I have received two letters from National Parking Enforcement Ltd (NPE) demanding £170 for failing 'to correctly use a pay & display machine' in a car park six years ago. It doesn't specify what I did incorrectly – I'm guessing I made a typo when entering my car reg because the buttons on the machines are so faded and Os and zeros look identical.
I'm told I face court and a damaged credit rating if I don't stump up. ML, Fakenham
It looks as though NPE is hurrying to collect the money before the clock runs down. Private parking operators have to issue a ticket within 14 days of the alleged contravention if sending by post.
If it's taped to your windscreen and you fail to pay, the operator has an additional 56 days to send a notice to your home address. You say you never received any notice and were unaware of the alleged debt until the legal threats arrived.
Private parking charges are not legally enforceable without a county court judgment, and the statute of limitations bars court action once six years have passed.

The demands you received were sent days before the six years were up, and the deadline has since expired. Moreover, NPE has failed to provide evidence that you breached the terms and conditions.
When you demanded details and proof of what you had done wrong it repeated, robotically, that you had used the machine incorrectly. It declared to me that it could not discuss cases with a third party, and refused to answer if, and when, it issued a parking charge notice and why it did not follow up earlier.
I believe a court would take a dim view of this, even if it agreed to hear the case, so you could probably ignore it. But if you are worried, I suggest you write to NPE stating that you will not pay unless it provides all those details by a specific date.

To help the UK's financial situation, former Labour leader Neil Kinnock recently suggested that the government impose a 2% tax on assets valued above £10m. This was something put forward by a group of cross-party MPs in letter to Reeves ahead of her first autumn budget last October. Reeves has refused to rule out a wealth tax in the upcoming autumn budget, though business secretary Jonathan Reynolds said on Friday that such a levy would be "daft". A report released by Henley & Partners last week showed that the UK is already expected to suffer the largest outflow of millionaires globally in 2025. The Henley Private Wealth Migration Report 2025 forecasts a net loss of 16,500 high-net-worth individuals (HNWIs) from the UK this year, the highest such outflow ever recorded by the firm in the past decade of tracking global wealth migration trends. Juerg Steffen, CEO at Henley & Partners, said: "For the first time in a decade of tracking, a European country leads the world in millionaire outflows. 'This isn't just about changes to the tax regime. It reflects a deepening perception among the wealthy that greater opportunity, freedom, and stability lie elsewhere." In April, the Treasury confirmed plans to abolish the longstanding non-domicile regime, a move widely seen as a trigger for an accelerating outflow of wealthy residents. At the same time, an analysis published in June by the Tax Justice Network found that the 9,500 millionaires that were reported to be leaving the UK in 2024 represented just 0.3% of the UK's 3.06 million millionaires. The father of Stephen Lawrence is 'very frustrated' and has asked for a full explanation after the public parole hearing for one of his son's killers was delayed. David Norris was due to make a bid for freedom on Wednesday and Thursday, but the hearing was adjourned because unspecified information was not made available to the panel that is due to hear the case. A lawyer for Stephen's father Neville Lawrence said the Government had failed to provide the details. Guy Mitchell, from Hodge Jones and Allen, said: 'Dr Lawrence is understandably very frustrated by this last-minute delay to the hearing which was due to go ahead on Wednesday. 'We understand this is due to the Government failing to provide certain information to the Parole Board in time. Dr Lawrence is seeking a full explanation as to the reason for this failing.' Norris was jailed for life with a minimum term of 14 years and three months in 2012 after he and Gary Dobson were convicted of murder in 2011 nearly 20 years after Stephen's racist killing. A spokesperson for the Parole Board said: 'The hearing has had to be adjourned due to information directed by the panel not being made available for the case. 'Without all proper information, the panel cannot consider a parole review. 'The panel's priority must be to ensure the relevant information is available, so that they can thoroughly review the potential risks and ensure public protection.' A new date will be set for the public hearing once the information has been provided. Stephen was on his way to catch a bus with his friend Duwayne Brooks in Eltham, south-east London, in April 1993 when he was set upon and killed by a gang of five or six attackers who used a racist term before they struck. Incompetence and allegations of corruption, centred around Norris's drug dealer father Clifford Norris, dogged the investigation into Stephen's death for years. There was also outrage when it emerged that undercover officers from the Metropolitan Police had spied on justice campaigners supporting the family. In 1999 a public inquiry into the case found that the force was institutionally racist, a conclusion repeated by Baroness Casey in 2023 in her review following the rape and murder of Sarah Everard by a serving officer. Parole hearings are normally held in private but a public hearing was allowed in Norris's case after an application by the media that was backed by Stephen's parents. In a document outlining the decision, it was revealed that Norris now accepts that he was present at the scene of the murder, but claims that he punched Stephen and was not the person who stabbed him. The other suspects in the case were Jamie and Neil Acourt, who have since been convicted of unrelated drugs offences, and Luke Knight. A sixth suspect, Matthew White, died in 2021. The College of Policing is leading a review of the most recent stage of the investigation into Stephen's death after Dobson and Norris were convicted.

A man has been left with a fractured cheekbone and an eye socket after a fight at Woolwich Arsenal station. The incident between a man in his 30s and two other men happened at around 11.15pm on July 5. Officers say the man was assaulted by the pair and they then left the station. The man suffered a fractured cheekbone and eye socket and attended hospital for treatment. Detectives believe the man in the image may have information which could help with their investigation. A spokesperson for British Transport Police said: 'Anyone with information is urged to contact British Transport Police by texting 61016 or by calling 0800 40 50 40 with the reference 939 of 5 July. 'Alternatively, you can contact Crimestoppers on 0800 555 111 where information can be passed anonymously.'
