Canadian financial system stable, but trade war poses big risks, says central bank
By Promit Mukherjee and David Ljunggren
OTTAWA, May 8 (Reuters) - A prolonged trade war could increase the risks to Canadian financial stability by hurting banks and other institutions and making it harder for households and businesses to pay down debt, the Bank of Canada said on Thursday.
In its annual Financial Stability Report, the central bank said the financial system was resilient.
But the impacts of tariffs slapped by U.S. President Donald Trump on Canada and Ottawa's subsequent counter-tariffs could hurt financial stability, especially if it continues for a long period of time.
"A long-lasting trade war poses the greatest threat to the Canadian economy. It also increases risks to financial stability," the bank said.
The BoC said in the near term, the unpredictability of U.S. trade policy could cause further market volatility and strains on liquidity. In an extreme case, market volatility could turn into market dysfunction.
In the medium to long term, a prolonged global trade war would have severe economic consequences, it added.
Governor Tiff Macklem told reporters that the uncertainties were so great that "our analysis is not a projection, it is an assessment of vulnerabilities".
If the trade war continues some households, especially those carrying higher levels of debt, might default on their payments, the bank said, adding the risk was concentrated mainly amongst households without a mortgage.
This could hurt a strong banking system which has built a robust liquidity base and access to funds, the BoC said.
"If credit losses occur on a large enough scale, banks could cut back on lending in response. Struggling households and businesses would have less access to credit to get through tough times. This cycle could exacerbate the economic downturn," it said.
The BoC also highlighted a heightened risk from hedge funds which have been taking increasing exposure to Government of Canada bonds. In some cases they have bought almost half of all the auctions of government bonds.
But a bulk of their purchases is supported by debt, making them more likely to pull back from the market in periods of stress, threatening the bond market.
As interest rates started coming down in Canada last year, overall level of household debt dropped and insolvencies amongst businesses fell, and banks and non-bank financial institutions increased ability to absorb shocks.
Those households with a mortgage who will be renewing this year or next are generally in a more resilient position to make payments due to lower interest rates, but if impacted by job loss or loss of income, some households might be hit.
This scenario could be repeated among businesses too, the bank said, adding that those with existing vulnerabilities such as high leverage, weak profitability and low cash reserves are at risk of falling behind on debt payments.

US wholesale inventories in April revised higher
WASHINGTON, June 9 (Reuters) - U.S. wholesale inventories increased in April amid stockpiling of prescription medication in anticipation of tariffs from the Trump administration. Stocks at wholesalers rose 0.2% instead of being unchanged, as estimated last month, the Commerce Department's Census Bureau said on Monday. Economists polled by Reuters had expected last month's estimate would be unrevised. Inventories, a key part of gross domestic product, climbed 0.3% in March. They advanced 2.3% on a year-over-year basis in April. Wholesale stocks of prescription medication surged 1.3% in April. There were also increases in apparel, motor vehicle, groceries and professional equipment inventories. President Donald Trump has said he would impose tariffs on imports of pharmaceutical products that have long been spared from past trade disputes due to the potential for harm to patients. Apart from drugmakers, businesses front-loaded imports in the first quarter, seeking to avoid Trump's sweeping duties on foreign goods, resulting in a large trade deficit that subtracted a record 4.90 percentage points from GDP. The front-running faded in April, leading to a record decline in imports and the overall trade deficit. While the contraction in the deficit at face value suggests trade could significantly add to gross domestic product in the second quarter, economists say some of the boost could be offset by low inventories. Inventory accumulation increased at a rate of $163.0 billion in the first quarter. The economy contracted at a 0.2% annualized rate in the January-March period, the first GDP decline in three years. It grew at a 2.4% pace in the fourth quarter. Sales at wholesalers edged up 0.1% in April after jumping 0.8% in March. At April's sales pace it would take wholesalers 1.30 months to clear shelves, unchanged from March.

Businessman behind rescue deal for historic SPFL club reveals how hosting a MUSIC FESTIVAL can help save them
ROCK ON Businessman behind rescue deal for historic SPFL club reveals how hosting a MUSIC FESTIVAL can help save them Click to share on X/Twitter (Opens in new window) Click to share on Facebook (Opens in new window) THE man behind a rescue deal for an SPFL club in financial struggle has thrown up some unique ideas for the future. After buying them out of administration, the businessman has sat down to discuss his plans further. Sign up for Scottish Sun newsletter Sign up 3 The new owner of Dumbarton has detailed some of his plans for the future Credit: PA 3 Manager Stevie Farrell is being kept on Credit: SNS 3 Some more unorthodox ideas could come to fruition at the Rock Credit: SNS Dumbarton faced a 15-point sanction and eventual relegation in the last season and saw their first attempt at being saved fall through. But Mario Lapointe, a Canadian entrepreneur, came in at the eleventh hour to help take the club forward. Now, in an internal Q&A, he's opened up on the possibility of hosting a music festival at The Rock to raise money in the off season. He said: "I haven't bought all the surrounding land, just the stadium footprint. I can expand stands within that space, and I'm in talks about allowing a small part of the land to make walkway bridge across. But no, I'm not building housing. "My vision is for the stadium to be active year-round, used daily by the men's team, women's team, youth teams, and for music, comedy, festivals. "It should be a true community hub, not just a weekend venue. "As a fan, I prefer natural grass — it's how football should be played. But as a businessman aiming to get the team back on track, we need artificial turf. "It'll likely be installed by May 2026 to help fill the stadium and maximise use. "It'd be good to have a festival right at the end of the season that will give money to the team. And that money will go covering wages between the end of the season and the start of the next. "Because there's a gap. There's a gap of players that are still under contract. But there's no Rock, there's no football, there's no revenue, there's nothing. Kris Boyd's end-of-season awards including best player, worst signing, blunder & pundit of year "We have that gap, and I think the way to fill it up is with a music festival." The new owner said he'd looked in Spain, France, Italy, and Portugal before deciding to invest in the Sons, and now that he's in one of his main focuses is increasing youth involvement. He said: "Most fans have supported the club for decades, but we're missing those aged 15 to 25. "That's why I've pushed initiatives like prepaid season tickets for under-16s, with support from both Scots and Canadians, we have around 47 in total now. "The goal is to fill the stadium, balance the books, and, more importantly, build a younger fanbase to secure the club's future. "I see myself as just borrowing this team for a decade or two, then it's someone else's turn, someone more local. But for that to work, we need to start planting the seeds now. "No disrespect to the big clubs like Rangers or Celtic, but if you miss a game there, no one really notices. "Here, you become part of the heart of the club, we know your name, you might even volunteer. "It's a real community. Bring your kids and you're not just making memories with them; you're helping keep the club alive. It's a deeper connection than just being a fan of a giant club." But he has a very clear warning for youths. He continued: "My message is simple: chant, drum, support however you like, but if you light a flare, you're out. "The reason is financial. Flares can lead to hefty fines, thousands of pounds that could go toward player wages instead. "Big clubs might absorb those costs, but we can't. It hurts the community and the club. "Please have the respect for the Crest. Please have the respect for the community. And come and cheer on your team."
