DFSA Report: Quantum Computing and AI Introduce New Risks to Finance

As implementation of emerging technologies accelerates, operational resilience, technology risk management, and adaptive oversight will be fundamental to maintaining stability in financial markets.
Regulators and institutions must act to raise awareness of emerging threats, enhance readiness, and strengthen technology governance, global financial regulators and experts said during a closed-door meeting.
The session, hosted by the Dubai Financial Services Authority (DFSA) at the Dubai Fintech Summit 2025 in May 2025, bought together 70 representatives from 18 financial regulatory authorities from across the globe, alongside senior experts from the Bank for International Settlements (BIS) Innovation Hub and the International Monetary Fund. These participants examined how cybersecurity, AI, and quantum technologies intersect, discussing practical measures to address the evolving risk landscape, and reflecting on current progress and persistent gaps.
An evolving cyber threat landscape
Participants warned of the evolving cyber threat landscape, highlighting that cyber threats are becoming more sophisticated and harder to control because they easily cross borders and affect many different industries at once.
They emphasized the shift from ransomware encryption towards double extortion, which combines data encryption with threats to leak stolen information, as well as the growing use of AI for social engineering. They also noted that threat actors are increasingly attacking newer technologies such as Internet-of-Things (IoT) devices with physical sensors and supply chains, and are using legitimate tools to evade detection mechanisms.
To manage these risks, these experts agreed on the need to balance innovation with robust cybersecurity. They advised on strengthening basic defenses, such as keeping software up to date, dividing networks to limit damage, training employees to spot threats, using strong access controls and multifactor authentication, sharing information about threats, and carefully managing risks from third parties like suppliers and partners, while also emphasizing the importance of cross-sector and public-private collaboration as cyber-attacks become orchestrated at industrial scale and are no longer isolated events.
Regulators, meanwhile, should provide guidance on quantum and AI-related risks, and raise awareness about these threats. They should also embed cybersecurity into supervisory assessments, and build their own skills and suptech tools to monitor and respond to cyber and emerging technology risks.
Quantum risk evolution
Quantum risks were another key topic of discussion. Quantum computers, which utilize quantum mechanics to process information, have the potential to revolutionize fields like cryptography, drug discovery, and complex optimization by solving problems exponentially faster than classical computers. However, these same capabilities also pose significant cybersecurity risks.
Such powerful quantum computers could theoretically break widely used encryption methods that currently secure online banking, payment systems, and other digital payments. And while these computers, called cryptographically relevant quantum computers (CRQCs), don't exist yet, they could emerge by 2030-2040, emphasizing the urgency to prepare for a post-quantum world now.
Participants warned that the financial sector is likely to be among the prime targets for quantum threats because of the high value of financial assets transactions financial institutions process. Though the space benefit from strong governance structures and prudential frameworks, important gaps persist, including limited awareness of quantum threats, incomplete inventory of vulnerable systems, and slow global standardization and interoperability.
Against this backdrop, experts highlighted that regulatory authorities have a vital role to play in raising awareness on quantum threat, and supporting gradual transition planning. They should also consider introducing regulatory sandboxes for experimentation, cross-border collaboration, and scenario planning that simulate quantum-risk impacts to better prepare for the challenges that quantum technologies may bring.
AI risk oversight
Finally, the group examined the risks associated with the growing adoption of AI in financial services. First, they noted that financial institutions process large volumes of highly sensitive personal and financial data that are increasingly used to train complex machine learning (ML) models. This enhances the risks of data breaches and intellectual property theft.
They also emphasized that AI expands the attack surface for cyber threats, and introduces new points of failure not present in traditional information and communication technology infrastructure, such as data pipelines and ML models. Meanwhile, threat actors are increasingly incorporating AI into their offensive toolkits to enhance, automate, and scale cyberattacks, as well as to adapt to counter-defensive measures.
Experts also highlighted the growing resilience on a limited number of dominant AI providers, contributing to supply chain concentration risk and heightening the risk of systemic disruptions in the event of supply chain incidents. They also drew attention to the expanding influence of bigtech companies across the AI ecosystem.
Participants encouraged regulators to map supply chains and assess concentration risks across critical technology providers. They also stressed the importance of balancing innovation with adequate oversight, advising for principle-based approaches, and an adaptive, learning-focused posture to respond more effectively to the evolving nature of AI applications.
The potential of quantum computing and AI
Quantum computing and AI are transforming technologies poised to transform the financial services and banking industry by accelerating secure transaction processing, revolutionizing risk analysis, optimizing complex portfolios, and enhancing fraud detection.
McKinsey estimates that quantum computing use cases in the finance industry could create US$622 billion in value by 2035. Meanwhile, generative AI (genAI), a subset of AI that creates new content, could add as much as US$340 billion a year in additional value, representing 2.8% to 4.7% of total industry revenues, largely through increased productivity.
However, genAI also introduces risks, such as deepfake and fraud. Deloitte's Center for Financial Services predicts that genAI could enable fraud losses to reach US$40 billion in the US by 2027, from US$12.3 billion in 2023.
Despite these challenges, adoption is accelerating rapidly. According to the latest McKinsey Global Survey on AI, 78% of respondents said that their organizations used AI in at least one business function as of late 2024, up from 55% a year earlier. Boston Consulting Group (BCG)'s AI Radar found that one in three financial institutions plans to spend over US$25 million on AI in 2025, and some will spend in the range of 0.5% to 1% of revenues towards AI technologies.

Will Trump's tariff shock catalyse reforms in India?

As US President Donald Trump's sweeping new trade tariffs ripple across the globe, India — now the world's fourth-largest economy — is grappling with a fresh economic shock: an additional 25 per cent tariff on its exports to the United States, bringing the total duty on several Indian products to 50 per cent. While the punitive measure is a response to New Delhi's continued oil trade with Russia, analysts and policy thinkers are debating whether this moment, fraught with economic risks, could also be a once-in-a-generation opportunity for India to reform and reimagine its export competitiveness. The secondary tariff, effective August 27, targets India along with only two other nations — China and Turkey. Washington has justified the action by citing India's strategic crude oil imports from Moscow. Ironically, the US had previously encouraged India to tap alternative suppliers amid the war in Ukraine to ensure global energy stability. India's Foreign Ministry has strongly condemned the new tariff as 'unfair, unjustified, and unreasonable', noting that such a measure contradicts prior US policy stances. Nevertheless, the implications are real and immediate. The Confederation of Indian Textile Industry (CITI) has warned that the new duties will significantly weaken Indian exporters' ability to compete in the US market — one of the country's largest trading partners. The US accounted for around $85 billion worth of Indian exports in 2024, with key sectors including textiles, garments, gems and jewellery, shrimp, chemicals, and leather goods forming the bulk of the trade. The textile industry alone exports nearly $4 billion to the US annually. With the new tariff, margins are expected to collapse, especially as competitors such as Bangladesh, Vietnam, and Ecuador enjoy significantly lower or zero-duty access. Shrimp exports — already under the strain of a 2.49 per cent anti-dumping duty and a 5.77 per cent countervailing duty — will now see total levies rise to 33.26 per cent, according to Yogesh Gupta, managing director of Kolkata-based Megaa Moda. 'This will make Indian shrimp uncompetitive in the US, where Ecuador has only a 15 per cent tariff,' he said, adding that many US buyers are already reconsidering their sourcing strategies. Speaking to Khaleej Times, Shaji Baby John, chairman of Kings Infra, a major shrimp exporter, and a pioneer in the seafood and aquaculture business, said in an age of fragmented globalisation and weaponised trade, India's challenge is no longer just about export recovery. 'It's about positioning itself as a resilient, agile, and reform-ready economy in an uncertain world. If New Delhi plays its cards right, what appears today as a punitive setback may indeed become the catalyst for its next leap forward.' Baby John said the move should serve as a wake-up call to strengthen indigenous capacities and reduce strategic vulnerabilities. 'For India, this is a time to double downs on long-term reforms and localised value chains.' Colin Shah, managing director of Kama Jewelry, said that around 55 per cent of India's exports to the US will be directly affected. 'The 50 per cent reciprocal tariff places our exporters at a 30–35 per cent disadvantage compared to peers. Many orders are on hold, and for MSMEs, absorbing this cost is simply unviable,' he cautioned. While immediate reactions in India's financial markets were subdued — the rupee closed marginally stronger at 87.69 against the dollar and the Sensex dipped just 0.8 per cent — there is little doubt that prolonged tariff pressure could erode business sentiment, affect employment in export-linked industries, and disrupt long-standing trade relationships. Yet amidst the gloom, there are voices urging India to seize this geopolitical disruption as a reform moment. Amitabh Kant, India's former G20 Sherpa and ex-CEO of Niti Aayog, framed the tariff escalation as a 'once in a generation opportunity' for India. 'Trump has provided us a chance to take the next big leap on reforms. Crisis must be fully utilised,' he posted on X (formerly Twitter). At the core of this opportunity lies the chance to re-engineer India's trade and industrial policy. Several measures are already under evaluation, including a proposal to reinstate interest subsidies on micro, small and medium enterprises (MSME) export credit under the planned Export Promotion Mission. The Commerce Ministry is also in talks with sectors like marine products to design schemes focused on employment-linked incentives that could partially offset the US market setback. In a broader context, the tariff escalation might also encourage India to deepen its trade ties with other key markets. The European Union, the UK, and the Gulf countries have all emerged as alternative trade destinations with whom India is negotiating free trade agreements. Moreover, the crisis may expedite the need for India to boost self-reliance in critical sectors such as semiconductors, pharmaceuticals, and clean tech — areas where tariff exemptions currently remain. Some analysts argue that Trump's use of 'secondary tariffs' represents a new form of economic coercion designed to enforce US foreign policy goals indirectly. Unlike traditional sanctions, these duties are not designed to block access to goods or services but to drive up the costs of doing business with geopolitical adversaries. That India finds itself grouped with China and Turkey in this enforcement mechanism is both politically and economically consequential. Still, India's relatively restrained response compared to other affected nations may reflect confidence in its medium-term trajectory. With a GDP set to grow over 7 per cent in 2025 and a booming digital economy, India may have more room to absorb external shocks than many of its peers. Much will depend on whether the tariff remains a temporary tool or hardens into long-term policy. If the Ukraine conflict sees a breakthrough or if India recalibrates its oil trade strategy, the US could ease off. But should the current administration double down, India must adapt quickly, focusing on value-added exports, improving ease of doing business, and reducing dependency on single markets.

The quest to elevate Nigeria's green economy to global recognition through Nigeria has taken a promising turn. The European Union Delegation to Nigeria and ECOWAS, the German government (through its Embassy), and the Federal Ministry of Power recently held the inaugural Steering Committee meeting of Nigeria, bringing together national stakeholders to accelerate the country's energy transition. Co-chaired by the Federal Ministry of Power, the EU, and the German Embassy, the committee reviewed progress, outlined key priorities, and agreed on a roadmap to scale up clean energy deployment. Lawrence Edeeke, Country Coordinator of Nigeria, presented the committee's composition, which includes the Federal Ministry of Power, Rural Electrification Agency, EU Delegation, BMZ/German Embassy, Central Bank of Nigeria, Renewable Energy and Energy Efficiency Association Alliance (REEEA), and GIZ through its Nigeria Energy Support Programme. Deputy EU Ambassador Zissimos Vergos described Nigeria as 'the essential ecosystem to connect aspiring entrepreneurs with financiers,' adding that it will help position Nigeria's green economy on the global stage. Representing the Federal Ministry of Power, Engineer Temitope Dina declared: 'We want to move from power points to power plants,' highlighting the government's determination to scale up from pilot projects to large-scale clean energy delivery. From the German Embassy, Johannes Lehne called the launch of the committee 'a highly symbolic step,' marking a new phase in Nigeria's clean energy journey. Prof. Magnus Oma of the Renewable Energy Alliance emphasized the need to reduce investment risks through blended finance solutions tailored to Nigerian developers. In just nine months, Nigeria has received nearly 90 applications from clean energy developers, selecting 35 projects for support. Through its Edge Finance initiative, it has also partnered with five commercial banks—Sterling Bank, First Bank, WEMA, Fidelity, and Ecobank—surpassing its initial target and positioning these institutions as key drivers of Nigeria's green finance landscape. With its Steering Committee now operational, Nigeria will provide strategic oversight, align with national energy goals, and ensure effective governance. The committee is expected to meet twice annually, with the next session scheduled for February 2026 to review progress and address emerging challenges. Nigeria is poised to serve as a catalyst for systemic transformation, empowering developers, mobilising finance, and accelerating Nigeria's clean energy transition.

OmniHub successfully passed all testing requirements in a single development cycle covering concept, delivery and maintenance, exceeding industry benchmarks. The R&D Centre highlighted the terminal's advanced features, particularly its connectivity with the DEWASAT-1 nanosatellite, paving the way for field deployment. Omnihub was developed in line with the highest standards of reliability and efficiency under DEWA's Space-D programme to connect terrestrial sensors with satellites and ground-based networks. The terminal, including its 3D-printed encasing, was designed and manufactured at the R&D Centre.
