Arrests after retail crime crackdown
Officers and PCSOs visited retail staff in Guildford and Waverley, while plain-clothed behavioural detection officers, trained to spot suspicious behaviour, blended in with shoppers.
Surrey's Police and Crime Commissioner said retail crime caused victims "financial, emotional, and sometimes physical harm" and also impacted the wider community.
Lisa Townsend, who joined patrols in Farncombe, warned shoplifters: "The person browsing the aisle beside them could be a Surrey Police officer."
The commissioner has vowed a return to "back-to-basics policing" in her Police and Crime Plan, a blueprint for the force's priorities over the next three years.
She said that Surrey Police's progress had been "really impressive" over the course of the year but that she had heard "loud and clear" that more must be done to tackle retail crime.
About 200 members of the business community took part in a survey launched by the Office of the Police and Crime Commissioner (OPCC) and Surrey Police in March.
The OPCC said a report on retail crime and the force's response will be published in the coming months.

Police hunt suspect and victim in e-bike assault
Police are appealing for information regarding both the suspect and victim of an assault that took place in Guildford last month. The incident occurred at a block of garages behind a residential building on Boxgrove Road around 15.15 BST on Sunday, 20 July, Surrey Police said. The driver of a red Hyundai car was seen having a brief exchange of words with a delivery driver on an electric bike before getting out of his vehicle and attacking him with an unspecified weapon. He is described as Asian, wearing dark trousers, a maroon/burgundy T-shirt and a baseball cap. Officers are also looking to identify the person assaulted, who has been described as male, wearing a black jacket, shoes and trousers, with a food delivery bag on his back. Car ploughs into restaurant in three-vehicle crash
A motorcyclist was taken to hospital following a three-vehicle collision which involved one vehicle crashing into the front of a restaurant. Surrey Police were called to The Oaks Square in Waterloo Road, Epsom, shortly after 17:00 BST on Saturday. The driver of one car collided with a motorcycle and then a second vehicle, before crashing into the front of Blacks Burgers, said the force. Officers confirmed no-one inside the restaurant was injured. A spokesperson for Surrey Police said: "The driver of the first car remained at the scene and helped officers with enquiries. "No arrests have been made." Road closures were in place in Waterloo Road after the incident, but authorities said it had since been reopened.
