickets (SJT) to passengers who are unable to tap out at MRT-3 stations due to system errors during the pilot run of cashless payments in the train line,' the Transportation Department said in a statement.
According to the DOTr, some MRT-3 riders complained that they were charged the maximum fare of P28 due to system issues when tapping out at exit turnstiles.
'As a solution, affected passengers will be given a non-expiring SJT equivalent to the maximum MRT fare, which they can use for their next ride,' the DOTr said.
Affected passengers may proceed to any ticket booth and present proof of the failed tap-out transaction to claim the free SJT.
'Humihingi lang din tayo ng konting pang-unawa sa ilang mga problema ngayong pilot run, pero rest assured na within this August, dadami pa ang cashless turnstiles natin at tuloy-tuloy ang system upgrades para iwas-aberya,' Transportation Secretary Vince Dizon said.
(We are just asking for a little understanding regarding some of the problems during this pilot run, but rest assured that within this August, we will have more cashless turnstiles and system upgrades will continue to prevent malfunctions.)
On July 25, the DOTr rolled out the pilot run for the cashless transaction in MRT-3.
Passengers can simply tap their cards, GCash Commuter QR code, or Near Field Communication (NFC)-enabled Android smartphones in the new turnstiles. —Joviland Rita/KG, GMA Integrated News

The Bangko Sentral ng Pilipinas (BSP) has deemed that mobile payment providers Apple Pay and Google Pay do not qualify as operators of payment systems (OPS) in the country as they do not plan to hold funds for Filipino users, removing the need for prior registration. According to BSP Deputy Governor Mamerto Tangonan, discussions with the two firms found that both Apple Pay and Google Pay are only technology service providers, and will not have to register with the central bank as OPS. 'We deemed them not to be an OPS because their activity is not an OPS activity,' he said in a recent interview. 'Kung ganyan lang, kasi walang wallet, wala eh, hindi dumadaan sa kanila 'yung pera. Babasahin lang 'yung credentials, tapos walang contract between them and the merchants. OPS ka kung sa ibang countries, Apple Pay may account na nagho-hold ng funds, pero 'yung execution nila dito, walang ganon,' he added. Tangonan earlier said both firms are exploring offering their services to the Philippine market, but would have to first secure registration with the BSP as OPS. Discussions showed that they function only as third-party technology service providers. The San Francisco-based 9th US Circuit Court of Appeals rejected claims from Google that the trial judge made legal errors in the antitrust case that unfairly benefited "Fortnite" maker Epic Games, which filed the lawsuit in 2020. Epic accused Google of monopolizing how consumers access apps on Android devices and pay for transactions within apps. The Cary, North Carolina-based company convinced a San Francisco jury in 2023 that Google illegally stifled competition. US District Judge James Donato in San Francisco ordered Google in October to restore competition by allowing users to download rival app stores within its Play store and by making Play's app catalog available to those competitors, among other reforms. Donato's order was on hold pending the outcome of the 9th Circuit appeal. The court's decision can be appealed to the US Supreme Court. Google told the appeals court that the tech company's Play store competes with Apple's App Store, and that Donato unfairly barred Google from making that point to contest Epic's antitrust claims. The tech giant also argued that a jury should never have heard Epic's lawsuit because it sought to enjoin Google's conduct—a request normally decided by a judge—and not collect damages. Epic has defended the verdict and court injunction, telling the 9th Circuit judges that the Android app market has been "suffering under anti-competitive behavior for the better part of a decade." In the trial court and in the appeal, Epic disputed arguments by Google that changes to its app business ordered by the court would harm user privacy and security. Microsoft filed a brief backing Epic, as did the US Justice Department and Federal Trade Commission. Epic separately is battling Apple over a US judge's order requiring the iPhone maker to give developers greater freedom to steer consumers to make purchases outside its App Store. Apple has appealed a ruling that said it violated a prior injunction in a lawsuit that Epic filed in 2020. — Reuters
