He underlined that India had set a 'new normal' through swift, direct military responses when provoked. "The faith shown by the countrymen and the free hand given by the government, the

gave a befitting surgical response. Any power that tries to challenge the unity, integrity, and sovereignty of India or harm the people will be given a befitting reply. This is the new normal of India," he said.
Gen Dwivedi said that the operation had achieved its objective by eliminating nine high-value terrorist targets across the border with no 'innocent' hurt.

"India attained a decisive victory by effective targeting of terror infrastructure in Pakistan during Operation Sindoor. The army targeted the terrorist infrastructure and foiled the other aggressive moves of Pakistan to attain a decisive victory," he said.
He added that while India had sought peace, Pakistan responded with aggression.
"The Pakistani action on May 8 and 9 was responded to effectively. Our army air defence stood like an impregnable wall which could not be breached by any missile or drones," he said.
Outlining structural reforms and modernisation efforts, the army chief said the force was evolving into a modern combat-ready entity.
"Rudra, all of brigade, is being established for which I gave an approval yesterday. Under this, we will have infantry, mechanised infantry, armoured units, artillery, special forces and unmanned aerial units at one place to provide logistics and combat support," he said.
He also shared that the Bhairav Light Commando Unit has been formed as a dedicated strike unit ready to act on short notice.
"Every infantry battalion now has a drone platoon. In the artillery, the Shaktiban regiment has been set up, which will be equipped with a drone, counter-drone, and loiter munition. Every regiment will have a composite battery equipped with these things," he said.
Gen Dwivedi noted that the army's future capabilities would grow with the integration of indigenous missile systems into its air defence.
He recalled Prime Minister Narendra Modi's presence at the silver jubilee of the Kargil victory last year, saying that the participation of top leadership underlined the national significance of the day.
"The nation is safe due to the sacrifices made by the heroes at the icy heights. We remember their dedication and determination, and we bow to the brave heroes who laid down their lives so that we can live a peaceful life with dignity," he added.

Porvorim: During the period for which the PWD implemented the Zero Water Bill Scheme, from Sep 1, 2021, to April 30, 2025, it issued 41.9 lakh zero bills to domestic consumers. The total bill amount of Rs 65.5 crore was waived under the scheme, stated the reply tabled in the assembly by chief minister Pramod Sawant to a question by Velim MLA Cruz Silva. Goa govt officially ended its zero-bill scheme on May 1. The scheme allowed the drinking water bill to be waived for families who limited their usage to less than 16,000 litres of water per month. The idea behind the scheme was to encourage the judicious use of drinking water resources. However, the CM said that earlier this year, the scheme of free water to consumers had to be stopped due to the misuse of water to wash cars or sustain gardens. He said govt is already supplying treated water to consumers by bearing a loss of Rs 16 per litre. Sawant said that the total water demand for domestic, commercial, and industrial uses is 695MLD — with system losses being factored in. The CM told the House that the highest demand for water at 146.5MLD is in Salcete taluka, followed by 123MLD in Bardez, and 94MLD in Tiswadi. 5,000 occupancy sanads to be issued under 20-point scheme

Panaji: The state cabinet on Wednesday granted approval to issue occupancy sanads to over 5,000 occupants of the plots allotted under the 20-Point Programme. As for allottees who failed to construct any residential dwelling within the stipulated time, and the plots remain vacant, govt may consider reverting all such plots. It will direct both district collectors to identify these vacant plots, issue reversion orders, and take possession. In the monsoon session of the assembly in 2024, a resolution was moved in the House by MLAs regarding the regularisation of houses constructed without prior permission on the plots allotted under the 20-Point Programme. The chief minister and the revenue minister assured the House that the proposal would be examined on legal parameters and regularisation would be considered in due course. Under govt's 20-Point Programme, plots were provided for settlement to economically weaker sections of society. However, since the status of Occupant Class II does not confer ownership, the allottees remain without the title, and the ownership of the land continues to vest with govt, limiting beneficiaries' legal and developmental rights. State govt has classified the plots into three categories. Category A comprises allottees who have constructed a dwelling according to the grant conditions and are residing there with their families or legal heirs as of the current date. Category B comprises plots that have remained vacant and unutilised, where the allottees have either not taken possession or have not constructed any house. Category C covers plots where the allottees have unauthorisedly transferred possession to third parties, who have constructed a dwelling and are residing in these houses on the plots. No reversion orders have been passed, and the third parties remain in unauthorised occupation. Govt will consider granting them occupancy status upon the payment of a premium of 1/20th of the market value/minimum land rate as notified by govt.
