An Coimisiún Pleanála gives green light to major Galway development despite city council's original refusal

In early February 2025, Galway City Council refused planning permissions for the development of 156 homes in Ballymoneen Road, Knocknacarra.
The primary reason for refusal was that the units 'directly abuts the proposed N6 Galway City Ring Road project route'.
The Ring Road remains the 'priority' of the Galway City Development Plan 2023-2029.
As part of the appeal lodged by Cairn Homes Properties Limited, adjustments were made to the proposed location and number of residential units.
Fourteen units have been omitted from the revised plans to comply with a condition prohibiting construction within 100 metres of the boundary prior to blasting for the Ring Road.
Galway City Council said that construction around the area would be 'premature' given the prioritisation of the Ring Road project, and that any permanent structures built before the planning and construction of the road are at risk of damage from blasting
Approval of the appeal was made with 26 conditions.
Including the revised plans proving the area vacated by the omitted homes 'as an area for future development' and not for open space. This will include adequate landscaping in the interim until developed.
The Irish Independent reported on the refusal in February 2025. Much of the enterprise development plans remain unchanged. These include a crèche, provisions for vehicular and pedestrian access to Ballymoneen Road, cycle lanes, communal and private open spaces, electric vehicle charging points, and both car and bicycle parking.
Among the conditions is a requirement that no more than 50% of the residential units may be occupied before the childcare facility is built, unless otherwise approved.

The location of these approved units is located 5km west of Galway City and partially included in a Gaeltacht area.

AN IRISH WOMAN was found dead on a yacht by detectives when it docked in Montauk, New York, in the early hours of yesterday morning. Martha Nolan-O'Slatarra, aged 33, was originally from Carlow. She had been living in Manhattan for a number of years. She was pronounced dead on the boat by first responders, according to a statement from Suffolk County Police. A man had called 911 reporting that a woman was unconscious on a boat docked at the Montauk Yacht Club on Star Island Road at around midnight. A police statement said 'Good Samaritans' attempted to perform CPR on the woman. Martha Nolan O'Slatarra LinkedIn LinkedIn Detectives are investigating her death, police said. 'The preliminary investigation and exam were inconclusive regarding the cause of death, which will be determined by an autopsy conducted by the Suffolk County Medical Examiner's Office.' Ms Nolan-O'Slattara is the founder of fashion brand East x East and operations director at US investment firm K IV Capital Management in New York. She is a graduate of UCD's Michael Smurfit Graduate Business School. Last February, the fashion designer spoke to the Irish Independent about her journey in marketing and business. Ms Nolan-O'Slattara studied in Dublin's Institute of Education for her fifth and sixth year in secondary school, going on to receive her undergraduate and postgraduate degrees from UCD. From there, she worked in finance and marketing before she set up her own business. She founded East x East, a resort-wear brand with the tagline 'Built in the City x Made for the Sun', in September 2021. The brand had a pop-up store in Montauk in summer 2023, Ms Nolan-O'Slattara said in a video posted to her TikTok page, in which she discussed founding the brand. Advertisement 'I live in the Upper East Side. I love it in New York. It's expensive but I don't see myself living anywhere else for now,' she told the Irish Independent. 'I love Carlow, I miss it so much but now that I work for myself I can go home for a month and my parents and my friends are always coming out to see me. 'I feel I won't be able to work for anyone ever again… All that I have learned from my previous jobs, I feel like the puzzle has fallen into place.' A woman who was staying at the yacht club's hotel told NBC New York that she woke up yesterday morning to a massive police presence. 'You could see out into the marina, and you could see the yellow tape partitioning off the boat,' she said. Describing the resort and area as 'chill', she continued, 'you never see anything remotely like this. It was unnerving.' The Montauk Yacht Club's website describes the marina as the largest in the Hamptons, spanning 16 acres. In a statement to CBS News, a spokesperson for the yacht club said: 'We are saddened to learn of the tragic incident that took place. Our team is cooperating with law enforcement in their ongoing investigation and remains committed to the safety and well-being of our guests and staff. We have no further comment at this time.' A spokesperson for the Department of Foreign Affairs said: 'The Department of Foreign Affairs and Trade is aware of the case and is providing consular assistance. As with all consular cases, the Department does not comment on the details of individual cases.' Montauk – located on the eastern tip of Long Island, almost 200km from Manhattan – is a seaside tourist destination popular with local families and overseas visitors. Beef prices skyrocket since the start of the year

IRISH beef prices have soared by up to 30% in the first half of the year. People are now paying noticeably more for both premium cuts and everyday staples like mince. An Irish Independent survey tracking prices between March and July found a steep increase across all beef products. A 400g prime fillet steak in SuperValu increased from €14.99 to €18.99, while a 500g sirloin steak in Aldi jumped from €8.49 to €10.49. While 450g mince packets in Lidl climbed from €4.29 to €5.79. These rising prices show the challenges facing Irish beef farmers, who are battling surging production costs. The price of feed, fertiliser, fuel and veterinary medicines has risen dramatically since 2024, pushing up the overall cost of producing beef. According to John Cleary, chairman of the Irish Cattle and Sheep Farmers' Association, farm expenses have increased by at least 25% in the past year alone. Without continued price rises, many farmers would struggle to stay in business. Adding to the problem is the sharp rise in live cattle exports, which are up 20% compared with last year. Exporters are outbidding Irish beef finishers, driving up the cost of replacement animals. Young weanling bulls that sold for €1,400 last year are now exceeding €2,000, further squeezing farmers' margins. This increase is driven by strong international demand as other European countries face herd reductions and tighter supply. While Irish processors have handled around 15,000 more cattle than this time last year, the broader European shortfall is creating fierce competition for Irish beef. Industry leaders have urged factories and the government to ensure farmers receive fair returns. Declan Hanrahan of the Irish Farmers' Association called for a united approach, highlighting that tight supplies and strong demand should enable processors to pass on higher prices to farmers. Bord Bia has also been urged to intensify promotion of Irish beef standards to capitalise on export opportunities. For farmers, the recent price surge offers some relief after years of volatile markets and higher costs. However, the gains come with other risks. Winter finishers, who buy in cattle to fatten over the colder months, face high upfront stock costs and ongoing inflation in feed and energy. Their profit margins are shrinking, and even slight dips in market prices could leave them exposed. From a consumer perspective, the rising prices are already shifting behaviour. Analysts warn that if current trends continue, a steak in an average Irish restaurant could soon cost €50, making beef an occasional luxury rather than a household staple. There are growing concerns that shoppers will turn to cheaper alternatives such as pork and chicken to manage their grocery bills. Irish supermarkets have managed to shield consumers from the full extent of these increases through aggressive discounting, but these measures are not sustainable in the long run. The outlook suggests that elevated beef prices are likely to continue. Teagasc economist Dr Kevin Hanrahan has made it clear that prices are unlikely to return to 2024 levels any time soon. Factory prices for R3-grade steers have jumped from €5.18 per kg last year to €7.77 per kg today, excluding bonuses.
