Building consensus among states biggest hurdle in river-linking projects: Centre
In a written response in Rajya Sabha, Minister of State for Jal Shakti Raj Bhushan Choudhary underlined that the success of ILR projects hinges on inter-state agreement.
'The consensus building amongst states is the most challenging task due to apprehensions of states related to water sharing," Choudhary said.
Out of the 30 link projects identified under the National Perspective Plan, five have been prioritised for implementation. This includes the Ken-Betwa Link Project (KBLP), which is currently under execution.
With an estimated cost of Rs 44,605 crore, the KBLP aims to provide irrigation to over 10.6 lakh hectares across Madhya Pradesh and Uttar Pradesh and supply drinking water to around 62 lakh people.
It will also generate 103 MW of hydropower and 27 MW of solar energy, with completion targeted for March 2030.
The modified Parbati-Kalisindh-Chambal (PKC) link project, jointly taken up by Madhya Pradesh and Rajasthan, is expected to provide irrigation to six lakh hectares, drinking water to 21 districts in Rajasthan and 15 in Madhya Pradesh, and industrial water to regions including the Delhi-Mumbai Industrial Corridor.
Another major initiative under consideration is the Godavari-Cauvery link, which would divert unutilised waters from the Indravati sub-basin in Chhattisgarh and provide annual irrigation to 6.78 lakh hectares, along with drinking and industrial water to a population of over 21 million people.
The draft Memorandum of Agreement (MoA) has already been circulated among the participating states.
In Bihar, the Kosi-Mechi intra-state link scheme is expected to divert surplus monsoon water to irrigate over 2.1 lakh hectares and reduce flood impact downstream of the Kosi river. PTI UZM UZM KSS KSS

Delhi govt to review 20 years of arbitration cases exceeding Rs 1 crore
The Delhi BJP government has instructed the Public Works Department (PWD), Water and Irrigation and Flood Control (I&FC) departments to submit records of all arbitration cases involving claims exceeding Rs 1 crore from the past 20 years. This comprehensive audit aims to assess the extent of financial losses arising from legal disputes and bring transparency to how public funds were spent or lost in the last two decades, said officials. This comes a day after Chief Minister Rekha Gupta directed the Anti-Corruption Branch (ACB) to probe irreugularities in the construction of the Barapullah Phase III corridor and the arbitration case that arose due to delays. Accusing the then AAP government of corruption, Gupta had highlighted that the project, scheduled for completion in October 2017, was repeatedly delayed and eventually ran into arbitration. 'The ruling favoured the contractor with an award of Rs 120 crore. When the payment was withheld, the company approached the High Court, which, in May 2023, ordered the PWD to pay Rs 175 crore, including interest and GST. The sum was subsequently paid during the tenure of then-PWD Minister Atishi,' read a statement from the CM's Office (CMO) issued on Monday. The three departments, which manage roads and drains, have been asked to provide year-wise and award-wise data — including the total number of arbitration cases exceeding Rs 1 crore; cases decided against the government, along with brief descriptions; the amount paid or losses incurred in such cases; and the number of appeals filed before making payments. 'This audit comes amid mounting concerns over repeated legal setbacks in infrastructure and civil works, many of which have resulted in heavy payouts to private contractors,' said officials. Earlier, PWD Minister Parvesh Sahib Singh had announced the removal of arbitration clauses from the department's new contract conditions. This means that any future disputes between the department and contractor will be settled exclusively in court. 'Public funds must be treated as sacred. For years, departments have settled claims through arbitration without exhausting legal options — this won't continue. We are auditing two decades of arbitration history to identify who was responsible and why legal battles were surrendered. Importantly, I have now removed the arbitration clause from PWD contracts. If there's a dispute, let it go to court. No easy money through arbitration anymore,' Singh said. Officials said that this strategic shift is expected to act as a strong deterrent to frivolous claims and force all stakeholders — government and contractors alike — to approach project disputes with more seriousness and legal preparedness. 'With this 20-year review, the Delhi government aims to establish structural reforms in contract enforcement and legal strategy — preventing future financial haemorrhage and reinforcing public trust in governance,' said officials.

Jagan accuses Andhra govt of vendetta politics, governance failure
Amaravati, July 29 (PTI) YSRCP chief Y S Jagan Mohan Reddy on Tuesday accused the TDP-led government in Andhra Pradesh of engaging in 'vendetta politics", failure in governance and neglecting public welfare. Addressing the Political Affairs Committee (PAC) meeting of YSRCP, the former CM alleged that the state government is fabricating false cases to instill fear among its opponents, instead of focusing on implementing promised welfare schemes. 'Chief Minister N Chandrababu Naidu failed to implement poll promises and neglected all sections of society and is showing vindictive attitude towards political opponents," said Jagan Mohan Reddy in a release. Referring to the recent arrests of several senior YSRCP leaders, Jagan asserted that this is proof of 'vindictive politics". The YSRCP supremo further alleged that police have become 'collection agents", facilitating mafia-style operations in liquor, sand, rice and gambling, leading to paralysis of public institutions. The former CM also claimed that several key initiatives, including Nadu-Nedu works and Aarogyasri scheme, have been halted. According to Jagan, Naidu spent 52 per cent of YSRCP's five-year borrowings in just 14 months, despite stagnating state revenue and a mere three per cent growth rate. He announced the launch of a YSRCP app for citizens to report harassment, promising accountability and justice and called for strengthening of booth-level structure.
