Union sounds alarm over 'critical situation' at care home for seniors in Laval, Que.

A group of health-care workers providing at-home support for seniors are sounding the alarm over what they say is a "critical situation" at Le Dufresne, an intermediate care residence in Laval, Que.
The union representing the workers – the Alliance du personnel professionnel et technique de la santé et des services sociaux (APTS) – says the government needs to act now, after some members reported seeing instances of mistreatment and inadequate care at the home.
"There are people who suffer from heat, suffer from dehydration, who do not eat enough, who are washed with pillowcases," said APTS president Robert Comeau in French.
"For us that is unacceptable."
Comeau described situations where residents are brought trays of food, but go hungry because they are unable to feed themselves. In other cases, they develop fungal infections on their feet due to a lack of basic hygiene services.
Sanjay Pentiah said his 87-year-old mother has been living there for almost three years.
As he visited with her on Friday, he spoke to CBC and also expressed dissatisfaction with the facility's sanitation.
"There's a lot to do, her room needs to be cleaned more often," Pentiah said, adding the bathroom is especially problematic.
Comeau, for his part, said that despite having signalled these issues to the appropriate health authorities at the end of May, little has been done to address them.
Le Dufresne, is a private residence that provides care to people experiencing a loss of autonomy and operates in partnership with Quebec's public health network.
Comeau explained that APTS members are social workers, technicians and psycho-educators who, through the regional health authority, the CISSS de Laval, are assigned to the home.
"They are not employees of the residence but external suppliers," he said.

In a statement written in French, the office for Lionel Carmant, the minister responsible for social services, confirmed the APTS had sent him a letter regarding observed shortcomings in the provision of care.
"We immediately contacted Santé Québec to obtain more information regarding the allegations raised," the statement reads. "The information received is reassuring regarding the quality of care provided."
It continues by stating that several actions have been taken to remedy the situation as quickly as possible and that an investigation is underway by Santé Québec's national inspector.
Meanwhile, in a email sent to residents and family caregivers, the CISSS de Laval reiterated that it is collaborating with the Dufresne residence to ensure the quality and safe delivery of care and services.
To that end, the residence has made several adjustments in recent months and significant investments were made to improve infrastructure, the CISSS said, without elaborating on what changes were made.
The CISSS also said it is continually looking to identify areas for improvement and adopt new approaches and says it will welcome any recommendations stemming from Santé Québec's investigation, whose report is due in the fall.
Change should come sooner rather than later, says union
Comeau, was critical of the investigation saying it keeps getting pushed back and needs to be done now.
"There are some people who are suffering," he said.
He also wondered why the workers who first reported issues had yet to be interviewed and said that despite reassurances to the contrary, they had not seen any tangible improvements.
He clarified that the complaints weren't directed at Le Dufresne employees, but rather the institution for failing to provide adequate services.
"We are not ready to throw a stone at the people who work there," Comeau said, adding there might be staffing issues or workers might not have the right training.
Monique Pratt, a nurse who visits the residence maybe once a week, said she doesn't spend enough time there to be able to say if services are adequate.
She did, however, say that she feels there isn't enough personnel — a problem across several intermediate care residences, she said.
Patrick Martin Ménard, a medical liability lawyer, said Santé Québec's primary responsibility is to protect users and says transparency is key.
"When we receive this type of call for help, it's important that we intervene decisively and demonstrate all possible transparency to shed light on the situation and also try to understand what led to it," he said.

Residents from Lichfield took part in a walking protest to oppose the permanent closure of a maternity unit in Staffordshire. Campaigners said that "mothers need a real choice" and closing the birthing unit at Samuel Johnson Community Hospital for good would take away options for local families. Families took part in a pram push on Saturday after a public consultation was launched by the NHS Staffordshire and Stoke-on-Trent Integrated Care Board (ICB) last month. The freestanding midwife-led birthing units (FMBUs) at Samuel Johnson and County Hospital in Stafford were temporarily stopped due to the pandemic - the body is gathering views on whether they should reopen. Pregnant mothers have still been able to attend the hospitals for antenatal and postnatal appointments but have been unable to give birth at the units. While many have been waiting for the midwife-led services to resume, the ICB said the viability of the units was being questioned. Local residents, families who had used the maternity units in the past and pregnant mothers all gathered in the pouring rain in protest as they walked from Lichfield guildhall to Samuel Johnson. Hannah Weaver, who gave birth at the Lichfield unit before the pandemic, told the BBC her experience there was "empowering". She said: "I had an extremely positive and extremely empowering experience [at Samuel Johnson]. "I think it's important women have a choice about where they want to give birth, and that choice is being taken away from the residents of Lichfield. "The pram push is to show people we are against the proposal for closure and that we really make sure we keep safe births in Lichfield where there's choice. "That's the main thing - maternity choice." If services at the facility do not resume, the closest birthing unit for expectant mothers in Lichfield is at Queen's Hospital, in Burton. Speaking on the original decision to close the services, the ICB said it was made to ensure there was enough staff for the maternity departments at Royal Stoke University Hospital and Queen's Hospital in Burton-upon-Trent. Heather Johnstone, chief nursing and therapies officer, told the BBC if services were to resume, the midwives staffing the units would be taken away from the county's busiest hospitals. She said: "The units have been shut for five years, so the most recent data we have is from 2020. "There were around 18 births a month, so 220 births a year. It requires a lot of midwifery staffing to safely staff that unit. "It's taking those midwives away from facilities where they could be providing care to a broader range of people." Cancer patients on the west coast of Newfoundland will soon be able to receive radiation therapy closer to home. On Friday the Newfoundland and Labrador government announced two radiation oncologists have been recruited to work at the Western Memorial Regional Hospital in Corner Brook. Gerald Parsons, who has been fighting for better cancer care on the west coast for decades as co-chair of the Western Regional Hospital Action Committee, said he'll be pleased as soon as the first oncologist starts work. "Hopefully this will finish the battle for radiation," he told CBC Radio's Newfoundland Morning. Years ago he had no choice but to take his wife to St. John's for cancer treatment and said radiation services in Corner Brook would have made a world of difference. "We spent five weeks in St. John's at a hotel." For Parsons, radiation services on the west coast has been a long time coming. "It's been a year since [the Western Memorial Regional Hospital] opened up and the service is still not there. All the equipment is here," said Parsons. In Friday's statement, the Newfoundland and Labrador Health Services said the two oncologists will start work in the summer and fall, and radiation oncology services will be rolled out in three phases. The ongoing first phase provides CT simulations to eligible patients for radiation planning purposes. Phase two is hoped to begin in late August and include consultations and follow-up appointments in Corner Brook. The third and final phase of the radiation service roll-out "includes radiation services beginning and continuing to scale up as recruitment and onboarding of specialized staff progresses," said the statement. Parsons said the announcement is a step closer to his ultimate goal of better health-care services in western Newfoundland. People became sick between mid-April and late-June 2025. Of the cases reported, nine people have been hospitalized and there have been no deaths. Many people who became sick reported eating salami in prepared sandwiches or purchased from deli counters where the recalled products were served. People who became sick are between 1 and over 100 years of age. More recent illnesses may continue to be reported in the outbreak because there is a period between when a person becomes ill and when the illness is reported to public health officials. For this outbreak, the illness reporting period is between 11 and 45 days. This outbreak may not be limited to the provinces with known illnesses.
