Man applies for death certificate, gets birth certificate: Panel fines MCF clerk

Time of Indiaa day ago
Gurgaon: The Haryana Right to Service Commission this week imposed a fine on a municipal corporation of Faridabad (MCF) clerk for submitting a child's birth certificate instead of a resident's request to get his father's death certificate.
According to the complaint, the Faridabad resident filed an application with MCF on March 22 this year to get the death certificate of his father, who died on March 19. Instead of the death certificate, the clerk posted at the NIT Zone II office uploaded a child's birth certificate and closed the application in April, the complaint read.
A spokesperson said the commission's chief TC Gupta, a retired IAS officer, took serious note of this administrative lapse on Thursday and ordered MCF to deduct Rs 6,000 from the July salary of the clerk.
Of this amount, Rs 3,000 will be paid as a fine under provisions of the Haryana Right to Service Act, 2014, and the remaining Rs 3,000 will be paid as compensation to the complainant.

"MCF commissioner has been directed to ensure compliance with the order and submit a report to the commission by Aug 11, 2025. The applicant has been asked to send his bank account details to the commission and the municipal office, so the compensation amount can be transferred," the spokesperson said.
In a separate case, the commission directed action against a tehsildar in Hansi city of Hisar for delaying his duty in issuing a marriage certificate.
The spokesperson said that a Hisar resident applied for a marriage registration certificate on March 10. The wedding took place on Nov 28, 2024, and the application for a delayed certificate was submitted along with the consent of the couple's parents. The bride and groom submitted family IDs, confirming their age and address. After the application, the tehsil office raised an objection on the lack of a birth certificate.
The official also demanded a hard copy of documents and additional paperwork.
The commission said in its ruling on Thursday that Haryana govt guidelines state that family IDs are sufficient as proof of age and address.

IIM-Calcutta Rape Case: Court Grants Bail To Accused Student

The Alipore Court on Saturday granted bail to Premanand Mahaveer Toppannavar, also known as Parmanand Jain, the student accused in the alleged rape case on the Indian Institute of Management (IIM) Calcutta campus. The court allowed bail on a bond of Rs 50,000, citing that the victim had 'not cooperated' in the investigation. The decision comes after Toppannavar, a second-year student at IIM Calcutta, was remanded to police custody till July 19. He had been arrested by Kolkata Police on the night of July 13 following a complaint filed by a woman alleging that she had been raped on the IIM Calcutta campus. Earlier, Kolkata Police officials had informed that a nine-member Special Investigation Team (SIT) was constituted under the Deputy Commissioner of the South West Division to ensure a thorough and impartial investigation into the incident. Chief Prosecutor Sourin Ghosal told ANI that during the court proceedings, the defence claimed the sexual act was consensual, while the prosecution argued that prima facie evidence and medical reports supported the complainant's claims. "We asked for police custody, and the accused asked for bail. They argued that it was consensual. We argued that no, the prima facie investigation shows that a crime was committed, and the medical evidence supports the victim. The court granted police custody till July 19," Ghosal said. Meanwhile, the mother of the accused student, Mahaveer Toppannavar alias Parmanand Jain, said the family was stunned by the development and had no knowledge of the reason behind his detention. She asserted that her son, a final-year student at the prestigious institute, was innocent and incapable of committing such an act. Her comments came after Kolkata Police arrested Toppannavar. Speaking to ANI, mother of Mahaveer Toppannavar alias Parmanand Jain said, "We recieved a call from his friend around 11 in the night. He told us that my son has been detained and he doesn't know the reason... We have no clue why our son has been arrested... We want to meet our son and talk to him." "He was in the final year of his college... We do not know anything here in Kolkata. Where the Police Station is or the Court. My son is innocent. He has come so far to study. He will never do such a dirty thing," she told ANI.

Denied leave, Niger terror victim missed daughter's wedding on Jul 2

1 2 Bokaro: A pall of gloom has engulfed Karipani village under the Gomia block of Bokaro district, following the tragic death of 39-year-old Ganesh Karmali in a recent terror attack in Niger, a West African country. Karmali was working as a security guard with a private company in the country when he was killed in a brutal terrorist assault in the Dosso region on July 15. His mortal remains are yet to be brought back to India, and the grieving family is enduring an agonising wait that may stretch over a week. Fighting back her tears, Ganesh's elder daughter Sapna Kumari, appealed to the Centre to intervene and ensure that the company her father worked for compensates their family adequately. "My father was not ill, nor did he die in an accident. He was murdered by terrorists. The the external affairs minister, must ensure justice. My father was the sole breadwinner of our family. We are devastated," she said. Recalling the painful memories, Sapna also said her father had promised to attend her wedding on July 2, but the company denied him leave. "If he had returned for the ceremony, he might still be alive. It was very painful for any girl to get married without her father's presence," she said, finally wiping off a tear.. Sapna was en route to Bangalore with her husband when she received the devastating news. "I got the call on the train. I de-boarded midway in Odisha and returned home. My younger sister and brother are, too, small to even understand this loss. We just want to see him one last time," she said. Ganesh's wife, Yasoda Devi, is in a state of trauma. "My life has shattered. I have no idea how to raise my children alone. The company offered Rs 15 lakh, but how long will that last?" Bokaro labour superintendent Ranjit Kumar confirmed that the Indian embassy in Niger is working closely with the Jharkhand Migrant Cell to provide all help to the family of the deceased. "NOC has been issued by the Niger govt and the body is likely to arrive within a week," he added. The entire village of Karipani stands united in grief, mourning a man who left home seeking hope and returned only as a memory.
