
WHT lines, T&T system and single portal: DLIs lag behind targets under PRR project: World Bank
Official documents revealed that the bank has rated the overall implementation progress of the project worth $400 million moderately satisfactory, observing that Federal Board of Revenue (FBR) is taking measures to address challenges and improve implementation of these DLIs.
The bank's official documents revealed that $328.75 million, i.e. 83.22 percent of the financing have been disbursed so far while undisbursed amount stands at $66.28 million.
PRR project: World Bank approves additional $70m credit
The bank has approved an additional $70 million credit in June 2025 for the project to boost Pakistan's domestic revenue collection and improve tax compliance. This additional financing brings the total amount of resources under the project to $470 million.
The bank stated that overall satisfactory progress is noted towards achievement of project development objectives. There is improved performance in several Disbursement Linked Indicators (DLIs; also mentioned as Performance Based Conditions), as confirmed by the third party validation report and the World Bank team. The tax expenditure and revenue forecast reports have been published for fiscal year 2024, while reports for fiscal year 2025 are being prepared (DL1 2).
Single returns portal for GST and General Sales Tax on Services (GSTS) has been rolled out with four provincial GSTS authorities, covering the telecom, microfinance and oil and gas sectors (DLI 7). Key Performance Indicators based bi-annual and annual progress reports have been published for fiscal year 2024 (DLI 10).
The FBR has achieved project-end targets of DLI 5 (identification of new taxpayers through automated data sharing and ICT-based business intelligence), DLI 6 (risk-based audit), DLI 9 (FBR core business processes simplified and automated), and DLI 10 (organizational effectiveness and transparency). However, DLIs 1 (reduction in WHT lines), 4 (implementation of track and trace system), 3 & 7 (harmonization of definition of goods and services, and rollout of single portal to all sectors) are lagging behind relevant targets. The FBR is taking measures to address challenges and improve implementation of these DLIs.
The procurement of equipment for data center under component 2 are in process. As per the government's request, the project restructuring and additional financing for its Component 2 has been approved. The additional financing will support activities in FBR's new transformation plan until fiscal year 2027.
The technical streams have not been established in FBR. However, the FBR officers are assigned to different positions relevant to technical/core and non-core functions, such as procurement, internal audit, communications etc.

Govt urged to establish regulatory cell for IT and freelancers
Stakeholders from the IT industry and freelancers' community have proposed that the government establish a dedicated regulatory cell to oversee key initiatives, especially on data collection. The recommendation was discussed in a meeting of the working group chaired by Shaza Fatima, Federal Minister for IT and Telecommunication, under the directives of Prime Minister Shahbaz Sharif, in Islamabad. The participants of the group included the Chairman of the Federal Board of Revenue (FBR), Governor of the State Bank of Pakistan (SBP), Secretary of the Ministry of IT and Telecom, and others. The working group deliberated the need for targeted support for the IT sector to facilitate growth, upskilling and reskilling, based on accurate data to help develop a roadmap and to enhance productivity and export through targeted interventions. It recommended comprehensive data collection on software companies, their employees, exports, tax records, global presence, and the type of services. Additionally, details on freelancers and remote workers, including their locations, credentials, earnings, type of work, and certifications. AI policy can revolutionize Pakistan's economy, say experts The group suggested that the central bank provide analytics to the IT industry through revision of the R Form and simplifying the tracking mechanism at both the company and individual levels. Furthermore, a database should be developed in collaboration with universities on IT and other graduates. According to the proposal, the regulatory cell will oversee and promote activities of the IT industry and freelancers, support them in business expansion and attract foreign exchange through export receipts. It will also coordinate marketing events and encourage freelancers and IT companies to adopt formal channels. The cell is expected to supervise training, mentoring and certification frameworks for professionals and students, support upskilling and reskilling of human resources through free training, laptop schemes and co-working spaces. Also, the updated database could facilitate the provision of annual incentives to registered freelancers, i.e. free credits for remittance officially verified through data. The members of the working group included SBP Governor Jamil Ahmed, FBR Chairman Rashid Mahmood Langrial, Chairman of the Pakistan Freelancers Association (PAFLA) Ibrahim Amin, Secretary of the Ministry of IT & Telecom Member Zarrar Hasham Khan, CEO of the Pakistan Software Export Board (PSEB) Abu Bakar, Systems Ltd CEO Asif Peer and IGNITE CEO Adeel Aijaz Shaikh. The working group also urged the government to extend tax exemption for the IT industry and freelancers' community, which is set to expire next year. PAFLA Chairman Ibrahim Amin said that the government remains keen to promote the IT industry and freelancers' community through different initiatives and programmes. He added that remittance inflows through freelancers could increase significantly in the coming years, provided existing challenges are addressed. Amin also urged the government to provide incentives to IT companies and freelancers similar to those offered to Overseas Pakistanis under the Roshan Digital Account (RDA).

FBR orders penalties for delayed duty payment after goods auction
ISLAMABAD: The Federal Board of Revenue (FBR) has directed the Collectors of Customs to impose penalties on importers involved in unnecessary delay in payment of duty & taxes after auction of goods at ports. The FBR issued instructions to the Collectors of Customs here on Tuesday to enforce enforcement provisions of the Customs Act 1969. Tax authorities have strictly directed the heads of customs in the field formations to enforce provisions of the Finance Act 2025. Collectors of Customs were informed section 82 of the Customs Act provides a mechanism for auction of goods not cleared or warehoused or transhipped or removed from the port. To avoid port congestion and unnecessary delay in payment of duty & taxes, penalties have been provided to cater different situations arising at the ports. However, the Collector of Customs in unavoidable circumstances may waive-off the penalty. The FBR has also directed the Chief Collector of Customs, Appraisement (South), Karachi is directed to ensure development of the system accordingly in WeBoC. Senior FBR officials also informed Collectors of Customs that amendment has been made in sub-section (3) of Section 179 of the Customs Act, 1969 whereby the time period for deciding the cases related to clause (s) of section 2 and for cases where goods are lying at sea-port, airport or dry port has been enhanced from 30 days to 45 days. Amendment has also been made in sub-section (4) whereby Board can regulate the system of adjudication including transfer of cases and extension of time-limit as deemed appropriate after reasons to be recorded in writing. The de-minimise limit for courier parcels has been revised/reduced from Rs 5,000 to Rs1,000 to check misuse of the facility particularly for e-commerce. FBR extends returns filing deadline to August 8
ISLAMABAD: The Federal Board of Revenue (FBR) has further extended the date of submission of Sales Tax and Federal Excise Returns for the tax period of June, 2025 up to August 8, 2025. This is subject to the condition that due sales tax liability has been deposited within due date. In this regard, the FBR Tuesday issued instructions to Chief Commissioners Inland Revenue, Large Taxpayers Offices (LTOs), Medium Taxpayers Offices (MTOs), Corporate Tax Offices (CTOs) and Regional Tax Offices (RTOs). In exercise of the powers conferred under section 74 of the Sales Tax Act, 1990 and section 43 of the Federal Excise Act, 2005, the FBR has directed that the date of submission of Sales Tax and Federal Excise Return for the tax period of June, 2025, which was due on July 18, 2025, and extended upto August 4, 2025 is hereby further extended till August 8, 2025 subject to the condition that due sales tax liability has been deposited within due date, FBR added.
