Redesign of Portland's Congress Square Park may resume this summer

Mar. 24—"Dearest Portland," the post read. "It's gonna be a weird year."
Friends of Congress Square Park announced via Instagram on Wednesday morning that construction on a yearslong renovation to the downtown park is likely to resume this summer. As a result, the group is planning to scale back its programming to accommodate the work.
But city spokesperson Jessica Grondin wrote in an email last week that it's too soon to say when construction will restart.
The city cut ties with the contractor that completed the first portion of the project in 2023, so it needs to hire a new company to complete the work. Grondin said the city put out a request for bids for the job Friday. She said work may start up again this summer, as the organization said on Instagram, but that there's no definitive start date.
The $7.2 million redesign has been in the works for years and was planned to unfold in two phases. It was originally slated to be completed in 2024 but has been plagued by delays.
The first phase, budgeted at $2.6 million, included improvements to traffic flow and sidewalks at the intersection of High and Congress streets, work that was originally expected to be largely completed by fall 2022, with final paving and landscaping to occur the next spring. While the original contractor, Gordon Contracting, completed a portion of that work, there are still significant updates to the intersection to be done, according to the bid published by the city Friday.
Phase two calls for upgrades to Congress Square Park itself, including the installation of new artwork and improvements to the plaza outside the Portland Museum of Art.
The first phase took far longer than expected because of the discovery of an electrical vault under the street and resulted in partial closures of High and Free streets for months, frustrating nearby businesses and residents. Meanwhile, the city and the contractor were at odds over who was responsible for the delays and how to respond to them, and the two eventually ended their agreement.
CJ Opperthauser, executive director of Friends of Congress Square Park, said that while the group hopes to put on as much of its usual programming as possible, some events likely will be paused or relocated. He said the group may move some events to Longfellow Square or Monument Square if construction makes hosting at the park impossible.
"At the end of the day, we won't have too many fewer events than in a normal season," he said.
Opperthauser said he is excited about the project and believes it will make the area more pedestrian-friendly and make it easier to host events. The plans also call for improvements to accessibility for people with disabilities and for planting more trees in the park.
He joked that he's thinking of making a T-shirt that reads "The Jackhammer tour," referring to the roving events schedule, if construction is in full swing this summer.
"That's the spirit we're trying to have," he said.
Opperthauser added, that although the project is spearheaded by the city, his organization has been involved since the beginning and is glad to be included.
"We're really like cheerleaders for the project," he said.

The Phoenix and Peoria locations are closed, according to commenters on Reddit. The Avondale location is closed, according to Google Reviews. Viktor Gyokeres is 'furious' that the 'gentleman's agreement' that allows him to leave Sporting this summer has not been adhered to. According to reports in Portugal, it is believed that the 27-year-old Swede has a deal with his current employers that will let him depart the Jose Alvalade Stadium should an offer of €60million plus €10m (£58m) arrive. That, however, has reportedly been disregarded by Sporting president Frederico Varandas, who is thought to be holding out for around €80m (£67m) instead. That has resulted in Gyokeres feeling 'furious' that a promise to him made at the beginning of the season has been broken. Furthermore, Gyokeres has removed reference to Sporting in his Instagram bio, although he has also taken down any mention of Sweden or his sponsor, Nike. Arsenal and Manchester United are the suitors most heavily linked to the former Coventry City striker, who scored 54 goals in 52 games in all competitions last term. It had previously been reported that the Swede's contract contained a release clause of €100m (£84m), but it was revealed that offers would not need to reach that amount to convince Sporting to sell their star striker. That was ratified in a pre-season meeting between Gyokeres and Sporting's hierarchy, namely Hugo Viana, their former director of football and now of Manchester City, and Varandas. Saudi Pro League outfit Al-Hilal have also registered their interest in Gyokeres with their pursuit of Napoli's Victor Osimhen stalling, although it is believed that no club has presented a formal offer to Sporting.

Tesla stock jumps on robotaxi momentum, Musk-Trump feud cooling

Tesla (TSLA) stock jumped for a third straight trading session as the company's robotaxi rollout gains steam, and the war between CEO Elon Musk and President Trump cools off. On Monday night, Tesla was listed as an autonomous vehicle (AV) operator on Austin's Transportation and Public Works website, ahead of the reported June 12 targeted start of Tesla's robotaxi service. The news was first picked up by Tesla blog Teslarati. Tesla was listed with Alphabet's (GOOG) Waymo, Amazon's (AMZN) Zoox, Hyundai's Motional, and a few others on the current list of AV operators in Austin. Tesla stock closed up 5.7%, notching its third straight positive session and helping the stock recoup most of its losses from last week. Tesla's listing on the Transportation and Public Works site is seen as positive momentum for the start to begin imminently. Tesla also confirmed a report on X that its robotaxis were testing in the city, with a test Model Y with "Robotaxi" emblazoned on side of it closely followed by a another Model Y chase vehicle. Tesla will begin its unsupervised robotaxi testing with approximately 10 to 20 robotaxis at first and will ramp up if testing goes smoothly. Tesla will use remote tele-operators in the event that a robotaxi has an incident or is stuck in a traffic situation, allowing human intervention when needed. While this is a welcome safety initiative, it may hinder any ramp-up of Tesla's robotaxi fleet. Musk's closeness to Trump was seen as a boon for its robotaxi ambitions, but the recent war of words between the two sank Tesla stock late last week, and it's only now recovering. Part of today's recovery in the stock came as Trump made some conciliatory comments about Musk and Tesla on Monday after the bell. "I'd have no problem with it," Trump said at a White House event on Monday when asked if he would be willing to speak with Musk. "I'd imagine he wants to speak with me." Trump also revealed he wasn't going to sell the Tesla Model S he bought in March, following the unprecedented event where Musk brought a fleet of Tesla EVs to the White House for Trump's perusal.
