Panaji: The Goa human rights commission has recommended that the transport department takes steps to ensure that vehicles purchased by personnel of the Indian armed forces are charged taxes based on the cost of the vehicle as paid when purchasing from the canteen store department, and not on the market price. In its inquiry report on Wednesday, the commission recommended that the transport department refund the excess amount charged to the commanding officer of 1 Goa battalion NCC, Jesus Furtado, when he purchased a new Maruti Brezza from the ministry of defence. Furtado, in his complaint to the commission, stated that he paid Rs 8,73,802 to purchase the Brezza from the ministry of defence in Dec 2024, which was a military canteen discounted price, a privilege given to the Indian armed forces by govt. He stated that when he went to the Margao RTO office to pay registration and taxes, he was charged based on the market price of Rs 9,45,778, as opposed to the actual price he paid. He filed a complaint seeking a refund of the excess amount paid. The transport department stated that taxes are collected as per the homologation price frozen in the computer system by the vehicle manufacturer. 'Merely because in the computer system in the RTO office, the homologation price was frozen by the manufacturer/dealer, the complainant could not be charged the tax on the said homologation price,' the commission stated. It found that the transport department wasn't able to produce any provision of law in support of its defence and stated that Furtado is entitled to a refund of the excess amount paid.

Lucknow: In a boost to rail safety, the central govt has approved Rs 309.26 crore for installation of indigenous automatic train protection system, Kavach, across 790 km in North Central Railway zone. The initiative is part of broader national project 'Kavach and Communication Backbone through LTE for Balance Routes of Indian Railways ', included in the 2024–25 Works, Machinery & Rolling Stock Programme. Outlay is Rs 27,693 crore and Rs 309.26 crore will be used for Kavach deployment, across Prayagraj, Agra, and Jhansi Divisions, including Shikohabad-Farrukhabad (103.58 km), Dholpur-Sarmathura (70 km), Bhindai-Udimod (113 km), Lalitpur-Khajuraho (164 km), Birlanagar-Udimod (102 km), Khajuraho-Mahoba (64 km), Ait-Konch (13 km), Aligarh-Harduaganj (14 km), Khurja Junction-Khurja City (4 km), Barhan-Etah (58 km), Etawah-Mainpuri (54 km), Kanpur-Anwarganj (2.42 km), Mohari-Tantpur (18 km) and Udimod-Etawah (10 km). tnn Kavach is a homegrown automatic train protection (ATP) system designed to prevent accidents by avoiding signal passing at danger (SPAD), regulating train speed and enabling automatic braking during emergencies.
